ICAP is a President’s Emergency Fund for AIDS Relief (PEPFAR)funded program under the Mailman School of Public Heath – Columbia University supporting the Ministry of Health in providing resources and technical assistance to expand and enhance TB/HIV care and treatment programs in Lesotho. In addition, ICAP Columbia University in Lesotho is supporting Ministry of Health to strengthen Nursing and Midwifery Education and Training for the increased production of nurses in addressing the needs of the country.

Position: Health Information Management Systems Officer

Reports to:ICAP Lesotho NEPI Nurse Advisor
Overall Job Function:
The Health Information Management Systems Officer will 1) support the nursing education institutions to implement data management information methods for tracking student performance and quality of education improvements data student information and 2) Facilitate integration of information and data management and use, into the pre-service curriculum, to ensure graduates value , understand and utilize data for evidence-based decisions in individual care and in monitoring the impact of services on health outcomes.
The incumbent will work closely with the NEPI technical leads at ICAP, Ministry of Health Coordinator and nursing education institutions to plan and conduct monitoring and evaluation of NEPI supported activities and ensure accurate and timely reporting.
The Health Information Management Systems officer will provide routine monitoring and evaluation support to the nursing education institutions to strengthen the quality of program implementation and disseminate lessons learnt and best practices.
Specific Responsibilities
Facilitate integration of current indicators and data use of health programs in pre-service nursing education for practice.
Engage in the development of simulation scenarios that integrate use of data to inform evidence based decisions for pre-service nursing education in health care provision in a health facility.
Participate in health information management forums and EMR at MOH central level meetings to align and inform direction in nursing education of development in data management and usage in health care delivery.
With the support of the ICAP NEPI Nurse Advisor, ICAP M&E Manager develop structured Data Quality Assessment (DQA) procedures to ensure data quality.
Implement structured Data Quality Assessment (DQA) procedures to ensure data quality across the six NEPI supported nursing institutions.
Facilitate that institutions adapt the global Nursing Capacity Building program M&E plan with indicators and reporting tool to monitor program performance.
Collate, verify, compile, summarize and monitor data collected and submitted by nursing institutions for reporting.
Coordinate the Organizational Development Assessments required in the M& E plan and work closely with the NEPI Advisor and regional nursing advisor on this activity.
Submit data summaries to NEPI Nurse Advisor for review.
Consult with ICAP M&E Manager as and when required
Quarterly upload reviewed data into URS
Participate in NEPI programs data quality meetings.
Work closely with Nurse Advisor and institutions identify and document program success stories for disseminate to stakeholders.
Perform other duties as assigned.
Required Education and Experience
1. A Degree in Nursing.
2. Minimum of three years of experience in Nursing Education and or Nursing Practice is recommendable.
2. A diploma postgraduate qualification or working experience in M&E is recommendable.
Required Knowledge, Skills and Abilities
1. Essential computer skills include Microsoft Office
2. Knowledgeable of existing data sets and targets for HIV/Aids and related programs
3. Keen interest in quality assurance through use of data.
4. Good interpersonal and presentation skills.
5. Excellent written and spoken communication skills. Fluency in English is required.
6. Willingness to travel extensively throughout the country.
9. Experience of working with in a multidisciplinary team
TRAVEL REQUIREMENTS:
The positions will require relatively frequent travel to various health facilities within Lesotho.
COMPENSATION/BENEFITS: Commensurate with qualifications and experience.
