GOVERNMENT JOBS - Lesotho Road Fund


The Road Fund was established by Legal Notice No. 179 of 1995, with the primary objective of providing a mechanism for progressive transformation of the road sector, whereby the fiscal burden for maintenance of roads is gradually being shifted from the Government to users of public roads. Overall management of the Fund rests with the Road Fund Board, which was established by Legal Notice No. 16 of 1996 whilst the day to day operations of the Fund are entrusted to the Secretariat.

The Road Fund Board therefore requires the services of suitably qualified Lesotho Nationals to fill the position of Toll Collection Supervisor (4 posts), at the Road Fund Secretariat — 1st Floor Former Department of Rural Roads Building, corner Moshoeshoe and Senate Roads, Industrial Area, Maseru. The Toll Collection Supervisor will be reporting directly to the Verification Officer -Toll.

Purpose of the Job

The incumbent is responsible for supervising complete operation of all Toll stations to provide accountability of revenues, accurate traffic counts and coordinates proper maintenance of Electronic Toll Collection System (ETCS)

Key Performance Areas and Responsibilities

Ensures that Toll collection operations run smoothly, efficiently and effectively.

Utilizes the Electronic Toll Collection System (ETCS) and interconnected PVR IP cam­eras to monitor 13 Toll lanes while maintaining awareness of the status of equipment and traffic conditions on the Toll lanes.

Uses and performs operator maintenance on the Control Room, multichannel radios. telephones, computer equipment and other communications and general office equip­ment.

Records Toll Collector opening and ending times from the system when they log on and after their shift ends and runs Parallel End of Shift Report.
Documents and notifies Verification Officer and Toll Maintenance Technician of main­tenance issues.

Documents and coordinates lane and machine malfunctions with the Maintenance technician.
Prepares end of shift revenue collection report, traffic count reports, and all incidents reports (maintenance, accident, malfunctions, etc.)

Required Qualifications and level of experience
Qualifications, Working Experience, and Knowledge:

Diploma in Accounting/ Business Studies plus two (2) years of experience.
Background knowledge of data capturing and analysis as well as CCTV surveillance. Required Competencies

Problem solving skills (verbal, numerical or abstract)
Computer skills with modern office suite software and ETCS specific software
Excellent communication skills.
Ability to stay alert and focussed
Ability to receive and respond to information accurately and to give clear instructions
Self-control and ability to act decisively in emergency situations

Remuneration

Salary will be in accordance with the Road Fund scales of remuneration, which are competitive and market related.
