The Government of Lesotho has received funds from World Bank to improve the efficiency and equity in the implementation of Child Grants Program, Orphans and Vulnerable Children Bursary Scheme, Post Primary Bursary, Public Assistance and Old Age Pension.
Fundamentally, the funding is expected to finance activities that will help in the administration and implementation of social assistance programs in order to transform and develop the underserved, vulnerable and destitute Basotho through acquisition of knowledge, skills, and development of requisite attitude to select and start up viable and progressive livelihood income generating options that will emancipate them from extreme poverty.
It is in view of this, that the Government of Lesotho, through the Ministry of Social Development intents to recruit for the position of Project Coordinator.
Title Position: Project Coordinator – Community Development
Duration: 4 years – Performance Based
Location: Based in Maseru, with frequent visits project sites
Salary: Commensurate With Required Experience and Qualifications
Reports to: Principal Secretary – Ministry of Social Development
Roles and Responsibilities of the Project Coordinator:
Under the supervision of the Principal Secretary, Ministry of Social Development He/ she will oversee and monitor the implementation of community development project activities through an evidence-based approach to transform and develop the underserved, vulnerable and destitute Basotho through acquisition of knowledge, skills, and development of requisite attitude to select and start up viable and progressive livelihood income generating projects that will emancipate them from extreme poverty. The incumbent will further:
Ensure timely implementation and completion of all project deliverables for the Ministry of Social Development and other stakeholders.
Facilitate for the preparation of the budget and procurement plans for all the components of the project
Facilitate for update, reorganization and reprogramming as and when need arise.
Ensure the achievement and documentation of project results at district, community and household levels.
Ensure that there technical support and management provided for all activities in the districts, (DCPTs) and community councils and selected households.
Undertake monitoring and evaluation activities,
In close collaboration with the information office of the Ministry of Social Development, He / She shall document all information relating to the project activities. This shall include but not limited to; baseline surveys, reports etc.
Lead benchmark activities to ensure Ministry practices are industry leading.
Provide supervision to local partners on quality data collection and analysis.
Facilitate trainings for local partners and other stakeholders
Demonstrate problem solving, leadership, conflict management, and team building skills in order to ensure a
Productive work environment and achievement of goals.
Ensure excellent relationships with all partners at district community levels and household level.
Demonstrate good financial management and accountability of project tasks in compliance with Government of Lesotho and world Bank policies, procedures and regulations
Required Experience and Qualifications:
Bachelor’s degree in social sciences, public health, or healthcare
Two years’ work experience in project management and monitoring and evaluation required is a prerequisite
Work experience in quality improvement and systems design preferred
Three years of experience working in the area of care and support services for marginalized and underserved populations
Relevant experience in working with communities on OVC, Disability, AIDS, and elderly persons
Demonstrated ability to systematically package and document processes, achievements and lessons learned.
Outstanding verbal, interpersonal, and written communication skills.
Strong time management and organizational skills;
Demonstrated ability to work well independently.
Demonstrated ability to successfully manage multiple competing priorities.
Ability and willingness to travel up to 75% time in rural communities.
Knowledge of Lesotho’s health and social protection and assistance services
Experience working in Lesotho, particularly in community development
Ability to read, write and speak fluent English and Sesotho.
