CHIEF EXECUTIVE OFFICER
Lesotho Communications Authority (LCA) is the regulatory body for the
communications sector in Lesotho. Following the adoption of the Lesotho
Telecommunications Policy of 1999, the Authority was established by an Act of
Parliament in 2000. Presently, the Authority operates under the Communications
Act of 2012 for the regulation of Information and Communications Technologies
(ICTs), Broadcasting and Postal Services.
The LCA invites applications from suitably qualified candidates to fill the position
of Chief Executive Officer (CEO). The position requires a seasoned and high
caliber individual that can perform at the uppermost level of an organization.
Purpose of the position and reporting
The incumbent will act as the chief accounting officer of LCA to ensure that the
Authority ably discharges its mandate as stipulated in the primary legislation
and other supportive legislative instruments. In addition, the CEO is the key
driver in the formulation and implementation of the strategic business plan of
the Authority. The position reports directly to the Board of Directors.
Key Responsibilities
The successful candidate will, amongst others:
• Ensure that LCA discharges its regulatory function in line with best practices
for the growth of the communications sector in Lesotho;
• Report regularly to the Board in order that the Board performs its oversight
function;
• Implement the decisions of the Board;
• Monitor compliance of licensees with regulatory prescripts;
• Ensure that the Authority adheres strictly to the requirements outlined in the
Communications Act;
• Facilitate provision of necessary policy advice by the Authority to the Ministry
responsible for communications and other stakeholders; and
• Adopt and implement best practices in the management of the resources of
the Authority.
Qualifications and Experience
Applicants should possess appropriate post graduate qualification. A minimum
of 10 years’ experience in senior management is required. Experience in the
communications sector is a prerequisite.
Competencies
The position requires a team leader with excellent interpersonal skills. Applicants
should have the ability to pursue multi tasks with excellent multi stakeholder
management capabilities. Excellent written and spoken communications skills
in both English and Sesotho are necessary.
Tenure
The position is on a fixed term contract of three years.
