TITLE: Procurement & Sub Award Manager
DEPARTMENT: Corporate Services
SUMMARY:
Under the TARGET project and reporting to the Deputy Country Representative: Corporate Services, the Procurement and Sub award Manager will ensure that the Procurement Unit provides strategic purchasing to PSI Lesotho and all its departments. The incumbent shall seek consolidation opportunities for better pricing and negotiation with vendors; shall be responsible for the development and implementation of PSI Purchasing/Procurement manual and shall ensure purchasing in accordance with donor rules regulations.
The incumbent should have experience in building capacity, particularly in the area of grant or sub award management; to monitor local partner expenditures against budget and ensure that cost control measures are in place to ensure that partners charge appropriate expenses to the fund. The incumbent will also manage and monitor all sub award activities and achievement of results to include preparation of regular work plans and progress reports.
EDUCATIONAL QUALIFICATIONS AND WORK EXPERIENCE:
• Bachelor’s degree Business, Finance or Logistics
• Minimum 5+ years’ professional purchasing experience
• Ability to work in a fast-paced team environment, with strong analytical/ problem solving capabilities
• Ability to draft moderate to complex, routine and non-routine contractual instruments
• Strong working knowledge of USAID, CDC and USG Regulations including A133 audits
• Excellent negotiation skills
• At least 3 years of experience working in grant management, sub award management, or a related field.
• Strong financial management skills.
• Demonstrated knowledge of USG rules and regulations.
• You are extremely organized and detail oriented
