ENFORCEMENT DIVISION
POSITION


Manager Debt Recovery (1 vacancy)


SUMMARY OF PURPOSE
To carry out collection, design and implement enforcement strategies that result in the recovery of debts from tax defaulters to ensure compliance and increase revenue.
QUALIFICATIONS & EXPERIENCE
Bachelor of Commerce degree in Accounting / Administration, Public Relations, Economics, Law, Social Sciences, Taxation or General Accounting Certificate with at least 5 years’ experience in debt or tax collection related environment and 3 years relevant management experience.


Manager Case Selection (1 vacancy)


SUMMARY OF PURPOSE
To manage the case selection process through the development of the Taxpayers Compliance Model and Programme in order to minimize compliance risk as well as selecting cases which warrant attention by other enforcement units.
QUALIFICATIONS & EXPERIENCE
Degree in Economics/Commerce with auditing, accounting, statistics, economics with at least 5 years relevant experience in a tax administration with at least 3 years at management level.

To undertake research and provide technical advice relating to customs valuation and related areas in order to ensure that LRA effectively applies the customs valuation rules.

A Degree in Economics, Business Administration, or International Trade related field with at least 3 years relevant work experience.

SENIOR CASE MANAGEMENT OFFICER

DIRECTORATE OF DISPUTE PREVENTION AND RESOLUTION (DDPR)

The Directorate of Dispute Prevention and Resolution invites applications from suitably qualified Basotho candidates for the position of: SENIOR CASE MANAGEMENT OFFICER which shall be tenable at Mohale’s Hoek or Leribe or Maseru.

Reporting to the Deputy Director, the successful candidate shall perform the following duties and have the following responsibilities:

Ensure that the case management processes operate efficiently and effectively and assist in the issuance of monthly statistical information on case management activities;
Provide advice to clients;
Ensure that the regional information database is managed efficiently and effectively;
Provide administrative support to Conciliators and Arbitrators;
Manage administrative processes, resources and staff;
Manage appropriate execution of conciliation and arbitration results;
Perform dispute prevention activities which may include training of social partners.
Perform any other relevant duties as may be assigned from time to time.

Job qualifications and specifications:
The following qualifications, experience and competencies are a requirement:

Degree in Human Resources or Labour Law/Relations or Public administration or equivalent
Experience in general office management
Key Competencies
Good interpersonal relationship and communication skills;
Good time management and ability to work under pressure;
Self disciplined and motivated;
Computer literate
Planning, organizing and coordination skills
Ability to prioritize;
Ability to maintain confidentiality
A valid driver’s license shall be an advantage.

JOB TITLE : Chief Legal officer
GRADE : I
RESPONSIBLE TO : Director of Elections

1. MAIN PURPOSE OF THE JOB
To advise the Independent Electoral Commission on all legal matters concerning elections and the general administration of the IEC, and to represent IEC in the Courts of Law.
2. KEY RESPONSIBILITIES:
• Provision of legal advice to the Commission and members of the Commission’s management team.
• Representation of the IEC in the Courts of law.
• Investigation of alleged infringement of Electoral Code of Conduct.
• Oversee compliance with registration of Political Parties.

3. MAIN DUTIES:

• Advises the Commission on all legal matters.
• Provides/obtains legal opinions on issues raised in the IEC’s operations.
• Provides advice on human resource related issues.
• Analyses and provides advice on legal proceedings on behalf of the IEC.
• Participates in contract/agreement discussion for a

Education and Training
• LLM plus 2 years working experience
Or
• LLB plus at least five (5) years working experience.
• Admission as an Advocate or Attorney in the courts of Lesotho is required.
