Pact Lesotho will be implementing a Global Fund Funded Civil Society Grant in Lesotho and is therefore looking to engage a Monitoring, Evaluation, Reporting and Learning professional for this grant. Below is the position profile:
Position Summary:
The Monitoring, Evaluation, Reporting & Learning Manager (MERL Manager), is expected to provide leadership in the design and implementation of monitoring, evaluation and reporting systems to ensure Pact and its implementing partners (sub recipients) provide compatible data supportive of program and donor reporting requirements. The MERL Manager is responsible for developing and implementing methodologies and standards (in line with donor requirements) for tracking and evaluating program activities. In addition, s/he will also analyze data and develop presentations and written reports based on findings. The MERL Manager will promote capacity strengthening in partner organizations through mentoring in monitoring, evaluation and reporting.
Specific Responsibilities & Duties:
1. Support Pact Lesotho initiative’s in monitoring, evaluation, impact measurement, and reporting system. This will include, but not limited to:
• Provide input into and ensure that all Donor reporting requirements on program impact are met and assist implementing partners/sub recipients in setting up reporting and tracking systems to provide such information in an efficient and timely manner
• Lead the development and implementation of strategies/ mechanisms to improve Pact Lesotho’s ability to collect, interpret and aggregate data to demonstrate impact and enhance program accountability
• Develop high quality quantitative and qualitative methods and participatory methodologies to monitor program quality for performance and results
• Identification and follow-up on any limitations to program monitoring data and the development of quality assessment procedures for all project monitoring systems
• Develop project-specific monitoring tools in collaboration with program departments and the Lesotho government’s M&E system
• Assist in preparation and monitoring of annual work plans for both the organization and sub-recipients consistent with the strategic objectives
• Preparing monitoring reports as well as assisting his/her supervisor in preparing project’s quarterly, semi-annual, and annual reports and keeping them for reflective purposes
2. Support and implement information and knowledge management systems ensuring effective evaluation and learning from program implementation. This will include, but not be limited to:
• Development and on-going assessment of project results frameworks to ensure that all levels of actual program implementation and results (input, output, outcome and impact) are accurately being captured over time through the monitoring systems
• Develop, implement and assess regular data analysis as well as evaluation schedules and procedures;
• Synchronize and maintaining the program initiative’s database and updating it accordingly
• Leading the program initiative’s efforts to analyze and reflect on the data and information to determine the impacts it is making to the strategic partners (CSOs) and for improved program initiative performance
• Support the Pact Lesotho’s sub-recipients in the identification and documentation of lessons learned, case studies and technical program innovations to be reported upon
• Coordinate the design and implementation of baseline, mid-term and end of project evaluations, surveys, special studies, and other components of the M&E system
• Liaise with counterparts at international, government, nongovernment agencies involved in related activities and collaborate in promoting high quality results and complementary efforts
3. Support effective engagement of implementing partners monitoring and evaluation activities. This will include, but not limited to:
• Supporting partners in developing monitoring and evaluation plans and tools for effective reporting
• Conduct periodic field visits to monitor the activities of implementing partners within to assess data quality; to identify and anticipate implementation problems; and work with partners to make the most effective use of available program resources
• Routinely perform quality control checks of M&E work and improve processes and practices relating to M&E data analysis and management and ensure data quality assessments are completed for all sub-recipients/implementing partners
• Within her/his portfolio, monitor activities undertaken by implementing partners; track progress against program descriptions, implementation plans and annual work plans; assess progress and potential barriers to achievement of results; recommend program modifications to address problems; and document results as part of the reporting
• Provide quality and timely submission of all required project reports and support implementing partners in developing reporting formats and communication tools
• Prepare and train staff and implementing partners, as necessary, on general design, M&E concepts, skills and tools
• Facilitation of regular implementing partner meetings and data-gathering or analysis sessions in the development of regular project reports;
Required Competencies and Skills
• Demonstrated leadership position in Monitoring and Evaluation
• Prior experience working with USAID, Global Fund or any other Donor funded projects will be essential.
• A strong team player with excellent interpersonal skills and ability to work in a high profile, fast-paced environment
• Verbal and written communication skills a must.
• Demonstrated ability to transfer knowledge through training and mentoring
• Demonstrated ability to manage multiple projects effectively, think analytically and take initiative in solving problems
• Demonstrated skills in working with multinational groups and fostering collaborative relationships across multiple organizations
• Knowledge of statistical packages such as SPSS or STATA
• Extraordinary attention to detail
• Advanced knowledge in Microsoft excel
• Must have a valid driver’s license
• Willingness to travel extensively around Lesotho and beyond.
• Experience in community based programing
Qualification and experience
• Master’s degree in International Development/Public Health or related discipline with expertise in research methods required.
• A minimum of 5 years’ experience in international humanitarian organization monitoring and evaluation required.
• A minimum of 2 years’ experience in international field-level project implementation and higher level program quality assurance
• Expertise in quantitative and qualitative research and evaluation methods, including sampling and surveys is required.
• Prior experience leading M&E department of successful international donor preferred.
Salary: Commensurate with qualifications and experience.
