Deputy Director: Trade Negotiations

The Southern African Customs Union (SACU) has adopted a Vision and Mission
statement and a new Work Programme for promoting sustainable development
and deeper integration within the SACU region. The SACU Secretariat hereby invites
suitably qualified and experienced citizens of the SACU Member States to submit
their applications for the following position.
1. The Position: Deputy Director: Trade Negotiations (Ref:DD-TN)
Main Purpose of the Job:
To provide strategic guidance to Member States in the implementation of the SACU
trade negotiations agenda and trade negotiations.
Key Areas of Responsibility:
• Facilitates the Implementation of SACU common negotiation mechanism.
• Facilitates the establishment of SACU`s trade negotiation priorities and coordination
of the SACU Trade Negotiations Agenda.
• Facilitate Trade negotiations research and development of trade negotiations
positions.
• Supports the establishment and coordinates the work of SACU trade negotiation
teams.
• Provides technical inputs and strategic guidance and policy harmonization initiatives
as they relate to trade negotiations.
• Monitors and implements SACU Council decisions in relation to trade negotiations.
• Manages the Trade Negotiations Unit in the Secretariat and from time to time, submit
proposals to the Director/Executive Management on its effectiveness, operations
and structure.
Educational Qualifications Required:
• A Master’s degree in International Trade, Economics, Marketing or equivalent
qualification.
Relevant Work Experience and competencies Required:
• Minimum 8 years relevant experience with at least 5 years at senior management
level.
• Knowledge of regional and multilateral trading systems and rules
• Extensive experience in engaging in trade negotiations at national, regional and
multi-lateral levels
• Knowledge and experience in Trade in Services
• In-depth Knowledge and understanding of regional integration issues
• Very good understanding of SACU members’ economies;
• Very good understanding of SACU members industrial and trade policy environment
and related rules.
• Significant professional experience in economic research or public policy analysis
• Experience in statistics and information management systems.
• Experience in managing multi stakeholders engagement programmes
• Ability to work under tight deadlines, manage multi-task requirements and a high
degree of pro-activity and initiative.
• Strong quantitative skills
• High Analytical skills
• Excellent oral and written communications
• Interpersonal and communication skills to successfully operate in team-based work
culture
• Excellent negotiation skills
• Expertise in Databases, Spreadsheet Programmes.
• Excellent people management skills
• Diplomatic skills and appreciation of protocol and etiquette;
• Ability to undertake tasks independently;
