JOB SUMMARY
UNDER THE GENERAL SUPERVISION OF THE DEPUTY PRINCIPAL SECRETARY, THE DIRECTOR OF LIVETSOCK SERVICES WILL BE RESPONSIBLE FOR POLICY FORMULATION AND REVIEW; DEVELOPMENT AND REVIEW OF THE DEPARTMENTAL STRATEGIC PLAN; MANAGEMENT OF THE DEPARTMENTAL BUDGET; CO-ORDINATION OF DEPARTMENTAL PROGRAMMES AND ACTIVITIES; STAFF RECRUITMENT, DEVELOPMENT AND DISCIPLINE, AND SUPERVISION OF STAFF.
MAIN DUTIES
1 FORMULATION AND REVIEW OF DEPARTMENTAL POLICY
1.1 Liaises with stakeholders to ensure maximum representation of their needs in the development of departmental policy
1.2 Prepares the departmental policy draft, which complements the overall national policy to give direction to the departmental activities.
1.3 Monitors and evaluates the performance of the departmental policy to ensure its appropriateness in the implementation of departmental activities
1.4 Reviews and revises accordingly the departmental policy to realign it with the changing socio-economic needs.
2 DEVELOPMENT AND REVIEW OF THE DEPARTMENTAL STRATEGIC PLAN
2.1 Designs and develops guidelines for common interpretation of the fundamental intensions of the department (Mission, vision, goals and objectives) to facilitate their easy and common understanding to the departmental staff and stakeholders.
2.2 Develops in collaboration with divisional heads the departmental strategic plan to direct the smooth implementation of livestock production programmes and Animal health activities.
2.3 Designs and develops strategic guidelines to provide a framework for the implementation of the departmental programmes and activities.
2.4 Monitors the progress of the departmental strategic plan to determine weaknesses and strengths and acts accordingly.
2.5 Conducts on an annual basis, strategic audit on the departmental strategic intensions and operational instruments in order to determine their effectiveness, efficiency and relevance to the changing environmental conditions.
2.6 Liases with all the departmental major strategic stakeholders to develop and put in place the improved, relevant, dynamic and realigned strategic intensions and structural set up in order to ensure the effectiveness, efficiency and adherence to the departmental principles, values and strategic agenda.
3 MANAGEMENT OF THE DEPARTMENTAL BUDGET
3.1 Develops and issues budgeting guidelines and ceilings to the heads of divisions annually in order to guide and facilitate the preparation of the departmental budget.
3.2 Checks and approves the prepared departmental budget to ensure that it is within the set framework of guidelines.
3.3 Negotiates and justifies the departmental budget annually at the budgetary discussions in order to secure all the necessary funds to finance the departmental activities.
3.4 Authorizes the departmental expenditure to ensure that the departmental funds are used accordingly, reasonably and accountably
3.5 Liaises with local and international organizations to acquire necessary funds for departmental programmes and projects, which have not and could not be budgeted for under the recurrent budget.
3.6 Authorizes the revision of the departmental budget whenever the need arises to facilitate the implementation of the critical programmes and activities within the department.
3.7 Liaises with the department of finance and administration under the Ministry of Agriculture and the office of the Auditor General under the Ministry of Finance to facilitate an annual audit on the annual utilization of public funds by the department.
4. COORDINATION OF DEPARTMENTAL PROGRAMMES AND ACTIVITIES
4.1 Convenes monthly meetings with heads of divisions on an annual basis for planning and reporting to ensure harmonization of activities as well as mutual support in the implementation of departmental activities.
4.2 Liaises with regional, national and international organizations to foster collaboration and cooperation in developmental initiatives
4.3 Liaises with heads of departments within the Ministry to ensure mutual support between the implementation of their departmental policies and those of his or her department.
4.4 Holds regular meetings with stakeholders to ensure common interpretation and understanding and implementation of programmes and effective service delivery.
5. EFFECTIVE CONTROL AND MANAGEMENT OF DEPARTMENTAL RESOURCES
5.1Designs and develops guidelines in line with the relevant public rules and regulations for effective and efficient use of departmental resources in order to ensure their rational and productive capacity utilization.
5.2 Prioritizes in collaboration with heads of divisions the allocation of departmental resources to ensure efficient and effective implementation of set goals and objectives.
5.3 Authorizes the utilization of all departmental resources on a weekly basis in order to avoid their misuse by the departmental staff.
5.4 Monitors on a monthly basis the use of the departmental resources the adherence to and performance of the developed utilization guidelines in order to make necessary revisions timely and accordingly.
5.5 Liaises quarterly with the divisional heads to review the allocation of resources to facilitate their distribution to provide for new projects that were not anticipated.
6. STAFF RECRUITMENT, DEVELOPMENT AND DISCIPLINE
6.1 Holds meetings with the departmental human resource office to ensure that vacant positions within the department are timely and accordingly filled in.
6.2 Recommends appointments, separations and transfers of the departmental staff to the management of the ministry in order to facilitate execution of and the effective utilization of departmental programmes and staff respectively.
6.3 Facilitates the drawing of the departmental staff training and development plan to ensure that it is in line with the ministerial training and development policy.
6.4 Checks and authorizes the implementation of the departmental staff training and development plan so as to facilitate the training and development of staff.
6.5 Intervenes in and resolves complex conflicts between and amongst the departmental staff to ensure harmonious and productive working relations between and amongst the departmental staff.
6.6 Reprimands and recommends disciplinary proceedings against the departmental staff so as to maintain the highest possible level of discipline within the department.
6.7 Authorizes and recommends the nomination of departmental candidates for ministerial and national best performance annual award in line with the national award principles and procedures in order to improve and maintain the highest level of motivation within the department.
7 SUPERVISION AND TRAINING OF STAFF
7.1 Holds regular meetings with the divisional heads under his or her supervision to facilitate planning and reporting of the departmental activities.
7.2 Convenes quarterly meetings with individual supervisees to review progress and accordingly approves the required and necessary revisions in their operational work plans so as to provide the required resources for their achievement thereof.
7.3 Conducts the annual performance appraisal on the individual supervisees to assess their performance so as to identify their success, failures and training and development needs in order to provide the necessary support.
7.4 Identifies the training needs of the individual supervisees and establishes the strategies to guide on their training and development so as to promote their capacity, competence, efficiency and effectiveness.
7.5 Monitors and evaluates the post training and development performance of the supervisees in order to establish the extent and impact of the undertaken training and development programs and determine the necessary action to maintain good skills and upgrade as necessary.

MAIN DUTIES
1. PLANNING AND COORDINATION OF NUTRITION ACTIVITIES
1.1 Convenes the divisional meetings quarterly for planning and reporting.
1.2 Supervises planned activities regularly through provision of guidance and expertise, to ensure achievement of set objectives
1.3 Compiles divisional annual work plan from sectional heads in order to rationalize allocation of resources.
1.4 Holds meetings with heads of sections in the planning of their sectional activities in order to ensure harmonization and mutual support in the implementation of the programmes and projects.
1.5 Liaise with both local and international to ensure and facilitate consistency, mutual support, and synchronic implementation of nutrition and home economics programmes as well as to avoid duplication of efforts and waste of resources.
1.6 Participate at the nutrition related meetings seminars and conference both local and international to facilitate adherence to both local and international standards norms and procedures
1.7 Liaises with heads of divisions within the ministry to identify programmes/activities that could be jointly implemented and to ensure absence of conflicting interests, which could hamper the implementation, and success of divisional programmes at implementation level
2. DIVISIONAL POLICY DEVELOPMENT
2.1 Prepares policy draft for nutrition division for ultimate consideration of the head of department for guidance in the overall implementation of divisional activities.
2.2 Monitors the performance of the divisional policy to ensure its efficiency and effectiveness for easy implementation of activities.
2.3 Recommends the review and revision of the rules and regulations governing nutrition in order to realign them with the changing environmental and developmental needs so as to enhance efficiency and effectiveness of the policy.
3. FACILITATION OF THE IMPLEMENTATION OF THE DIVISIONAL POLICY
3.1 Develops and provides strategic framework and guidelines on the overall implementation of the divisional policy in order to facilitate its smooth execution and accomplishment.
3.2 Develop the simplified and clearly stated manually on the divisional policy and systems to promote smooth implementation of divisional programmes and activities.
3.3 Assesses and revises the divisional policy in order to enhance its effectiveness, relevance and responsiveness to the ministerial and clientele needs.
3.4 Provides all necessary resources to the sectional staff members and ensures their accuracy in order to support and clear off possible obstacles to the implementation of the sectional programmes and projects.
3.5 Monitors and evaluates the overall performance of the developed strategic guidelines to establish and determine areas that requires some improvements in order to realign them accordingly to enhance their effectiveness and efficiency.
4. SUPERVISION AND TRAINING OF THE STAFF
4.1 Holds regular meetings with the sectional heads under his or her supervision to facilitate planning and reporting of the divisional activities.
4.2 Convenes quarterly meetings with individual supervision to review progress and accordingly approves the required and necessary revisions in their operational work plans so as to provide the required resources for their achievement.
4.3 Assign duties and Conducts the annual performance appraisal on the individual supervision to assess their performance so as to identify their success, failures, training and development needs in order to provide the necessary support.
4.4 Identifies the training needs of the individual supervisees and establishes the strategies to guide on their training and development so as to promote their capacity, competence, efficiency and effectiveness and provide in service upgrading the knowledge.

5.1 Interprets and enforces the budgetary guidelines on an annual basis to ensure that they are well understood and adhered to.
5.2 Holds meetings with heads of sections to set in the preparation of the divisional budget to ensure that the process is completed well on time.
5.3 Checks and verifies the sectional budget prepared by the heads of sections to ensure that they are in line with the provided guidelines and the annual work plan.
5.4 Negotiates and justifies the divisional budget at the departmental level budget discussion in order to ensure the necessary funds to finance the divisional activities.
6. ASSUME PARTIAL OF FULL RESPONSIBILITIES OF THE DIRECTOR OF NUTRITION AND HOME ECONOMICS IN HIS/HER ABSENTISM
6.1 Holds regular meetings with nutrition staff to facilitate planning and reporting of the departmental activities.
6.2 Convenes quarterly meetings with heads of department to review progress and accordingly approves the required and necessary revisions in their operational work plans so as to provide the required resources for their achievement.

1.1 Liaises with District Crop Production Officer (10) to plan seed production/multiplication activities so as to harmonize activities countrywide.
1.2 Develops implementation and reporting guidelines for seed production activities in order to capture relevant information and ensure compliance in the implementation of sectional goals and objectives.
1.3 Monitors the performance of implementation and reporting guidelines to ensure their accuracy and efficiency accordingly.
2 IMPLEMENTATION OF SEED PRODUCTION PROGRAMMES.
2.1 Disseminates technical know-how on seed production and multiplication procedures to District Crops Production Officers through training workshops, training manuals for smooth implementation of seed programmes.
2.2 Prepares, in collaboration with the District Crops Production officers relevant project proposals for implementation in the districts.
2.3 Develops seed production guidelines (cropping plans) on different crops adaptable to different agro-ecological zones of the country in order to facilitate their adoption and implementation by the local farmers.
3 CONDUCTION OF ON-FARM DEMONSTRATIONS
3.1 Liaises with the District Crop Production officers to identify problem areas and area specific crop husbandry practices in order to conduct on farm demonstration.
3.2 Conduct, in collaboration with the District Crop Production Officer method and or results demonstration in order to promote increased farmer productivity.
3.3 Develops guidelines for data capture for District Crops Production Officers to facilitate data analysis and interpretation.
3.4 Consolidates all the results from the different agro-ecological zones demonstration to facilitate adoption of recommended seed varieties.
4 FACILITATION OF THE UTILISATION OF AGRO-INPUTS
4.1 Identifies, in collaboration with the District Crops Production Officers the felt farmers needs in seed production to develop relevant strategies to increase crop production.
4.2 Recommends appropriate utilization of agro-inputs/practices to enhance increased land crops production.
4.3 Liaises with agro-inputs supply companies to establish the most appropriate agro-inputs suitable to the diverse farming environment in the country.
5 PREPARATION OF SECTIONAL SEED PRODUCTION BUDGET
5.1 Interprets the budget guidelines development by the director of crops services to and instructs sub-sectional budget articulate to annual work-plan.
5.2 Consolidate sub-sectional budgets into a sectional budget for inclusion and development of an overall divisional budget.
5.3 Monitors the sectional expenditure and revenue in order to reflect an effective and efficient utilization of available financial resources.
5.4 Recommends charges and revisions on the sectional budget to accommodate for priority crops production programs to be implemented.
