Volunteer, Paediatric HIV Testing and Treatment

Overview:
The Clinton Health Access Initiative (CHAI) works in partnership with country governments, partners, and other major stakeholders to identify the key obstacles to access and scale-up essential health services, and to develop and implement sustainable strategies to overcome them.  In Swaziland, CHAI has been working in partnership with the Ministry of Health (MOH) and other stakeholders to address Swaziland’s public health priority areas since 2007.

Current work of CHAI Swaziland includes increasing access to and uptake of HIV services, implementing an Immediate Access to ART for All demonstration project, improving access to high-quality and affordable medicines, malaria elimination, and sustainable health financing. CHAI’s work in Swaziland started with the management of a donation of paediatric HIV commodities, and continues to include a focus on the testing and treatment of paediatric HIV through multiple program areas.  With the support of Life Ball, CHAI Swaziland will expand current work on paediatrics to support the MOH to implement new national Paediatric HIV testing, treatment, and retention guidelines.

CHAI Swaziland requires a highly motivated individual with strong analytical capability and exceptional communication and relationship management skills for the position of Volunteer, Paediatric HIV Testing and Treatment. The Volunteer will be responsible for working with the CHAI Paediatric HIV Testing and Treatment team to implement new initiatives targeting identification and treatment of Paediatric HIV. Through this work, the Volunteer will work directly with the MOH, and must be flexible to support a variety of activities, including facility service improvement work, mHealth solutions, and tool and job aid development.
Responsibilities:
The Volunteer’s will work with the Paediatrics team to:
  • Support the MOH to launch universal HIV testing for infants and young children to improve retention of mothers and infants post-partum and expand case finding;
  • Improve EID results return, repeat testing, and linkage to care through the expansion of the SMS reminder system; and
  • Provide comprehensive support to MOH with the rollout of new pediatric HIV guidelines
  • Identify and implement any improvements in laboratory services which will improve paediatric care, in partnership with the CHAI Lab Services team.
The volunteer will collaborate closely on a daily basis with other implementing partners to provide coordinated support to the MOH, and be responsible for additional ad-hoc tasks as needed to ensure the success of the project.
Note that the Volunteer will report to either the CHAI Senior Program Officer for HIV Testing and Treatment or Associate for Peadiatric HIV and mHealth. 
Qualifications:
  • Bachelors degree plus 2-3 years of professional experience in a position with increasing responsibility

Senior Associate

Overview:
Founded in 2002 by President William J. Based on the premise that business oriented strategy can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved organization of commodity markets and more effective local management. By working in association with governments and other NGO partners, CHAI is focused on large scale impact and, to date, CHAI has secured lower pricing agreements for treatment options in more than 70 countries. In addition, CHAI's teams are working side-by-side with over 30 governments to tackle many of the largest barriers to effective treatment and care.
Responsibilities:
The Access to Medicines and Diagnostics (A2MD) Associate will be a key member of the CHAI Lesotho team providing rigorous analytical support for drugs and diagnostic access work in Lesotho. The position requires a highly motivated individual with outstanding academic credentials and a strong analytical record. The Associate is required to work with government officials and implementing partners and must have excellent communication and negotiation skills. S/he must be able to function independently and have a strong commitment to excellence. Key responsibilities of the Associate include:

  • Build the capacity of the Ministry of Health (MOH) to utilize robust forecasting practices for ARVs and other essential medicines and lab commodities. Provide technical assistance to coordinate several government and non-governmental partners for procurement and supply management of medicines, including donation of medicines;
  • Provide technical assistance to the MOH to develop and/or optimize policies and processes to ensure access to high quality, low cost ARVs and other essential medicines and commodities;
  • Support the MOH to plan for and roll-out new regimens and formulations. Complete analysis on the uptake of new formulations and develop interventions to overcome identified bottlenecks.
  • As required, collaborate with CHAI’s global Laboratory Services Team and Drug Access Team for technical assistance and project implementation related to CHAI Lesotho’s drug and diagnostics work streams as required.
  • Any other duties as required.
  • Support government to strengthen its supply chain management system by improving budgeting, forecasting, distribution & monitoring systems across various health commodities;
  • Monitor pricing for ARVs, diagnostics and other health products, and negotiate / facilitate communications with CHAI and suppliers to achieve the lowest prices;
  • Disseminate information from CHAI’s Drug Access Team, Laboratory Services Team, and Multi Drug Resistance TB team on supply dynamics and access issues;
  • Remain current on relevant technical information about HIV and TB such as globally recommended regimens, dosing, toxicities, or emerging diagnostic technologies;

Division & Project Overview
The USAID Applying Science to Strengthen and Improve Systems (ASSIST) Project is a new project dedicated to improving health, population and nutrition services through technical support to service delivery institutions, country Ministries of Health, USAID country missions, and cooperating agencies. The new project carries on the work of the USAID Health Care Improvement Project ( http://www.hciproject.org) in global advocacy, development, and promotion of cost-effective methods to design and improve health care services and systems in low- and middle-income countries.
An important global objective of the ASSIST Project is knowledge management: to facilitate documentation and sharing of evidence for improvement of specific care processes, based on the work of individual QI teams, large-scale improvement efforts, and/or research, and to make this information readily available through Web technology.
The ASSIST Project is managed by URC’s Quality and Performance Institute (QPI). Through QPI, URC has implemented quality improvement and operations research programs in health care since 1981 and continues to be at the cutting edge of health care improvement work in countries around the world.
Roles and Responsibilities:
The QI Advisor, in collaboration with USAID partners and the Ministry of Health will liaise with the Chief-of-Party to ensure that all activities are aligned with the vision and objectives of the Government of Lesotho in respect of The National HIV and AIDS Strategic Plan, as well as with the basic tenets of Global Initiatives that the GOL is party to in relation to HIV and AIDS.
  • Provide technical guidance to partners and implementers in QI for PMTCT, Maternal and Child Health, ART, and Nutrition services
  • Provide technical leadership to organize for the implementation of service standards with major USAID funded partners and other PMTCT, MCH, ART, and Nutrition programme Implementers in Lesotho.
  • Develop and update materials for trainings, learning sessions and coaching visits
  • Document the QI process for PMTCT, MCH, ART and Nutrition Programmes, through mainstreaming of the standards based approach
  • Present evidence and advocate for QI for PMTCT, MCH, ART, and Nutrition Programmes across levels of implementing partners
  • Organize workshop logistics in collaboration with Ministry of Health, USAID funded implementers and other PMTCT, MCH, ART, and Nutrition implementers in the country.
  • Liaise with the finance and admin department and provide administrative, financial and technical reports as necessary
  • Carry out other duties as assigned may be assigned by the Chief-of-Party
Minimum Qualifications:
Required Experience & Qualifications
  • A recognized Medical degree, or Senior Public Health Nursing Qualification; a Postgraduate qualification in Public Health will be an added advantage
  • Prior experience in quality improvement methods in a health setting
  • Demonstrated strong program implementation and organisational skills.
  • Technical expertise in the field of PMTCT, MCH, ART, and Nutrition programmes in Lesotho with experience of not less than 5 years
  • Demonstrated experience of liaising with policy makers and community-based response to HIV and AIDS issues in Lesotho.
