CHIEF MARKET ANALYST - SOUTHERN AFRICAN POWER POOL


The Southern African Power Pool (SAPP) is seeking the recruitment of a Chief Market Analyst who will report to the Coordination Centre Manager. The Chief Market Analyst will supervise the Power Market Analyst and Energy Trading Officer.

Requirements

DUTIES OF THE CHIEF MARKET ANALYST
Under the general direction of the Coordination Centre Manager, the Chief Market Analyst shall operate the Power Markets in SAPP, develop the platform for the regional energy market and organize the participants in the regional energy market.
The duties of the Chief Market Analyst are as follows:
  1. Operate the various Power Markets in SAPP
  2. Together with the SAPP IT Specialist, determine the hardware and software required to operate the regional energy market.
  3. Liaise with donors to acquire funding for acquisition of the required hardware and software to operate the regional energy market.
  4. Advise on market structure for the Regional Energy Market and advise on market rules
  5. Evaluation of market rules and revisions and ad hoc studies
  6. Evaluate market performance and supporting activities in support of market monitoring and mitigation activities.
  7. Perform economic analysis of market competitiveness, efficiency, and performance
  8. Organize market participants into a structure of the Regional Energy Market.
  9. Operate the Regional Energy Market
  10. Other duties, as assigned
QUALIFICATIONS AND EXPERIENCE
The Chief Market Analyst minimum educational and professional qualifications shall include:
  • Electrical Engineering Degree and /other relevant professional qualifications
  • At least 10 years’ relevant experience in the energy sector
  • Must be computer literate
  • Must be a SADC national
PERIOD OF THE CONTRACT
The duration of the contract is five (5) years.

BACKGROUND TO POWER TRADING IN THE SAPP
In 2001, the Southern African Power Pool (SAPP) started the short-term energy market (STEM) as a precursor to a full competitive electricity market the SAPP was going to develop. In 2007, the operation of STEM came to an end due to limited power supply on the market and also there was no reserved transmission capacity for it.
In 2006, the SAPP received a grant from the government of Norway and Sida to develop a full competitive electricity market in the form of a day-ahead market (DAM) and the market design was completed in 2007. The DAM went live in December 2009. A number of power markets that includes the day ahead, intra-day ahead market, forward monthly and weekly markets have been opened by SAPP.
