Volunteer, Health Financing


Founded in 2002 by President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, malaria and other illnesses. Based on the premise that business oriented strategy can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved organization of commodity markets and more effective local management. By working in association with governments and other NGO partners, CHAI is focused on large scale impact and, to date, CHAI has secured lower pricing agreements for treatment options in more than 70 countries. In addition, CHAI's teams are working side-by-side with over 30 governments to tackle many of the largest barriers to effective treatment and care.
CHAI currently seeks a Health Financing Volunteer to support our expanding work in health financing within Lesotho. CHAI’s Health Financing Program in Lesotho assists the Government to improve efficient utilization of financial resources for health by better understanding of financial resource flows and needs within the health sector, as well as, identify potential areas where value for money could be better maximized. The program will also support development of long-term strategies and policies towards ensuring sustainable financing for the health sector.
The Health Financing volunteer will report to the program lead and provide analytical support across multiple work-streams within the program. S/he will be a part of a team that works in close partnership with the Ministry of Health, cooperating on a regular basis with donors, partner organizations and NGOs.
The ideal candidate must have excellent communications skills and cultural sensitivity as s/he will be working closely with MoH partners. S/he must be able to manage multiple tasks and drive multiple work plans forward. S/he must exhibit a passion for results and commitment to excellence. Job Requirements
  • Support analysis of health sector funding flows and the identification of potential areas of inefficiencies, resource needs, and resource reallocation
  • Support data collection on unit costs of health sector activities, as well as, conduct cost analysis and impact analysis of various health interventions
  • Conduct economic analysis of policies and strategies, as well as, analysis to inform health sector prioritization processes
  • Support information dissemination through generation of power point presentation slides and written reports
  • Support central and district health managers on use of data for evidence-based decision making during key resource mobilization and planning processes

Country Director, ICAP in Lesotho


Reporting to the Director, ICAP at Columbia University, the Country Director, ICAP in Lesotho serves as the primary ICAP representative in Lesotho and is responsible for the strategic leadership and direction of all of ICAP’s programs of research, technical assistance and training in Lesotho. Responsible for managing all aspects of the country program, including all technical, programmatic and operational aspects, for ensuring optimal use of human, financial and physical resources and for full compliance with donor regulations and requirements and University policies. Lead the implementation and monitoring of ICAP’s portfolio of work in-country. Serve as the senior representative of ICAP in Lesotho, responsible for developing and maintaining highly collaborative working relationships with representatives from the Government of Lesotho, academic institutions, donors, supporters and other implementing and collaborating partners.

Major Accountabilities
  • Provides strategic leadership to the design and implementation of country programs, projects and activities and oversees program planning, monitoring, reporting and evaluation.
  • Ensures optimal use of human, financial, and physical resources to successfully meet project milestones and technical quality standards, and to achieve project objectives, deliverables and targets.
  • Provides leadership and manages to ensure that all projects and activities are executed in line with and meet the technical standards and expectations of ICAP and its donors and supporters.

Education

  • Experience in HIV/AIDS program development, implementation and monitoring in resource-limited settings.
  • Demonstrated knowledge of technical content areas relevant to the current projects within the ICAP in Lesotho country portfolio.
  • Proven record of leading donor-funded projects, which consistently meet objectives and targets.
  • Experience working on or leading health and development projects supported by the United States Government (with an emphasis on CDC and USAID-funded Cooperative Agreements under PEPFAR), the Global Fund, the UN system agencies, foundations or other bilateral donors.
  • Demonstrated knowledge of rules, regulations and requirements of USG and other major international donors.
  • Demonstrated experience and skills in public health diplomacy, negotiations and cross-cultural communications.
  • Excellent oral presentation and writing skills.

PHIA Project - Project Coordinator


In partnership with the Centers for Disease Control and Prevention (CDC), ICAP will conduct Population-based HIV Impact Assessments (PHIAs) in specific PEPFAR-supported countries. Each PHIA will define the status of the national HIV epidemic, guide global and local allocation of funding and resources based on evidence, and integrate capacity building of country stakeholders in the design, conduct, analysis, and use of PHIAs.
Reporting to the Lesotho PHIA Project Director, the Project Coordinator, PHIA Project will be responsible for overseeing the day-to-day operations of a national population-level HIV impact assessment (PHIA) in Lesotho. Responsible for coordinating all of the PHIA’s day-to-day activities in country, coordinate local institutional review board reviews and approvals, coordinate and support the field team, oversee the activities of sub-contractors, and support the overall implementation of the PHIA. Supports the training of staff on the study protocol, procedures, policies, relevant regulations and also ensure that the study protocol, standard operating procedures (SOPs), and other relevant policies and regulations are being followed. Reports study site progress and maintain study regulatory files. Provides oversight and management of specific in-country PHIA staff, to be determined, and will assist with the oversight of in-country sub-contracted survey and lab organizations.

  • Assist with recruiting, training and supervision of other ICAP PHIA project staff, as needed

  • Ensure that PHIA staff maintain confidentiality of study participants and adhere to principles of Good Clinical Practice (GCP) and ethics of human subjects research
