JOB SUMMARY:
Under the general supervision of Organizational Development Manager, the
incumbent will be responsible for reorganization and restructuring in the Ministries, preparation of work plans and supervision of staff.
MAIN DUTIES
REORGANIZATION AND RESTRUCTURING
1.1. Conducts management audit and strategic planning consultancy
studies in order to increase organizational efficiency and effectiveness.
1.2. Prepares management audit and strategic planning reports after each consultancy in order to increase efficiency and ensure optimal deployment of staff.
1.3. Presents management audit and strategic planning reports after each
consultancy to client ministries/departments in order to agree on recommendations.
1.4 Monitors implementation of recommendations after each consultancy to ensure performance improvement in the client Ministries/Departments.

MAIN DUTIES
1.0 UNDERTAKES HUMAN RESOURCE DEMANDS AND SUPPLY FORECAST (MANPOWER PLANNING, FUTURE CHANGES OF POLICING LAWS)
1.1 Undertakes inventory on existing jobs, workforce and training profiles, movements, structures and labour relations.
1.2 Assesses current plans, policies and priorities for
implementation.
1.3 Determines future Human Resource needs based on inventory and plan areas.

Under the general supervision of the Director Organizational Development, the incumbent is responsible for undertaking of organizational analysis function in ministries/departments to facilitate restructuring and reorganizing, management and control of establishment, preparation of work plans and supervision of staff.
MAIN DUTIES
POLICY FORMULATION AND IMPLEMETATION
1.1. Develop/Review Policy guidelines
1.2. Sensitize and educate the Ministries on the new policy 1.3. Monitor implementation of the policy
TO UNDERTAKE ORGANISATIONAL ANALYSIS STUDIES 1. Undertake management audit
Undertakes a study on plans/processes/Systems Analyses data and recommends appropriate intervention Follow-ups implementation of the recommendations.

1.1 Identifies appropriate skills required for each job established.
1.2 Establishes key result areas for key positions.
1.3 Evaluates existing employee’s potential against key result areas.
1.4 Identifies employees with potential for advancement.
1.5 Develops a ministerial recruitment, mobility, utilization and succession plan.
Purpose: To ensure the availability of the right people with the right skills.
MAINTAINS PROVISION OF AN EFFECTIVE EMPLOYEE RECRUITMENT, UTILIZATION AND TERMINATIONS OF SERVICE.
2.1 Identifies future staffing needs and vacancy factor.
2.2 Establishes that standards/procedures for recruitment mobility and terminations are adhered to.
2.3 Assesses and authorizes recommendations for HR recruitment, utilization and terminations.
2.4 Oversees timely processing benefits pertaining to HR terminations.

To provide strategic leadership and guidance in formulation and implementation of Human Resources Policies, Strategic Rules and Regulations.
MAIN DUTIES
INITIATES FORMULATION OF HUMAN RESOURCE POLICIES, STRATEGIC PLANS AND WORK SYSTEMS.
1.1 Instructs examination of existing situation to identify areas requiring review of development.
1.2 Analyses information obtained to draft HR policy, strategies and systems.
1.3 Undertakes consultations with relevant stakeholders to discuss and agree on proposed changes,
1.4 Finalizes reviewed draft and submits for consideration and approval.
Purpose: To ensure uniformity and guide implementation of HR activities.
COORDINATE IMPLEMENTATION OF HR POLICIES, RULES AND
2.1 Informs all head of divisions regarding HR policy
developments/reviews.
2.2 Establishes feasible options for implementation of HR policies rules and regulations.
2.3 Writes direction for development of action plans.
2.4 Conducts continuous meetings and provides feedback to solve problems and monitor implementation of policies, rules and regulations.

ENSURE IMPLEMENTATION OF HR PROCESSES AND SYSTEMS: PERFORMANCE MANAGEMENT, JOB EVALUATION
3.1 Collaborates with heads of Department to develop ministerial objectives.
3.2 Guides establishment of performance standards and indicators that verify performance.
3.3 Ascertains development of annual work plans.
3.4 Oversees implementation of assessments against established objectives.
3.5 Maintains payment of salaries and incentives on the basis of contribution of performance.
Purpose: To enhance productivity and effectiveness.
