Operations Manager: Supply Chain Management
Salary scale: R930 367-R1 395 772 per annum (TCTC) all-inclusive (Level 3) (Ref. 15/2015/01)

 
Responsibilities: • Implement and manage a Supply Chain Management system that is fair, equitable, transparent, competitive, cost-effective and complies with prescribed regulatory frameworks for municipal SCM • Ensure separation of duties in the Supply Chain Management system to minimise fraud, corruption, favouritism and unfair practices • Ensure an effective system for demand management that will make provision for the resources required to support and ensure that the strategic and operational commitments of the JRA are delivered at the correct time, at the right place and at the right location, and that the quantity and quality satisfy the organisation’s needs and requirements • Ensure an open and transparent pre-qualification process for tenders and bids • Implement measures that facilitate a competitive bidding process in which only qualified parties may participate • Oversee the handling of bid documentation, and advertising of and invitations for contracts • Manage the procedures and mechanisms for opening, registering, recording and evaluation of bids • Negotiate the final terms of contracts and approve bids • Ensure effective screening and security clearances for prospective contractors • Implement measures to combat fraud, corruption and unfair practices • Promote ethical practices • Review all documentation prior to attending committee meetings • Ensure correctness and completeness of documentation • Make recommendations to the Bid Adjudication Committee (BAC) • Ensure that all correct processes are followed during meetings in terms of regulations, eg transparency, etc • Give support to the BAC Chairperson, from the SCM perspective • Oversee the drafting of appointment letters to winning bidders • Formulate SCM policies, procedures and strategies relating to best practice • Review SCM policies and procedures annually • Verify policies and adherence to policies and procedures, in line with regulations, such as the MFMA • Provide quarterly reports to the CFO • Provide monthly reports to the CFO on bids awarded • Provide quarterly reports to the service delivery committee on all bids awarded, together with any deviations on supply chain procedures • Prepare reports on items that can be procured on the back of contracts awarded by other municipalities without going out on tender • Obtain approval from the CFO and forward the report to business unit leaders in the JRA • Ensure sufficient risk management conducted in the business unit’s operations so that liability is minimised and/or eliminated • Provide assurance that the existing controls and mitigating factors exert the intended modifying effect for the business unit • Ensure the management of the business unit’s budget in compliance with the Municipal Finance Management Act (MFMA) and Treasury Regulations • Ensure adequate stakeholder management that provides feedback and accounts for business unit operations in terms of accomplishments and future plans.
Requirements: • A BCom or similar degree (Supply Chain focus beneficial) or NQF equivalent • 10 years’ experience in a supply chain management environment inclusive of 5 years in middle management, of which 1 year must have been at senior management level • Public sector experience.
