The Counseling and Testing Public Health Specialist is a key public health specialist, under the supervision of the CDC Swaziland Country Director who is responsible for guiding the strategic direction of the HIV/AIDS Counseling and Testing program.

Qualifications Required:

1. EDUCATION: Masters (MPH, MSHP, MSW) Degree, or host country equivalent, in public health, medicine, nursing, behavioral or social sciences is required. (Attach copies).
2. EXPERIENCE: Three years of mid-to senior level public health experience in developing, implementing and evaluating HIV/AIDS Prevention or other public health programs, including HIV testing and counseling and the implementation of community health activities is required. One year at the managerial level with supervision of multiple staff is required.
3. LANGUAGE: Level IV (Fluent) Speaking/Reading/Writing English is required.
4. JOB KNOWLEDGE: The incumbent must have a detailed understanding of the structure and functions of PEPFAR, including detailed knowledge of the agency's role and function in support of the President's Emergency Plan for AIDS Relief (PEPFAR); PEPFAR and participating agency and U.S. Government policies, guidelines and procedures for administration of grants, contracts and cooperative agreements; and intra-agency procedures for coordination with agency headquarters and embassy management.
5. SKILLS AND ABILITIES: Excellent oral and written communications skills to develop and maintain effective, sustainable working relationships with national and international health partners are required. The ability to lead results-driven project teams and workgroups is required.
