The Common Market for Eastern and Southern Africa (COMESA) has received financing from the African Development Bank through the NEPAD Planning and Coordination Agency (NPCA) towards the cost of project scoping and packaging for Djibouti Development Corridor, and intends to apply part of the agreed amount for this grant to payments under the contract for Infrastructure Project Scoping and Packaging for the Djibouti Development Corridor.
The services included under this project are;
- Review of longlist projects emanating from the scoping and planning session for the corridor,
- Review and group the projects as follows
- Group A: Projects which can generate a revenue stream with private finance opportunities and those that have recent prefeasibility or feasibility stduies undertaken, and proposed financing models developed;
- Group B: Projects with Private finance opportunities under development that could generate a revenue stream but for which bankable feasibility studies are required;
- Group C: Projects with development finance opportunities, which would be implemented purely as public sector projects; which already have recent prefeasibility or feasibility reports available with economic justification but will require public or development finance;
- Group D: Projects with other finance opportunities which could be a blend of income generating and public sector orientated projects, requiring support for project preparation and feasibility studies.
- Prepare project fiches for projects grouped above, with sufficient detail for presentation;
- Develop, the corridor investment action plan for implementation of the approved packaged projects.
It is anticipated that the assignment will be completed within twelve (12) weeks.
COMESA now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” May 2008 Edition, Revised on July 2012, which is available on the Bank’s website at http://www.afdb.org.
