Proposal Objective:
Social Impact is pursuing the upcoming five-year approximately $10-25 million Monitoring, Evaluation, Learning and Knowledge Management Indefinite Delivery Indefinite Quantity (IDIQ) Contract for USAID/Southern Africa. The goal of this mechanism is to create a central platform for procurement of support services that will strengthen, support and facilitate USAID’s Monitoring and Evaluation; Collaborating, Learning and Adapting; and Knowledge Management practices and approaches within USAID Missions and in USAID activities across Southern Africa. The platform will provide technical support as follows:
  • Monitoring Services
  • Evaluation and Assessment Services
  • Collaborating, Learning and Adapting Services
  • Knowledge Management Services
Position Description:
Social Impact is seeking a full-time Lead Evaluation Expert to propose on our team and provide technical support to the eventual Monitoring, Evaluation, Learning and Knowledge Management Indefinite Delivery Indefinite Quantity (IDIQ) Contract. This position will be based in South Africa on a full-time basis throughout the five-year duration of the contract. The anticipated start date is September 30, 2017.

Responsibilities:
The Lead Evaluation Expert will be responsible for providing leadership to the following expected services:
Evaluation:
  • Impact evaluations, including designing, developing, implementing, reporting and utilizing quantitative and qualitative methods to develop quasi-experimental and/or experimental designs, including baselines, mid-term, end-term and time-lag evaluations, including protocol development, as well as incorporating gender and other relevant thematic analysis.
  • Performance evaluations, including designing, developing, implementing, reporting and developing improvement strategies collaboratively with stakeholders, utilizing quantitative and qualitative methods, and incorporating gender and other relevant thematic analysis.
  • Meta-evaluations utilizing open data source integration, including designing, developing, implementing, reporting and utilizing quantitative and qualitative methods, and incorporating gender and other relevant thematic analysis where possible.
  • Cost benefit analysis and/or cost effectiveness analysis, including designing, developing, implementing, reporting, and utilizing quantitative and qualitative methods, and incorporating gender and other relevant thematic analysis.
Monitoring and Evaluation:
  • Data management, including aggregating monitoring data and preparing it for reports and reviews, aggregating data from multiple partners and projects, coordinating the compilation and validation of data from USAID operational plans and reports, producing customized information products from monitoring data and indicator data, and providing GIS mapping support.
  • Capacity building, including providing guidance and on-the-job and classroom training to USAID implementing partners, USAID staff and local evaluators; developing selection criteria to identify and recommend local and regional monitoring, evaluation and learning firms, organizations and institutions with potential to provide quality monitoring, evaluation and learning services to USAID and other stakeholders in the region; assessing and document the capacities of select local and regional monitoring, evaluation and learning firms, organizations and institutions utilizing organizational capacity assessment tools; determining milestones in close consultation with USAID to determine at what point local and regional monitoring, evaluation and learning firms, organizations and institutions possess sufficient capacity to independently provide quality monitoring, evaluation and learning services; documenting the progress of each of these organizations based on such milestones; developing a strategy and roadmap at the country and/or regional level for local and regional capacity development; and as required, working in close collaboration with other contractors and /or regional local capacity development advisor to strengthen organizational administration and management capacity of the selected firms and organizations.
  • Monitoring, evaluation and learning technical assistance, including assisting USAID Mission Portfolio Review preparation and documentation.
  • Peer review mechanism, including developing peer review mechanism tool and coordinate engagement process.
  • Report writing, including completing data quality analysis, performance management plan reviews, research and assessment reports, and evaluation reports.
  • Ensure that short- and long-term evaluation team members recruited under this contract are of a high caliber and possess the required technical expertise.
Qualifications:
  • Master’s degree or higher in the field of international development or international relations, economics, political science, public policy, statistics, and/or other relevant field.
  • Documented academic or professional training in evaluation design and methods.
  • Minimum eight years of progressively more responsible experience in the design, management, and implementation of evaluations including impact and performance, analyses and assessments, including the designing of the evaluation methodology, designing and implementing quantitative and qualitative methodologies, conducting population based surveys, developing participatory data collection methods and protocols, conducting data analysis, and utilizing data quality verification techniques for large development projects.
  • Excellent data analysis skills including good command of statistics, sampling methodologies, and statistical analysis software such as SPSS, STATA, Epi Info, among others.
  • Previous experience in the gender dimensions of evaluations.
  • Extensive experience drafting and finalizing evaluation reports.
  • Experience providing groups of various sizes and one-on-one training and mentoring on evaluation- related subjects.
  • Familiarity with USG policies, preferably USAID policies, related to evaluation management.
  • Familiarity with a diverse set of USAID programming, i.e. health, agriculture, education, governance.
  • Previous work experience in Southern Africa region.
  • Fluency in written and oral English required.
