CONSULTING SERVICES – FIRMS SELECTION
CONSULTANCY FOR SUPPORT TO POLICY, LEGAL AND INSTITUTIONAL DEVELOPMENT FOR GROUNDWATER MANAGEMENT IN THE SADC MEMBER STATES

The Southern Africa Development Community (SADC) Secretariat, through the Directorate of Infrastructure and Services – Water Division, in Gaborone, Botswana received a grant through the World Bank to implement the Sustainable Groundwater Management in SADC Member States project. The SADC Secretariat has delegated the implementation of the project to the Southern African Development Community Groundwater Management Institute (SADC-GMI), a newly established regional centre of excellence on groundwater management hosted by the University of the Free State in Bloemfontein, South Africa.
The SADC-GMI wishes to apply part of the grant to procure consulting services (“the Services”) to support the creation of an enabling environment for the effective management of groundwater in the 15 SADC Member States and at regional level through realignment and development of the policy, legal and institutional framework to be implemented until 31 January 2019. The envisaged duration of the assignment is 17 months. The services include:
- Undertake a Gap Analysis study on the existing legal, policy & regulatory frameworks and compliance thereof for groundwater management in the SADC Member States.
- Support SADC-GMI in the implementation of a targeted advocacy programme to influence decision makers, practitioners and communities in Member States to address gaps and/or align legal, policy & regulatory frameworks as well as enforce compliance.
- Render Technical Assistance to one pilot Member State to develop a road-map for addressing gaps in the legal, policy & regulatory frameworks identified through the Gap Analysis study.
- Lead the development of 5 guidelines/standards/tools for effective groundwater management identified through the Gap Analysis study on the existing legal, policy and regulatory frameworks.
The SADC-GMI, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- Evidence showing that the firm is a legal entity (certificate of registration);
- Evidence showing the fields of specialty of the firm (consultant's profile/brochures);
- General Experience of the Firm(s) in Consulting Services relating to international water law and governance spanning at least 10 years prior to date;
- Experience of working in a similar geographical region (SADC region);
- Availability of Professional Key Staff with Suitable Qualifications in the field of assignment;
- Evidence of at least 3 similar projects previously successfully completed, of which 1 was in the SADC region;
- Evidence showing the technical and managerial capabilities of the firm in the field of assignment;
- Brief description (not more than 3 pages) of the proposed Methodology of carrying out the scope of the work.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers – January 2011, revised July 2014, setting forth the World Bank's policy on conflict of interest. Consultants may associate with other firms in the form of a joint venture to enhance their qualifications. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
