SENIOR CASE MANAGEMENT OFFICER

DIRECTORATE OF DISPUTE PREVENTION AND RESOLUTION (DDPR)

The Directorate of Dispute Prevention and Resolution invites applications from suitably qualified Basotho candidates for the position of: SENIOR CASE MANAGEMENT OFFICER which shall be tenable at Mohale’s Hoek or Leribe or Maseru.

Reporting to the Deputy Director, the successful candidate shall perform the following duties and have the following responsibilities:

Ensure that the case management processes operate efficiently and effectively and assist in the issuance of monthly statistical information on case management activities;
Provide advice to clients;
Ensure that the regional information database is managed efficiently and effectively;
Provide administrative support to Conciliators and Arbitrators;
Manage administrative processes, resources and staff;
Manage appropriate execution of conciliation and arbitration results;
Perform dispute prevention activities which may include training of social partners.
Perform any other relevant duties as may be assigned from time to time.

Job qualifications and specifications:
The following qualifications, experience and competencies are a requirement:

Degree in Human Resources or Labour Law/Relations or Public administration or equivalent
Experience in general office management
Key Competencies
Good interpersonal relationship and communication skills;
Good time management and ability to work under pressure;
Self disciplined and motivated;
Computer literate
Planning, organizing and coordination skills
Ability to prioritize;
Ability to maintain confidentiality
A valid driver’s license shall be an advantage.

Human Resources Manager - Operations

The Lesotho Water and Sewerage Company (WASCO) invites applications from suitably qualified local candidates for the following position:

Job Title : Human Resources Manager - Operations

Reports to : Director Strategic Services and Human Resources

Purpose of the Role:
To provide guidance, advice and service during the implementation of all HR Policies, Regulations, Procedures and Guidelines

Key responsibilities:

1. Reviews and drafts all HR Policies and Procedures and develops roll out programmes for effective implementation.
2. Develops and ensures proper implementation of HR plans, policies, procedures and processes.
3. Implements the HRM Strategy.
4. Manages the recruitment process to ensure adherence to the Recruitment Policy and Procedures and set turnaround standards.
5. Manages and monitors the effective implementation and use of HRMIS and maintains accurate and up to date HR records.
6. Conducts research and develops staff motivation and wellness programmes in order to continuously improve staff morale within WASCO.
7. Keeps abreast of WASCO’s culture and develops behavior improvement systems.
8. Ensures fairness in disciplinary hearings by providing advice and guidance to both parties in line with the internal Disciplinary and Grievance Procedure.
9. Constantly involve the Union in consultations regarding issues of common interests to avert conflicts.
10. Implements the Remuneration Policy, Strategy, job evaluation and grading systems.
11. Ensures consistent alignment of WASCO’s Remuneration Strategy with market trends.
12. Manages the payroll and benefits administration.
13. Establishes and maintains good relations with service providers including Banks, Pension Funds, Health and Insurance Providers.
14. Manages the Provident Fund through constant liaison with Board of Trustees and the appointed broker at any given time.
15. Co-ordinates the development, review and consolidation of divisional job descriptions and provides guidance where necessary.
16. Coordinates and prepares the annual business plan for the HR Section, the recurrent and capital budget for the Section and monitors its implementation thereon.
17. Monitors HR staff performance to ensure achievement of set objectives.

Qualifications & Experience

1. Degree in HRM or related field
2. A minimum of five years working experience in a similar role

1. MAIN PURPOSE OF THE JOB
Under the general supervision of the Human Resources Manager, the Executive Secretary is responsible for production and distribution of documents, mail processing and records management; organisation of official meetings, conferences and official entertainment, organisation of official trips and visits, office security , improvement of secretarial services and dissemination of information in order to provide an effective administrative support.
2. KEY RESPONSIBILITIES:
• Organisational arrangements.
• Production of Documents.
• Maintenance, storage and retrieval of documents.
3. MAIN DUTIES:
• Makes arrangements for meetings and consultations, notifying participants and confirming times and venues.
• Types correspondence and documents to put written communication into a legible presentation.
• Obtains, distributes copies and files documents as required.
• Receives and gives messages to enable appropriate action.
• Issues letters of invitation for meetings, conferences and official entertainment and confirms attendance to facilitate participation and hosting logistics.
• Prepares travel bookings (domestic and international) and arranges visas, accommodation for the Commissioners and Director of Elections to enable successful stay in the host country.
• Consults and maintains diary of events and appointments to enable effective time management.
4. JOB SPECIFICATION
Diploma in Secretarial studies from a recognised institution plus 10 years experience in secretarial duties.
OR
Typing speed of 60 wpm, and 10 years experience in secretarial duties and office procedures; and Advanced Microsoft Word, Excel and Outlook is essential.
