Manager Water Distribution and Network Wanted at WASCO


The Water and Sewerage Company (WASCO) invites applications from suitably qualified local candidates for the following position:

Job Title : Manager Water Distribution and Network

Reports to : Regional Manager Central

Purpose of the Role:

To ensure constant supply of potable water at adequate pressures with minimum interruption and losses and manage the planning, development and maintaining knowledge of the reticulation systems and district metering areas in the central region so that water can be delivered in an efficient and effective manner.

Key Tasks:

Ensure adequate supply of portable water at adequate pressures.
Manage the operations and maintenance of Water Distribution System.
Optimise the planning and timing of new sources, reticulation extensions or reinforcing existing reticulation to meet the existing and future demands.
Study areas of inadequate supply, determine the most effective solution, and implement solutions.
Manage implementation of Planned Preventive Maintenance for the Maseru Water Supply Network.
Ensure continuity of water supply from all distribution mains by implementing planned maintenance procedures, improved response time to pipe bursts and provision of adequate tools.
Implement the improvements in internal controls on work quality, work flow, discipline, resource utilisation, overtime losses, safety, etc. through proper programs of job planning, job scheduling and job reporting.
Develop and implement NRW reduction strategies, and monitor losses and NRW as per targets
Undertake leakage surveys and metering facilities surveys to quantify the leakage losses from the trunk mains, reservoirs and distribution systems and recommend, implement, monitor and control leakage control methods.
Develop/review, implement, and monitor Standard Operating Procedures for the Distribution network system.
Prepare network analysis of the existing water system in region central and urban centers which shall include the investigation of the complex relationships between network and water consumption, pressure and flow.
Prepare a comprehensive proposal for the rehabilitation of the existing water system in Maseru and urban centres from the network analysis.
Implement and Manage Projects related to the Water Distribution and Network Section.
Prepare and submit Distribution and Network Section’s Annual Training Plan, Annual Business Plan, and Annual budget (recurrent and capital).
Manage performance of Distribution and Network Section Staff
Act as a change Agent for the Company.
Assist and participate in reviewing designs of Water Supply projects.
Maintain that the staff and facilities meet the health and safety regulations as required by the Operating Manuals, WASCO Health and Safety Policy, and the Labour Code.
Ensure that all the activities undertaken by the Distribution and Network are compliant with the Environment Policy of WASCO.
Prepare and submit a suite of monthly and quarterly reports on activities undertaken and on the implementation of sectional activities in order to inform management and to track progress against the Divisional initiatives for accountability and performance monitoring.

Qualifications & Experience
BSc or B.Eng. in Civil Engineering/Water and Environmental Engineering/General Bsc. With post graduate (Honours/Msc. in Water Engineering)
At least five years’ experience in relevant fields, two of which should have been at a managerial level.
