CHIEF ACCOUNTANT

JOB TITLE : CHIEF ACCOUNTANT

RESPONSIBLE TO : CITY TREASURER

JOB SUMMARY:

The person holding the above mentioned post shall abide by the Maseru City Council Financial Regulations. In his/her capacity as a Chief Accountant s/he shall be required to report directly to the City Treasurer. He/she shall assume direct supervision over the sections within Finance Department.

Main Duties:

• Oversee that all expenditure incurred is within the budgets.
• Creation and verification of all reports produced by the Accounting System required for control and decision making.
• Collaborate with all Section Heads when incorporating and recording transactions of a capital nature to the appropriate accounting record and the recurrent expenditures attributed to capital spending.
• Liaise with the legal office on Property Rates defaulters.
• Ensure adherence to Financial Regulations.

Qualifications:

Technician Accountant with at least Two years post qualification experience Or B-Comm Accounting with at least Five years relevant experience.

Preferably a registered member of the Lesotho Institute of Accounts.

Computer literacy is a must.

RESPONSIBLE TO : DIRECTOR PLANNING AND DEVELOPMENT

JOB DESCRIPTION

• Assisting Councillors to elect committee of ten and facilitate with their roles towards community development.
• To conduct refresher courses (Training) for Councillors and Chiefs with a purpose of bringing awareness to them concerning their limitations.
• Holding public gatherings to sell to Maseru Committees the functions of the organization (MCC) towards developments.
• Hindering illegal allocations in the Maseru villages within MCC’s jurisdiction.
• To solve community conflicts.
• To negotiate with land owners whereby MCC would want to earmark site for certain development purposes.
• To take minutes when Councillors hold meetings with development committees.
• Assisting Councillors to elect Residents Development Committees, train them regarding Needs Assessment and prioritizing the needs of communities.
• Doing upgrading in the identified unplanned settlements jointly with the Councillors in the Thirteen Wards.
• Assisting Maseru communities in the thirteen Wards to initiate the projects and sustain them.
• To sentitize Maseru Communities on Solid Waste Management (PPPUE).
• To support Councillors by proving supervision when they implement projects.
• To encourage everyone to pay Surveyors and apply for Leases for easy identification of plots.
• Involvement in the Infrastructure Technical Committee for making decisions before any project could be implemented within MCC’s jurisdiction.
• Incorporate in other Ministries for sensitization when necessary
• To intervene where there is conflict between communities and other Organizations.
• Training Councillors on leadership skills.

Qualifications and Experience

Degree in social Sciences, Humanities or any other related qualifications with a minimum of two years related work experience in dealing with community activities.

RESPONSIBLE TO : WORKS ENGINEER

Duties and Responsibilities
• Assist the Engineering staff through the Senior Technical Officers in the control of work programmes and the development of the labour force for their execution.
• Draw up in conjuction with the Engineering staff programmes for the execution of roads and other departmental works.
• Assist on the basis of information and reports submitted by the Senior Technical Officers to make recommendations to the Engineering staff on works required dealing with problems associated with road maintenance.
• Ensure through Senior Technical Officers, the effective and efficient use and development of the workforce.
• Carry out such other duties as may be assigned by the Engineering staff.
• Perform any other duties that may be assigned by the City Engineer from time to time.
Qualifications
Higher National Diploma in Civil Engineering plus three years relevant experience
OR
B. Tech degree in Highway Engineering or Construction Management plus two years experience in a related field.
OR
National Diploma in Civil Engineering or Highway Engineering plus seven years experience in a related field.
