Context:
Under the direct supervision of the Regional Director in the Regional Office (RO) in Pretoria, in collaboration with the Head of the Media and Communications Division in Geneva, the successful candidate will be responsible for contributing to the formulation and implementation of communications strategies to promote IOM’ programmes and policies and raise awareness of migration issues throughout the region of Southern Africa.
Core Functions / Responsibilities:
  1. Take a planned, strategic approach to achieving IOM visibility across the region and globally via communication activities and campaigns by optimizing outreach via media, social media and other mediated tools.
  2. Suggest and coordinate regional activities and plans of communication that highlight the value of migration and contributions of migrants to countries of origin, transit and destination; help change negative perceptions of migration.
  3. Support IOM Country Missions in the region in bringing forward national communication strategies in order to achieve their objectives and position IOM with key local audiences and enablers among government, civil society, partners and the general public.
  4. Gather, prepare, edit and disseminate public information materials on IOM activities throughout the region, both in writing and verbally in English, French, and Portuguese.
  5. Write, edit and produce public information material for IOMs weekly press briefing notes, website and social media in English, French and Portuguese.
  6. Advise IOM Chiefs of Mission, media focal points and other staff in the region in a timely manner on media, public information, social media, and event management and visibility issues.
  7. Produce a strong stream of content in the form of human interest stories from the field, photographs and video clips for an international audience.
  8. Ensure timely and efficient publication and distribution of media content via social media, on the global website iom.int, RO Pretoria website and via other IOM media channels, websites etc.
  9. Process English, French and Portuguese media enquiries being received and be available for interview on print, radio and television.
  10. Provide detailed ongoing guidance and talking points as requested to colleagues in the RO, country offices and headquarters (HQs) regarding ongoing media requests and interview opportunities.
  11. Build the media and communications (M&C) skills of missions in the region through training and support in the recruitment of qualified M&C staff.
  12. Develop and strengthen links with international and national media outlets in the region to promote a deeper understanding and appreciation of IOMs programmes and policies
  13. Initiate and manage M&C outreach events designed to raise IOMs visibility in the region. Represent IOM at events that contribute to the Organizations visibility.
  14. Collaborate with media counterparts in governmental and governmental partner agencies. Participate in South based national and regional UN communications groups. This is important, should probably go higher.
  15. Promote IOMs Communications with Communities strategy and its Community Response
Map feedback platform to IOM missions and partner agencies.
  1. Provide support/cover to the HQs and Africa Region Media and Communications Division
(MCD) units, as required, particularly during leave and TDY periods.

Required Qualifications and Experience:
Education
Masters degree in Journalism, Communications or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Writing and editing experience in international journalism and public information, preferably in
South Africa;
• Knowledge of graphic design, web, social media and video production;
• Familiarity with international organizations;
• Advanced linguistic abilities (including writing and editing) in English, Portuguese and French;
• Strong communication and interpersonal skills as well as strategic and creative thinking;
• Ability to guide and supervise staff and coordinate administrative matters.
Languages
Fluency in English and French is required. Working knowledge of Portuguese is an advantage.

Regional Programme Manager Southern Africa


Objective
The RPM coordinates the development, implementation, and monitoring of CBM’s programme work in the Southern African region (AFS) in the framework of CBM’s Global Programme Strategy (GPS2) and related programmatic policies. Specifically, the RPM manages the elaboration regarding all regional programmatic work, and implementation of country strategic plans, directly reporting to the Regional Director Southern Africa.
Main tasks
  • Coach the regional and country programme teams in strategic planning, monitoring, learning, evaluation. This includes support to Country Offices in the field of effective planning, regional integration of Disaster Risk Reduction (DRR) instruments, Child Safeguarding policies, and adherence to Safety & Security policies
  • Proactively engage with members of CBM Member Associations programme teams for effective resource allocation for programme initiatives and efficient utilisation of resources allocated to partner projects
  • Guide the implementation of all programmatic undertakings, including the effective regional utilization of relevant Monitoring, Learning & Evaluation tools
  • Drive the further development of the AFS Regional Plan, based on GPS2 and co-facilitate design and implementation of Country Plans
  • Develop strategies and ensure implementation following the roll-out of Regional Office Partner Assessments with all future (and current) partners
  • Contribute to the development of policies and legislation in areas relevant for disability and development
  • Identify needs and opportunities with government as well as national and international NGOs and donor agencies, engaging in networking and building alliances
Professional Profile and Requirements
  • Relevant academic degree (e.g. development studies, business administration; social sciences with focus on disability would be an asset)
  • Experience of at least ten (10) years in the development sector of which at least seven (7) in the developing world, including in Africa
  • Experience of at least five (5) years in relevant programme management positions
  • Excellent leadership and communication skills
  • Excellent managerial qualities with regard to programming and administration; solid understanding of finance and budgets
  • Good knowledge of international mainstream development - as well as disability and development-related discussions and trends

IT Operations Officer: NOA, South Africa

Background
SCOPE – WFP’s Beneficiary Management and Transfer platform is the corporate system for Cash Based Transfers. The SCOPE Service Support (SSS) team based out in Nairobi has two key services: a) Pre and Post implementation SCOPE Support and b) Training to support the implementation of SCOPE globally across all WFP country offices. The IT Operations Officer is a key member of the SSS Support team which is established as a virtual servicedesk function.
Job context & supervision
Under supervision of the Regional IT Officer with a technical reporting line to the SCOPE Service Support Manager. The IT Operations Officer shall provide technical support to SCOPE users globally by diagnoses and resolution of IT incidences, known errors and problems; S/he will log, prioritise and escalate incidents as per procedures.
The tasks will include but not limited to:
  1. Receive incidents and service requests through phone, email or any other medium and log them as tickets in the Incident Management System. To assign the priority to the tickets based on Urgency and Impact of the issue;
  2. Provide in-country direct support during go-live operations including but not limited to on-site or remote training;
  3. Manage the resolution of problems, participate in knowledgebase design, participate in development of work-around and presentation on the known errors;
  4. Provide application management services to countries where it related to relevant master data, user management and intervention setup activities;
  5. Monitor the implementation of policies, procedures and standards of SCOPE and make the necessary corrections where necessary; participate in change advisory board;
  6. Identify commonly recurring requests for assistance and provide advice on how these can be prevented or minimised, through training, user awareness, changes in configuration etc;
  7. Perform analysis, diagnosis, and resolution of complex IT problems for end-users, and recommend and implement corrective solutions for remote users as needed;
  8. Troubleshoot the issues by remote connection to user’s machine under different environments. To troubleshoot, interpret problems and provide technical support for hardware, software, and systems. To analyse problems by using manual or automated diagnostic programs, and resolve recurring technical difficulties;
  9. Carry-out Configuration Management to track Configuration Items (CIs) and the dependencies between them, such as but not limited to SCOPE computers, software tools and utilities, POS terminals, and other SCOPE devices.
  10. Communicate with clients and follow-up on all open and pending tickets. Log issues and escalate tickets to various technical groups where necessary;
  11. Maintain a very high level of FCR (First Contact Resolution Rate). To regularly develop troubleshooting flowcharts, utilization and contribution to knowledge management resources to achieve faster resolution and higher FCR;
  12. Provide end user training on SCOPE and or service desk tool;
  13. Work closely with problem owners, SME’s and other stakeholders to identify problem scope and escalate where necessary. Create statistical reports and performing analysis for areas of responsibility
  14. Perform-to-end incident management. Responsible for time-critical service restoration and technical troubleshooting within Scope. Working with clients, internal RMT teams and third party data providers throughout the service restoration process
  15. Undertake additional tasks as required;
QUALIFICATIONS
Education:
Advanced university degree in Computer Science or other related field, or First University degree with additional years of related work experience or training/courses.
Experience
At least 2 years of relevant professional experience working with incident Management Systems. A minimum of 1 year of working with Cash Based Transfer (CBT) technology platforms or solutions.
Knowledge and skills
Profiency in using Office application software; and efficiency in using communications applications.
Language
Proficiency in writing and verbal communication in English is requisite. Working knowledge in another UN language is desirable.
Desirable
ITIL foundation Certification is desirable and full understanding of ITIL principles and processes.

Regional Staff Counselor

Background
The United Nations World Food Programme is the world's largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger in our lifetimes. From its base in Johannesburg, the Regional Bureau (RB) for Southern Africa supports operations in 11 countries reaching 12 million beneficiaries. The core policies and strategies that govern WFP activities are to support to save lives in emergency situations; to improve the nutrition and quality of life of the most vulnerable people; and to help build assets and promote the self-reliance of poor people and communities, particularly through conditional food for work and training programmes.
The challenges of working in difficult conditions to bring much needed food and support to our recipients can place a great deal of pressure and stress on WFP staff. The WFP Staff Counselling Unit is committed to preventing or alleviating stress and improving the overall health, performance, and morale of staff. We do this by identifying and addressing factors that contribute to stress in the workplace, promoting good employment and management practices, and providing counselling services that help to mitigate or avoid the negative effects of workplace stress.
The UN WFP RBJ is looking for a suitably qualified candidate to fill the position of Staff Counselor in support of the Regional Bureau for Southern Africa, based in Johannesburg. A large emphasis is placed on engagement with staff and promotion of staff well-being.
Duties & Responsibilities
The Consultant reports functionally to the WFP Senior Staff Counselor at Headquarters in Rome, Italy and administratively to the WFP Regional Bureau in Johannesburg. The Staff Counselor will be responsible for supporting staff welfare and wellbeing in WFP operations in the South Africa Region (RBJ) performing the following duties:
  • Provide culturally sensitive counseling services to WFP staff; this may include assessment, treatment plans, individual sessions and referrals to other resources as required;
  • Develop and provide a range of trainings to improve morale, health, and team dynamics in such areas as stress management, team building, Crucial Conversations (as TOT) conflict resolution, harassment, and cross-cultural sensitivity;
  • Provide advice to the Country Directors and HR Officers, as necessary, on individual and/or group cases where an identified problem is likely to have adverse professional, vocational and/or health effects (e.g. work-related problems/stress, psychological problems, conflicts, other psychosocial problems);
  • Provide advice to other managers/supervisors, as necessary, or upon request, with the aim of improving the working atmosphere in their units and resolving problems work-related or personal problems that adversely affect job performance, health, and productivity;
  • Support the implementation of the RBJ 2015 Global Staff Survey Action Plan that focuses on wellness;
  • Participate in crisis response, provide crisis counselling to individuals and/or groups during emergencies and after critical incidents, and ensure follow up support. ;
  • Maintain the WFP Peer Support Volunteer Network (PSV) in the region through training and supervision; disseminate training materials and related protocols that already exist. Assist in the resolution of disputes by facilitating discussion between conflicted parties;
  • Develop outreach programs and services for staff in Country Offices; Identify and liaise with local regional mental health resources that can be used for referrals or in times of crisis.
  • Collaborate with the WFP Medical Office, the Security Office, the HR Office in order to provide supportive interventions and assist in some individual cases;Contribute to information and materials about stress and stress management through the Unit website or printed media.
  • Contribute to development of policies and guidelines, other written and visual materials to increase awareness regarding important themes and topics related to staff welfare and wellbeing
  • Complete administrative duties such as participating in professional conferences, planning budget and programs for the regions, completing reporting requirements, contributing to policy and guideline documents, etc. Maintain professional confidentiality at all times;
  • Perform other duties as required.
Travel: The Regional Staff Counsellor for the S. Africa Region (RBJ) is expected to travel at least one week per month with some of the remaining working days spent at WFP’s office in Sunninghill, Johannesburg.
QUALIFICATIONS
Education:
Advanced university degree (Doctorate, Masters or equivalent) in Psychology, Psychiatry or psycho-educational studies. The candidate must be licensed/registered or equivalent as a mental health professional. Additional training or certification in a broad range of related fields, such as alcohol/substance abuse, stress management, critical incident stress, cross-cultural communication, conflict resolution, mediation, trauma etc. will be an advantage.
Experience
Minimum five (5) years of progressively responsible professional post graduate experience relevant to the field is required. Experience in Employees Assistance Programs or Organizational Intervention would be an asset. Experience either working in a hardship location or providing counseling services to staff working under very difficult and insecure environments.
Knowledge and skills
Broad knowledge of all facets of the field of counseling and ability to provide an environment in which others can talk confidentially and act without fear or repercussions within a climate of established trust. Excellent communication skills (oral, written and presentations) including the ability to defend and explain difficult issues and positions to staff at all levels. Ability to identify clients' needs and suggest appropriate solutions. Ability to establish and maintain productive partnerships with clients. Very good working knowledge of technology tools such as PowerPoint, Excel and Word. Ability to operate effectively across organizational boundaries and establish and maintain effective working relationships in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
Language
Proficiency in writing and verbal communication in English is requisite. Working knowledge in another UN language such as French and Portuguese is desirable.
