Introduction

The U.S. Mission in Pretoria is seeking eligible and qualified applicants for a position of Voucher Examiner in the Financial Management Office (FMO).
Description
NOTE:  Applicants applying for VA 17-052 will be considered for VA 17-052 (T).  Therefore, applicants need only apply for one of these two VAs to be considered.
Basic Function of the Position:
The incumbent serves as a Voucher Examiner, examines the most difficult and complex multi-source funded contracts, grants, and cooperative agreement payment documents for goods and services relating to multiple agencies project/program, general activities, operating expenses, international and entitlement travel vouchers, and USDH benefit and allowance payments. This includes vouchers, invoices, advance request, and advance liquidations in US dollars and local currencies from multiple countries.  Provides support for Regional Southern Africa and its client Embassies (Botswana, Lesotho, Swaziland, Malawi and Zimbabwe).

Qualifications Required:
Applicants must address each required qualification listed below with specific and comprehensive information supporting each item.  Failure to do so may result in a determination that the applicant is not qualified.
  1. Education:
  • Successful completion of secondary school is required.
  • Two years college studies in accounting, finance, business or science is required.
  1. Work Experience
  • Minimum of two years of experience in payment processing, voucher examination, accounting, business, or science is required.
  1. Language:
  • Level 4 (Fluent) Speaking/Reading/Writing of English is required.  (This will be tested.)
  1. Skills and Abilities: 
  • Ability to identify applicable regulations, interprets complex and technical regulations, and applies these regulations to the voucher examination process is required.
  • Ability to read and interpret detailed technical regulations, guidance, and provisions of contracts/grants to make determinations, with minimal supervision is required.
  • Complete knowledge of voucher processing and examination procedures is required.
  • Basic familiarity with MS Word and Excel is required.  (This will be tested).
