POSITION TITLE: FINANCE OFFICER
GRADE: G
RESPONSIBLE TO ASSISTANT FINANCE MANAGER

MAIN PURPOSE OF THE JOB
Under the general supervision of the Assistant Finance Manager, the incumbent is
responsible for revenue collection, banking of cash, prompt payment of suppliers of goods, services and works, keeping proper records for revenues, expenditures, assets and liabilities, and supervising subordinate accounting staff.

MAIN DUTIES
1. To supervise payment process
1.1 Checks supporting documents against the payment vouchers
1.2 Approves, print and sign payment voucher
1.3 Unholds the payment
1.4 Submits payment vouchers for examination
1.5 Distributes cheques
2. To supervise and account for revenue and trust monies collected
2.1 Receives and registers receipt books and revenue stamps
2.2 Issues receipt books and revenue stamps to revenue collectors
2.3 Checks that revenue collected corresponds with receipts issued
2.4 Accounts for cash collected and receipt books issued
2.5 Analyses revenue collected according to the denominations
2.6 Books revenue collected into the system
2.7 Keep proper record of all financial transactions related to, but not limited to, revenues,
expenditures, assets and liabilities, under his/her responsibility
2.7 Issue acknowledgement receipts
3. To bank revenue collected
3.1 Prepares collector’s statement and deposit slips
3.2 Deposits collections in the bank
3.3 Accounts for deposits through bank confirmation slips
4. To supervise staff
4.1 Implements sectional annual operational plan.
4.2Ascertains implementation of individual work plans
4.3 Conducts annual performance appraisals on individual supervisees to assess their
performance against the set standards and to identify training and development needs.
4.4 Organise training for accounting staff
4.5 Implements the budget
4.6 Disciplines staff under his/her supervision

JOB SPECIFICATIONS
Education and Training
Bachelor of Commerce (Accounting), or Bachelor of Accounting, or recognized equivalent
accounting degree
Plus
Three (3) years working experience in an accounting/finance related field

Or
General Accountant or recognized equivalent professional accounting qualification
Plus
Two (2) years working experience in an accounting/finance related field
Membership of a recognized professional body is essential.

Other Relevant Knowledge
• Familiarity with the Generally Accepted Accounting Practice (GAAP), especially the
International Public Sector Accounting Standards (IPSAS) and International Financial
Reporting Standards (IFRS), is essential
• Familiarity with the Integrated Financial Management and Information System (IFMIS)
is an added advantage
• Knowledge of Public Service Act and Regulations is an added advantage
• Knowledge of Procurement Regulations, Treasury Regulations and Public Financial
Management and Accountability Act is an added advantage
• Computer literacy is essential

JOB TITLE              :                      COMMUNITY MOBILISATION FACILITATOR (3)

RESPONSIBLE TO:                     NISSA MANAGER

DURATION              :                    2 MONTHS (with possible extension)

JOB SUMMARY

The NISSA Unit of the Ministry of Social Development requires services of 3 Community Mobilisation Facilitators (CMFs) to support community mobilisation and sensitisation of rural communities for smooth implementation of NISSA Expansion. Under the supervision of the NISSA Manager, the Community Mobilisation Facilitators will be expected to be in charge of the communications strategy of NISSA to make sure that all stakeholders such as Community Councillors, Chiefs, and Households are knowledgeable about NISSA methodology and schedules of NISSA activities in their respective villages.

MAIN DUTIES

The CMFs will be in charge of the following;

Hold community gatherings (lipitso) at community level for sensitisation of communities on NISSA
Distribute NISSA IEC Materials to communities and ensure that enough IEC Materials are available for distribution.
Ensure that Village Chiefs receive notification letters detailing schedules and roles of key stakeholders during NISSA activities
Liaise with Information office to arrange Radio announcements and participate in Radio Slots for sensitization on NISSA activities in the assigned Community Councils.
In collaboration with district staff and supervisors of Data Collection Teams, set up appointments with individual village chiefs based on their route plan (deployment plan), to prepare the villages for the Data Collection Teams’ (DCT) arrival.
Conducts households estimate listings e.g. names and surnames, number of total hhs
Provide guide in election of VACs
Training of VACs

KNOWLEDGE, SKILLS AND EXPERIENCE

Degree in Social Sciences and or related degree

1 year experience in community mobilization will be an added advantage.

Other requirements;

Computer literacy (Microsoft suit)
Personal attributes;

Excellent interpersonal and people skills
Methodical and disciplined approach to work
Good reporting skills and prepares weekly and monthly reports.
Be able to work under pressure/ after hours
Be prepared to work in remote areas where there is no network etc.
Fluency in English and Sesotho speaking
Good communication skills
Good facilitation skills
Cultural sensitive (respect different cultural diversities)
Presentable attire/ good attire which show respect to different age groups in a community.

Liqhobong Mining Development Company (Pty) Ltd, a subsidiary of Firestone Diamonds PLC, invites suitably qualified and competent Basotho to apply for the vacant position of Red Area Security Officer in the Security department.

Job purpose
To provide professional services entailing amongst others the physical search of persons upon exiting designated areas in the mine to ensure legal/ procedural compliance and zero loss of diamonds and or other company assets. Also, to carry out escort duties into the Red Area so as to observe correct proceedings and procedures relating to amongst others waste removal, engineering projects, system purging and other detected activities.

Responsibilities
Under the direct supervision of the Senior Security Officer, the incumbent will carry out the following duties and responsibilities;

• Perform Security Patrols
• Carry out Physical searches of persons as per standard operating procedures and legal requirements
• Respond to alarm conditions, calls for assistance and or instructions from other security personnel
• Alert line management in cases if crisis or presence of unauthorised persons in designated areas
• Investigate and prepare reports on accidents, incidents and suspicious activities Legal and other requirements
• Police clearance and medical examinations of fitness;
• Valid driver’s license;
• Willingness to undergo the Mine’s Integrity Tests

Qualifications and experience
• 2 – 3 years’ experience as a Security Officer of which 6 months was spent in a supervisory capacity;
• A National Certificate in Security Management or recognized equivalent
• Must be able to carry out processes that require specialized technical or scholasticskills
• Must be knowledgeable in access control control/CCTV/Surveillance Operations
• Must be knowledgeable in Security/Mines Standard Operating procedures
