Elizabeth Glaser Pediatric Aids Foundation (EGPAF) is a USA based Organization with public health programs around the World. It creates a future of hope for children and families worldwide by eradicating pediatric AIDS, providing care and treatment for people with HIV and AIDS, and accelerating the discovery of new treatments for other serious and life threatening pediatric illnesses. EGPAF`s work is funded through private donations, PEPFAR via the US Agency for International Development (USAID) and the US Centers for Disease Control and Prevention (CDC),UNICEF, UNITAID, Cepheid etc.
Country Director’s Office
1.Public Health
Evaluation (PHE) Associate Director (X1)
The Public Health Evaluation Associate Director reporting to the Country Director, is responsible for the research and evaluation portfolio of the organization. He/ she provides strategic leadership and oversight of the clinical, implementation,
operations, and program effectiveness research conducted by EGPAF/Lesotho, in close coordination with the technical and SI teams. The Public Health Evaluation Associate Director will directly contribute to generation of a strong evidence base
to improve the effective delivery of quality programs to further the mission of EGPAF/Lesotho, improving the lives of Basotho infected and affected by HIV.
Medical degree with post graduate qualifications including MMed, MSc, MPH, PhD or similar advanced degree in Epidemiology, Biostatistics, Maternal Child Health, Public Health or HIV related sciences.
Minimum of 5 years of proven experience in health research in
developing countries, including protocol elaboration, design of
surveys, data collection, data analysis, and scientific publication
elaboration
Experience in maternal, child health and HIV/AIDS research
preferred;
2. Program Evaluation Officer (X1)
Under the supervision of the PHE Associate Director, the PEA - WILL Evaluation
Officer will coordinate and administer program assessment associated activities
under the USAID/CDC/PEPFAR and other projects implented by EGPAF. S/he will
coordinates research subjects, as appropriate, serve as the principal administrative
liaison for the project and assists in project planning. S/He will also ensures that preestablished
work scope, study protocol, and regulatory requirements are followed.
Degree in Nursing sciences.
Registration with the Lesotho Nursing
Council as a Nurse.
Postgraduate qualification in nursing,
public health or related areas would be
an added advantage
Must have at least 3 years clinical working experience with HIV/
AIDS organization.
Minimum of one-year clinical research experienceand program
coordination.
3.Executive Assistant (X1)
• Provides administrative support to the Country Director’s office
• Provides support for relevant programmatic events
• Coordinate partners’ meetings
BA degree in Mass Communication or
Public Administration or related field.
3 to 5 years progressive work experience in office administration or
Executive Secretary.
Previous experience in working with Donors OR international
NGOs.
Experience working with USG funded NGOs is an added advantage.
4.Communications Officer (X1)
• Responsible for the design, implementation and evaluation of communication,
• Advocacy and outreach initiatives which build on EGPAF’s technical expertise
and credibility to increase awareness of and support for prevention of motherto-
child transmission of HIV, adults and pediatric HIV/AIDS care and treatment.
BA degree in Mass Communication or
Public Administration or related field
At least 3 to 5 years of experience in the communication field and
experience as Executive Secretary.
Proven track record in working on HIV/AIDS and Health Programs
communication in the country.
Experience working with USG funded NGOs and experience in HIV
communication and education of health programs in Lesotho is an
added advantage.
PROGRAMS
5.Senior HIV Care & Treatment Advisor (X1)
• Ensure HIV care and treatment programs are clinically sound, evidence-based,
and aligned with the priorities of the Ministry of Health of Lesotho, donors, and
program beneficiaries
• Mentors technical advisors and align their efforts to ensure rapid and
sustainable results
• Identifies and disseminates best practices and new technical strategies and
approaches in pediatric HIV treatment
Medical Degree,
Master of Public Health (MPH); or
equivalent degree.
Postgraduate qualification in infectious
disease is added advantage.
Registration with completion of course
work is acceptable.
Registerable with Lesotho Medical,
dental and Pharmacy council.
At least five (5) years of proven experience in HIV and TB-project
management in the design, administration, management and
implementation of international health programs in developing
countries, including supervision, M&E and reporting
Proven experience in the development of quality improvement /
quality improvement tools and -systems in developing countries.
Proven experience in the writing of abstracts, proposals and
reports.
Extensive clinical experience in care of HIV infected adults and
children in resource poor settings.
Experience working in Africa is added advantage.
6.District Clinical Team Lead (X6)
• Serves as District clinical lead/manager for project implementation across
all program areas, based in the District Hospital ART Corner, and liaises with
partners and technical team for effective coordination.
• Plays lead role in capacity building at the district and site level.
• Works with district SI officers to provide review data trends and implement
course changes for program improvement.
• Supports DHMTs and facilities with health systems strengthening activities.
• Provides direct clinical care to complicated cases as needed.
• Supervises EGPAF technical team in the district.
• Serves as point of contact for DHMT.
• Liaise with DHMT for timely reporting of accurate program data.
• Positions will be in Berea, Leribe, Quthing and Qacha’s nek
Medical Degree
Master of Public Health; or equivalent
is added advantage.
At least three years of proven experience in HIV and TB-project
management of public health programs.
Proven experience in the development of quality improvement /
quality improvement tools and -systems in developing countries.
Extensive clinical experience in care of HIV infected adults and
children in resource limited settings.
Proven record of managing teams.
Experience in HIV/AIDS Clinical management.
Previous experience working in Lesotho is added advantage.
7.Community Linkages Officer (X1)
• Operationalises Senkatana outreach plan
• Facilitates linkages of patients from community to Senkatana program
• Assists in retention of patients in the Senkatana care and treatment program
• Assist in strengthening linkages between lower level of health facilities and
community to improve the continuum of care.
• Work closely with the Monitoring & Evaluation team to strengthen
documentation and data collection at facility level.
Bachelor’s Degree in Community
nursing or equivalent.
Further training in community nursing.
A Masters in Public Health or
equivalent is an added advantage.
A minimum of 5 year’s general nursing experience and in
community nursing
Registered with the nursing council
8. Gene Expert Technicians/ Operators (X4)
• Run the GeneXpert machines in the hospital laboratories.
• Implementation of assays to ensure rapid diagnosis of TB.
• Ensure that results are relayed to facilities and to patients timely.
• Submit reports timely.
• Participate in meetings to streamline testing challenges.
• Positions will be in Berea, Leribe, Quthing and Qacha’s nek
Laboratory Technologists, or
Nursing degree with experience
working in the laboratory.
A minimum of 2 year’s laboratory experience.
Capacity to learn new technologies
Ability to produce high quality, error free work.
Experience working with Point of Care (POC) machines will be an
added advantage
9. Early Infant Diagnosis/Provider Initiated Testing & Counseling Assistant (EID/ PITC) (X4)
• Support POC /EID at site level Link patients to care and treatment
• Provide HIV Testing and Counseling (HTC) to patients at the health facilities
• Ensure HTC is provided with quality assurance and quality improvement
• Ensure that the HTC registers are completed correctly and timely
• Participate in technical and capacity building for lay counsellors on HTC.
• Support outreach initiatives to systematically integrate Provider-Initiated
Testing and Counseling (PITC) for infants and children in all encounters children
have with healthcare services.
• Positions will be in Berea, Leribe, Quthing and Qacha’s nek
Nursing Assistants
Certificate in Nursing.
Experience or training in HIV Testing
and Counseling.
A minimum of 2 year’s nursing or laboratory experience.
Experience or training in HIV Testing and Counseling
10. Nutrition Officer (X1)
• Provide TA to strengthen the nutrition component of PMTCT, care and
treatment program management, coordination and sustainability in the district
of Leribe.
• Support policies and build capacity to revitalize breastfeeding protection,
promotion and support in the general population in Leribe district.
• Collaborate with other stakeholders dealing directly with nutrition activities at
district level.
University degree in Nutrition.
At least 4 years nutrition work experience.
Knowledge of relevant national/or international policy guidelines
with thorough understanding of nutrition concepts and practice.
11. HIV Services Sites HIV and TB integration Clinical Mentors (X10)
• The ART/TB Integration Nurse will promote integration and linkage of TB/HIV
prevention, care and treatment services and ensure TB and HIV services are
implemented in accordance with the Ministry of health guidelines.
• They will provide mentorship to site level clinical staff in HIV and TB care and
treatment.
• They will work with site manager.
• Positions will be in Berea, Leribe, Quthing and Qacha’s nek
A diploma in Nursing and Midwifery
Registration with the Lesotho Nursing
Council as a Nurse Midwife
3 years experience in Clinical, maternity and MCH services
Experience in PMTCT and HIV Testing and Counselling, HIV and TB
Care and treatment.
Previous experience with NGO is added advantage.
Strategic Information & Evaluation
12. SI&E Advisor (X2)
• Provides side-by-side technical assistance to the MOH on SI&E implementation,
analysis, and use
• Supports timely and quality data collection and analysis for reporting
A Master's degree in Public Health
(Epidemiology, Biostatistics, Health
Services). Completed course work will
be acceptable.
A minimum of five (5) years experience working in strategic
information and evaluation
Strong interpersonal relationship
13. Strategic Information District Officers (X 4)
• Supports strengthening of M&E activities at the district level, working with
District Health Information Officers, District AIDS Officer, and District TB/HIV
Coordinators
• Provides supportive supervision and mentorship to health facilities,
• Performs data quality assessments, and facilitates data reviews
• Builds site-level HCW capacity for quality data collection and timely submission
to districts.
• Positions will be in Berea, Leribe, Quthing and Qacha’s nek
Graduate degree in statistics, and
public health or related social
sciences.
At least four (4) years experience in monitoring and evaluation
and/or program implementation
Working experience in the health system in Lesotho is preferable.
Strong interpersonal relationship.
Previous experience working on PEPFAR supported HIV related
project is added advantage.
14. Evaluation Advisor (X1)
• Lead and coordinate project evaluations
• Devise and develop project evaluation protocols
• Ensure all regulatory requirements are followed
• Conduct data analysis, interpretation and reporting of evaluation data
A Master’s degree in Biostatics, or
Clinical epidemiology or related field.
A minimum of three (3) years’ experience working in Evaluation
and/or research.
Extensive knowledge of STATA, SAS, SPSS.
15. Evaluation Officer (X1)
• Coordinate data collection process in the field
• Participate in the development of data collection questionnaires
Graduate degree in statistics, public
health or related social sciences.
At least two (2) years’ experience in evaluation and/or research
16. Program Quality Improvement Officer (X6)
• Implements QI assessments, identifies gaps, implements QI activities, and
routinely monitors changes/progress
• Builds facility capacity to implement QI projects

system in Lesotho.

Operations
17. Senior Finance Manager (X1)
• Supervises the Finance & Accounting teams
• In liaison with EGPAF Head Quarters, is responsible for management of day-today
financial management & accounting systems of the country office
• Assesses finance policies and procedures on an ongoing basis to identify
and propose new policy changes and also ensure compliance of existing
Foundation policies, procedures as well as Donor requirements.
• Oversees preparation of all Donor financial reports and maintenance of all
financial records
• Leads annual budget development and oversees budget management
• Responsible for the following; payroll management, timely processing of cash
requests, working with banks on any services related Foundation accounts,
manages month end close activities and compliance with all related GOL
applicable laws etc.
BA in Accounting plus MBA/CA
qualification
5-7 years of experience at the level of Finance Manager within a
Donor funded project related environment
Experience working in USG funded projects will be an added
advantage
Excellent IT skills & analytical skills
18.Finance Officer/ Analyst (X1)
• Assists the Finance Manager in preparation of monthly financial report
including; Budget to Actual reports, pipeline reports, forecasting & projections,
burn rates etc.
• Assist the Finance Manager in budget management activities
• Perform financial analysis as necessary
• Participates in preparation of new business cost proposals & development of
annual budgets for ongoing projects
BA Economics & Accounting
An MBA or equivalent postgraduate
qualification will be an added
advantage
3 years of experience as a financial analyst in an NGO or Donor
community environment
Experience in working on USAID/CDC projects will be an added
advantage
19. Accountant (X1)
• Responsible for preparation and reconciliation of financial records and
transactions,
• Banking and managing the time sheets.
• Prepares and remits local taxes
• Monitors Assets and Inventory Register.
Degree in Accounting
At least three (3) years of accounting experience for a public or
private sector organization,
Proven experience in working with Donors OR international NGOs.
Experience working with USG funded NGOs is an added advantage.
Familiarity with USAID regulations preferred
20. Procurement and Logistics Officers (X1)
• Responsible for price negotiations, vendor relationship management, and
purchase order processing in accordance with donor and EGPAF policies
• Manages delivery logistics and inventory
• Prepares requests for quotations
Degree in Social Sciences or related
field.
At least four (4) years of experience in the Procurement and
Logistics functions.
Proven experience in working with Donors OR international NGOs.
Experience working with USG funded NGOs is an added advantage.
21. Awards & Compliance Officer (X1)
• Identifies and assists with potential areas of compliance vulnerability and risk
• Develops and manages contracts and sub-grants
• Conducts annual internal compliance assessments
Advanced Degree in Accounting/
Business Administration or a related
field of study
Minimum 5 years of experience in one or more of the following
areas: grants management, contract management, finance, and
accounting.
Previous auditing and training experience is highly desirable.
Experience with managing USG funding is required; experience
with managing other major international donor funds and working
with an international non-profit/non-governmental organization
(NGO) preferred
22. HR Officer (X1) Assists the HR Manager in the following;
• Recruitment selection,
• Staff on-boarding activities,
• Training and development, and
• Employee benefit and compensation management
• Management of personnel data and records.
Degree in Human Resource or Public
Administration
At least 3 years work experience in the field of Human Resource.
Previous experience in working with Donors OR international
NGOs.
Experience working with USG funded NGOs is an added advantage.
23. Fleet Management & Admin. Coordinator (X1)
• Responsible for office administration and support, reception management, and
fleet management
• Provides executive support to Associate Director of Operations (ADO) office.
Degree in Business Administration or a
related field.
At least 3 years work experience in a similar role.
Previous experience in working with Donors OR international
NGOs.
Experience working with USG funded NGOs is an added advantage.
24. District Drivers (X4)
• Transports authorized personnel to EGPAF sites
• Maintains logs books for official trips, daily mileage, and fuel consumption
• Positions available in respective districts to be allocated.
Must have a minimum of a COSC
school certificate
Must be a holder of a valid code B
driver’s license
A minimum of 5 years of experience preferably in the NGOs.
Experience working in the Health Sector will be an added advantage
