Proposal Objective:
Social Impact is pursuing the upcoming five-year approximately $10-25 million Monitoring, Evaluation, Learning and Knowledge Management Indefinite Delivery Indefinite Quantity (IDIQ) Contract for USAID/Southern Africa. The goal of this mechanism is to create a central platform for procurement of support services that will strengthen, support and facilitate USAID’s Monitoring and Evaluation; Collaborating, Learning and Adapting; and Knowledge Management practices and approaches within USAID Missions and in USAID activities across Southern Africa. The platform will provide technical support as follows:
  • Monitoring Services
  • Evaluation and Assessment Services
  • Collaborating, Learning and Adapting Services
  • Knowledge Management Services
Position Description:
Social Impact is seeking a full-time Lead Monitoring Expert to propose on our team and provide technical support to the eventual Monitoring, Evaluation, Learning and Knowledge Management Indefinite Delivery Indefinite Quantity (IDIQ) Contract. This position will be based in South Africa on a full-time basis throughout the five-year duration of the contract. The anticipated start date is September 30, 2017.

Responsibilities:
The Lead Monitoring Expert will be responsible for providing leadership to the following expected services:
  • Data quality analysis, including undertaking data quality analysis and providing technical assistance on data quality.
  • Performance monitoring plan development support, including developing, reviewing and/or revising performance monitoring plans, as well as designing, planning, collecting, verifying, assessing and/or reviewing performance indicator data or indicators.
  • Performance management tasks.
  • Macro and portfolio level monitoring at the intermediate result level, including designing, planning, collecting, verifying, assessing and/or reviewing performance indicator data or indicators relevant to multiple projects and/or activities.
  • Theory of change technical assistance, including assisting in developing evidence-based theories of change with aligned results frameworks and indicators, workshop theories of change with relevant stakeholders, evidence based theories of change, and scopes of work for evaluations, with particular attention to conflict of interest issues.
  • Ensure that short- and long-term monitoring team members recruited under this contract are of a high caliber and possess the required technical expertise.
Qualifications:
  • Master’s degree or higher in the field of international relations, economics, political science, public policy, statistics, and/or other relevant field.
  • Academic or professional training in performance monitoring design and implementation, including data collection and analysis.
  • Minimum eight years of progressively more responsible experience in the design and management of indicators, monitoring and evaluation plans, performance targets, data quality assessments, data collection, analysis, and reporting.
  • Previous experience providing guidance in the development and updating of performance management plans.
  • Experience with creating and managing performance indicator tracking systems/databases.
  • Experience using performance monitoring data for the improvement of ongoing project/activity management.
  • Experience in the gender dimensions of monitoring.
  • Extensive experience in drafting indicators.
  • Experience providing group of various sizes and one-on-one training and mentoring on monitoring- related subjects i.e., results-based management.
  • Familiarity with USG policies, related to performance monitoring.
  • Familiarity with a diverse set of programming, i.e. health, agriculture, education, governance, one of which must be health or agriculture.
  • Previous work experience in Southern Africa region.
  • Fluency in written and oral English required.
