TITLE:                     HIV and AIDS Testing and Counseling – HTS Coordinator

In October 2011 PSI Lesotho launched the Testing and Referral Gateway for Enhanced Sustainability (TARGET) Project funded by Centre for Disease Control (CDC). This project contributes directly to Lesotho’s National Multi-Sectoral HIV Prevention Strategy, by reducing the impact of HIV and AIDS in Lesotho by deploying evidenced-based sexual and biomedical prevention programs. TARGET uses innovative strategies to provide confidential, community and facility-based HIV testing and counselling (HTC) services to men and women aged 15-49 years as the major target group.

The purpose of this position is to coordinate all elements of HTC service delivery including Client Indexing service delivery. This includes direct management of mobile/outreach and static sites HTC staff, collaboration and partnership with relevant network partners including DHMT/District Councils and treatment partners, health facilities/hospitals and Community based Organizations at the district/community level to ensure the smooth running of outreach/door to door and static HTC and indexing activities.

This position is based at PSI Head Office in Maseru and reports to the Senior HTC Program Manager, but expected to travel 50% of the time to New Start sites in different districts

ROLES & RESPONSIBILITIES:

Responsibilities include, but are not limited to:

Project Management
Oversee outreach indexing and HTC service delivery.
Work with the PSI M&E/Research Department in identifying the areas to target for service delivery.
Organize meetings with DHMTs/Partners to identify and manage all issues related to outreach services and indexing activities
Ensure that all relevant medical consumables and test kits are available in all respective HTC service areas.
Liaise with the Communications department to conduct awareness programs to ensure highest publicity of HTC outreach services and indexing service delivery
Ensure that counselors have lead index data from treatment partners/health facilities
Ensure Provision of door to door family index counseling and testing is of high quality and in alignment with MOH SOPs
Ensure that health facilities liaise with counselors for under 14 referrals to care and treatment
Participate in the development of index tracking tools

Information, Communication and Learning
Ensure that relevant IEC materials on relevant topics of interest to clients are available to counselors at all times and in good condition and accessibility of both male and female condoms.
Ensure that experiences and best practices are documented and shared across the organization.

Collaboration and Partnership
Liaise with relevant network partners to build harmonious relations and joint decision making related to outreach and static sites and indexing activities.
Make regular follow ups with referral points to ensure proper referral/linkages and indexing to post test services and make necessary recommendations as and when deemed necessary.
Organize meetings with relevant stakeholders operating in the delivery of HTC and indexing services and ensure inclusion of the chiefs and community councilors
Mobilize communities in collaboration with other network partners to support outreach and indexing activities.
Attend regular meetings and events organized by other stakeholders for information sharing on HIV/AIDS related issues

Human Resource Management
Work with HTC Program Manager to ensure training of both outreach/static/indexing counselors is effectively done
Assess levels of stress and burnout and make necessary arrangements for de-stress sessions for the counselors.

EDUCATION QUALIFICATION AND WORK EXPERIENCE:
Degree in Health Science, Psychology, Counseling, or any other related field plus three years’ experience in counseling and testing coordination and supervision

KEY COMPETENCIES:

Ability to perform according to PSI Prime competencies
Knowledge of reproductive health issues, particularly HIV/AIDS
Knowledge of the Lesotho health and social services sector
Ability and willingness to work outside normal working hours, as required by scheduling
Demonstrate ability to work sensitively and compassionately with a diverse range of people including Key population groups
Strong interpersonal skills, including fluency in English and Sesotho
Personal commitment to the fight against HIV/AIDS
Strong local knowledge of MOH hospitals, health centers and clinics
Computer proficient
