Vice President Programs Management

Overview
The VP of Program Management provides the formal interface between the project’s performance to Program Plans and the Executive Team. Most importantly, the VP of Program Management provides essential aspects of the Executive Team: not just managing projects and programs but also in developing process maturity and organizational integrity.
JAM exists to help create and develop African countries where those who are poor and marginalized can exercise their voice, build their own solutions, and take ownership of their future. The Program Delivery and Country Office teams contribute to realizing this by:
· Ensuring effective project managementthrough supporting project startups, implementation, reporting and management as well as closeouts
· Portfolio coordination- Providing a leadership role in the regional teams, and organize monthly calls for the teams with each country office.
· Working with country teams to develop, refine and pursue their strategies by leveraging technical knowledge (our own and others), researching, and analyzing potential partners and opportunities.
· Grow and diversify:contributes to scoping, pre-positioning and proposal development.
· Knowledge sharing and learning:Enhances communication between country offices and HQ, to ensure better understanding of the diverse operating environments and program approaches.
· External relations:Participating in the development conversation by attending events, hosting meetings, and reaching out to potential partners and donors as well as building strong and positive relationship with all Embasies in all countries where JAM is operational in any way.
Position Purpose
The Vice President Programs reports to the Chief Operations Officer and is responsible for driving and coordinating all activities within the Africa region and ensuring regional and global synergy. S/he prioritizes the management of the Country Directors (CDs)/Managers ensuring each country has developed work plans and country strategies Scorecards and are held accountable to them. S/he is responsible for ensuring that JAM’s activities are implemented on-time, on budget, with high-quality products and services, and to the full satisfaction of the sponsoring organization, and that all programs are in alignment with JAM’s policies and guidelines. S/he works to identify new business opportunities that are consistent with JAM’s strategic priorities.
Key Responsibilities
Leadership:
  • Serve as a trusted leader, help move JAM to a transformational organization;
  • As one of JAM’s senior leaders, partner in advancing the mission and serve as a standard bearer of organizational philosophies and competencies;
  • Represent JAM to a wide range of private and public sectors, acting as an advocate for JAM;
  • Inspire, champion and spread a culture of shared success that makes true our belief that every imaginable problem has a solution;
  • Strengthen the JAM brand through application of brand identity and contributing to efforts to communicate JAM’s values, approaches and global impact;
  • Assist JAM marketing and country management teams to coordinate marketing and promotion of JAM;
Strategic Implementation:
  • As a JAM leader, maximize strategic coordination, synergy and learning among JAM’s country programs in collaboration with Program Development, Opportunity Development, Communications/Marketing, HR, and Finance leadership;
  • Significantly contribute to the cultivation of establishing strategic alliances and partnerships with current and potential donors working in the country offices and region;
  • Promote and support JAM’s efforts to nurture innovation and strengthen JAM’s programmatic, grant making, finance, monitoring, evaluation and learning, and operations performance in full cooperation with Executive Leadership;
  • Ensure that Country Directors have in place a country strategy and workplans and to hold CDs accountable for targets, in collaboration with the CEO and COO;
  • Promote interregional and global learning through regional exchanges and peer program reviews.
Program Delivery:
  • Identify with country teams, key management and technical priorities for country programs and recommend courses of action to either fill gaps or address problems accordingly;
  • Be sure to develop and reach key program delivery targets across the region, select Country Directors/Managers who will drive and deliver on JAM’s strategic vision ensuring high quality, timely and on budget program delivery;
  • Oversee country performance reviews and provide critical feedback to country management teams on how program approaches, management and standards can be strengthened and improved, in collaboration with other leaders;
  • Work with the COO to lead country management teams to ensure they are aware of, have access to, and are using information, tools and support, and apply standards to maintain quality program, monitoring, evaluation and learning, grant making, finance and operations performance;
  • Support country efforts to improve the consistency of management practices and ability to mitigate risks;
  • Ensure the development of an ethos of effective implementation and good financial and administrative practices;
  • Oversee the regular review of relevant reports, evaluations and other internal and external resources as necessary to utilize JAM expertise and experiences for improving program implementation;
  • Ensure strong collaboration between HQ and regional compliance, finance and grant functions in their interaction with country programs;
New Business Development:
  • Assist country programs to identify and develop new business opportunities within the region and ensure access to technical assistance in proposal development as needed.

Basic Requirements
  • BA and at least 10 years of relevant experience (or equivalent)
Preferred Qualifications
  • Advanced degree in a relevant field;
  • Demonstrated experience and success in a progressively responsible program management leadership position with field and international non-profit experience;
  • Proven track record of success in managing large complex projects in overseas settings;
  • Expertise in creating and managing country office budgets and annual targets;
  • Ability to develop and maintain strong relationships with clients, both participant-level and donor-level;
  • Demonstrated capability in strategic visioning, planning and agency representation;
  • Experience working with a variety of international donor organizations;
  • Fluency in English and proficiency in at least one other regionally relevant language; Ability and willingness to travel internationally, up to 50% of the time

The Global Village and Youth Programme Officer will be based in Durban, South Africa and report to the Global Village and Youth Programme Manager also based in Durban. The position is full-time and will last 11 months from mid-September 2015 to 12th August 2016.
****Purpose of the Position:****
The Global Village, open to registered conference participants and the general public, provides learning and interactive open spaces to share experiences of diverse communities affected by and responding to HIV. The AIDS 2016 Youth Programme aims to support the meaningful participation of young people throughout all levels of the conference, including planning and development. The programme also aims to ensure the visibility of youth throughout the conference, including the Global Village.
The Global Village and Youth Programme Officer will assist with the management and support of the Global Village at AIDS 2016.
****Main Responsibilities:****
  • Assist in planning, coordinating and implementing Global Village and Youth Programme activities, including the provision of logistical support, scheduling, and resource mobilization for volunteers, conference materials and equipment;
  • Assist in organizing, coordinating and supporting the work of the Global Village and Youth Programme Working Group, including activity selection and placement;
  • Responsiveness to general inquiries which relate to “how to get involved” in the Global Village and Youth Programme for AIDS 2016;
  • Assist with coordination of the Global Village and Youth Programme application process, including outreach, marketing and promotion, and follow-up to applicants as required;
  • Assist with developing programme activity work plans and budgets, progress reports, minutes from Working Group meetings and printed material content, as required;
  • Assist in preparing a final post-conference report for the Programme Activities team at AIDS 2016;
  • Prepare events related documentation as required, including: drafting of invitations, contracts, contact listings/directories, build up/down plans and schedules;
  • Develop and maintain systems and processes which effectively record, manage outputs (deliverables) of the Global Village and Youth Programme for AIDS 2016;
  • When required, assist at meetings of the governing bodies, committees and working groups for AIDS 2016;
  • Perform other duties as determined by the Global Village and Youth Programme Manager.
****Academic Qualifications:****
  • A degree in business administration, events or hospitality management or a related field is favorable.
****Work Experience:****
  • 3 to 5 years’ experience in a non-profit organization;
  • Demonstrated experience in contributing to the planning, organization and coordination of a significant community event, preferably at an international level;
  • Experience working with and supporting volunteers and committees.
****Skills/Competencies:****
  • Excellent organizational, coordination and problem solving skills;
  • Strong communication skills, including the ability to interpersonally liaise across a diverse range of stakeholders, cross-culturally, with community, government, donors, academic and private sector. Communication skills required are extended to writing and presenting in English;
  • Ability to handle multiple tasks and meet deadlines under pressure in a fast-paced, complex, multi-stakeholder environment;
  • Ability to provide general administration relevant to the planning and coordinating an large scale event;
  • Competency in Microsoft Office Suite applications (MS Office), and a willingness to learn and use tailor designed applications for events logistics procurement administration;
  • Able to work a flexible schedule including some evenings and weekends, increasingly during the lead up and conference period.

****Main Responsibilities:****
  • Be a key liaison between the Local Office and the international secretariat in Geneva for programme activity related information;
  • Develop and support effective working relations with stakeholders and partner organizations, including groups from diverse and affected communities, in the development and delivery of Global Village and Youth Programme activities;
  • Oversee approximately five staff working on various aspects of the Global Village including sessions, market place booths, networking zones, cultural activities and exhibits.
  • Develop an IAS Youth Engagement Strategy for 2016 in collaboration with the Communications team (situation analysis, baseline survey on engagement, 2014 focus group findings, how we want to engage with young people leaders/drivers at the committee level to programme level) – and report to Executive Management;
  • Nominations and engagement of Global Village and Youth Programme Working Group, convene Working Group meetings;
  • Coordinate and support the work of the Global Village and Youth Programme working group;
  • Coordinate and schedule Global Village and Youth activities such as sessions, interactive spaces and networking areas;
  • Be the key contact for Global Village and Youth Programme activities, respond to inquiries, and follow-up with applicants;
  • Support and coordinate a review process for proposals, including the development of criteria, research, assessment and analysis;
  • Assist with Global Village and Youth Programme outreach, marketing and promotion;
  • Support working group members to select activities at the programme activity planning meeting;
  • Work collaboratively with local and international planning committees and conference secretariat departments;
  • Develop activity work plans; advise on budgets, prepare progress reports, minutes from working group meetings and printed material content.
Academic Qualifications:
  • A degree in social science, international relations or other relevant discipline or comparable years of experience in the field.

  • At least 5 years’ experience in a non-profit, preferably community-based organization;
  • Experience in programme planning, development and delivery;
  • Experience in organizing, coordinating and planning a significant community event and/or conference event, preferably at an international level;
  • Experience working with and supporting volunteers and committees; group and process facilitation skills;
  • Experience working collaboratively with multi-sector stakeholders and diverse communities;
  • Experience working in the field of HIV, international development and related youth issues would be a strong asset.

Communication & Advocacy Specialist at World Vision International

PURPOSE OF POSITION:
To implement the approved World Vision International (WVI) Central African Republic (CAR) Response advocacy strategy through analysis, research, training, networking, and developing advocacy products.
The position will further oversee the production of key communications resources for donor and public engagement; position the ministry of with CAR in-country and international media; lead external communications on a range of humanitarian and justice issues; direct communications in potential emergency and PR crisis situations; and manage internal communications processes both in-country and internationally.
KEY RESPONSIBILITIES:
Strategy Implementation and Enhancement:
  • Under the guidance of the CAR Response Manager, the communication Specialist will lead the development and implementation of an integrated communications strategy and annual operating plan aligned to organizational priorities for outreach, income and impact.
  • Build and manage a high-performance communications function that is structured, focused and staffed for productive and quality work.
  • Ensure the professional development of individual staff and occasional volunteers, including coaching and motivating through ongoing supervision, appraisal, learning and development.
  • Oversee the management of the communications and guest relations department budget and resources.
Staff Engagement Internal Communications Management:
  • Develop and deliver a staff engagement Communications strategy to ensure staff and volunteers across WVI (CAR Response) and the partnership at large are informed and engaged with the organizations work.
  • Establish systems and safeguards for the appropriate and effective flows of relevant information to and from WVI (CAR Response) staff when required.
Donor/Public Engagement Communications Management:
  • Manage the planning and production of compelling and issues-oriented fundraising, advocacy and publicity materials (web-based, electronic, print, photo and video content) for effective donor and public engagement by WVI (CAR Response) -- both in-country and internationally, and in collaboration with other World Vision Offices and stakeholders.
  • Ensure that stories, photos and other materials are produced to quality and branding standards required for informing, educating and engaging donors and publics via Partnership websites, magazines, adverts, donor appeals, media releases and other communications channels and outlets.
  • Lead WVI (CAR Response) Public Relations Events.
Media Communications Management:
  • Oversee proactive in-country media engagement to generate proactive and positive news coverage as well as opportunities to raise the visibility of WVI (CAR Response).
  • Prepare and position the Response Manager for important media opportunities and interviews that promote and protect the public image and ministry of World Vision, while raising public awareness on key issues of poverty and justice.
  • Lead the process to identify, train and position other media spokespersons within WVI (CAR Response) from the project-level to senior leadership as a strategic and appropriate way for responding to media inquiries and achieving positive coverage.
  • Develop a crisis communications management plan to protect the reputation of WVI (CAR Response) from actual or potential media crisis.
Emergency Communications Management:
  • Plan and manage communications in response to both slow- and rapid-onset emergency disaster/relief situations - ensuring that the WV Partnership is provided with response situation reports, media opportunities and fundraising content from the field.
Advocacy Communications Management:
  • Work closely with the advocacy department in defining key issues, messaging, and identifying appropriate communications channels for public advocacy initiatives.
  • Support advocacy campaigns by engaging the media to gain exposure and credibility, managing media sensitivities and risks, and increasing public discussion and fundraising.
Development Communications Management:
  • Develop and facilitate community-level Communications for Development (C4D) programming, together with appropriate project staff and community members, for the amplifying of Child and Community Voice that engages supporters and donors, and builds staff and community connections and life skills.
Guest Relations Management:
  • Ensure that guests are provided friendly, efficient services by the guest relations team to create, maintain and enhance the reputation and goodwill of the organization.
  • Support High Profile/VIP visits to the organization to create, maintain and enhance the reputation and goodwill of the organization.
Quality Assurance:
  • Ensure CAR Response Office adherence and alignment to Partnership communications policies, protocols, standards and branding.
  • Support and ensure that all communications to various stakeholders, media and public are aligned to WVI quality and brand.
  • Support the Program Managers and their teams in addressing alignment, compliance and quality issues and needs of National Offices related to communications during humanitarian emergencies.
KNOWLEDGE, SKILLS & ABILITIES:
  • The incumbent must have a bachelors degree or equivalent in communication and/ or other related fields.
  • Commitment to and understanding of international humanitarian standards, especially the Red Cross and Red Crescent Code of Conduct, Sphere, and the Humanitarian Accountability Partnership (HAP) Standard.
  • He/ She must have had a minimum of 5 years post-qualifications experience in communication and related activities in the domain of Advocacy & Communication.
  • Strong familiarity with WVIs relevant policies on advocacy, communications, with work experience in the areas of protection, building peace in conflict environments, and/or child rights.
  • Demonstrated interest with some experience in research projects.
  • At least 3 years experience managing and coordinating program activities involving coalitions and partnerships, including with NGOs and Government.
  • Strong understanding of the international humanitarian community, preferably experience working with/in coalitions of other INGOs and the UN.
  • Demonstrated ability to work effectively with stakeholders from various institutional arrangements; local NGOs, INGOs, faith-based organizations, political and government institutions.
  • Excellent oral and written skills in both French and English.
  • A high level of diplomacy and networking skills is required.
  • Ability to work in a cross-cultural context with people of various backgrounds.
  • Ability to work in a volatile and, at times, insecure environment.
Preferred:
  • Computer literate and well-versed in basic software (Word, Internet Explorer, Excel, etc).
  • Proven ability to work independently and collaborate with diverse staff and partners.
  • Committed and enthusiastic for World Visions aims and mission.
  • Confident and organized self-starter who can handle multiple tasks and responsibilities simultaneously, take initiative and is able to respond rapidly and effectively to new opportunities.
  • Experience in capacity building and training of local staff.

Work Environment:
  • The position requires ability and willingness to travel domestically and internationally up to 25% of the time.
