MANAGER – HUMAN RESOURCES & ADMINISTRATION
Lesotho Communications Authority (LCA) is the regulatory body for the communications sector in Lesotho.
LCA invites applications from suitably qualified candidates to fill the position of Manager-Human Resources & Administration. This position requires a high caliber human resources (HR) practitioner that is conversant with the latest HR practices and developments and prepared to work under pressure to meet deadlines.
Purpose of the position
To formulate and implement Human Resources policies and administrative strategies and coordinate the procurement function of the Authority. This includes assisting in the development of programmes for staff motivation, ensuring an appropriate working environment, facilitating recruitment and induction of new employees and coordinate effective implementation of the performance management system, training and development initiations and procurement processes.
Key Responsibilities
The successful candidate will be responsible to:
• Develop HR policies, programmes and practices and advice management on HR issues;
• Coordinate and ensure effective implementation of the performance management system;
• Formulate, review and implement staff industrial/labour relations policies and procedures and monitor
their implementation;
• Propose appropriate compensation and benefits schemes;
• Develop and implement staff remuneration and welfare programmes;
• Upkeep of and maintenance of the Authority’s property;
• Develop robust administrative structures for the Authority; and
• Managing and coordinating effective and transparent procurement processes.
Qualifications and Experience
The incumbent should possess a Bachelors’ Degree in Human Resources Management or equivalent. The incumbent
should also have 5 years’ experience in a relevant field, 3 of which are in a managerial position. Experience in the ICT sector will be an added advantage.
Competencies
Highly disciplined, self-driven, analytical and methodical, hardworking, job resilience with ability to work long hours
to meet stringent targets; Ability to communicate effectively and deliver presentations; Fluency in English and
Sesotho (oral and written), and Good interpersonal and people management skills, planning and coordination skills.
