POSITION: PHIA Interviewers and nurse interviewers (180)
REPORTS TO: PHIA Team Leader
LOCATION: All Districts, Lesotho
OVERALL JOB FUNCTION
Reporting to the PHIA Team Supervisor, the PHIA Interviewerwill be responsible for conducting interviews from selected households. The interviewer will ensure that he/she attains written consent from participants before taking part in the survey. Nurse Interviewers will collect blood samples from participants and perform different points of care tests, prepare and store the samples for transportation to the laboratory for additional testing.
DUTIES AND RESPONSIBILITIES:
• Visit identified Enumeration Areas (EA) and selected households according to LEPHIA sample design and as assigned by Team Leader.
• Conduct individual interviews by administering LEPHIA approved questionnaire.
• Obtain consent from all individuals interviewed, by using LEPHIA approved consent forms.
• Handle and fill in questionnaire through digital device (tablets), ensuring data is consistent across tables and that all interviews / tablets are adequately completed.
• Assure confidentiality of all information provided by survey participants.
• Study and understand all instruction included in the Interviewers Manual / LEPHIA Standard of Procedures
(SOP) and provided through training.
• Coordinate with the Team Leader on how to carry out the survey and to report daily work done.
• Inform the Team Leader of interviews completed and partially completed on a daily basis.
• Schedule and inform Team Leader of return visits for any incomplete interview.
• Provide referral to Care and Treatment and Social Services to all eligible survey participants.
• Collect, handle and assure safety of all material needed for field work
• Accompany Team Leader for community entry meetings
• Report any unanticipated incident to the Team Leader
• Additional duties for nurse interviewer:
- Conduct blood draw from eligible survey participants, both adult and children.
- Conduct points of care tests (HIV Rapid Test, CD4 count) within the selected household whilst maintaining confidentiality
- Safely store blood samples and assure timely transport to selected laboratories
MINIMUM QUALIFICATIONS AND COMPETENCIES:
• Bachelor’s Degree in Nursing or Diploma in General Nursing
• Bachelor’s Degree in Statistics/Demography/Economics or related field
• Previous experience as an enumerator / interviewer in any national survey like Demographic Health survey
(DHS) or Population and Housing Census is highly advantageous.
• Experience in counselling and testing is very advantageous
• Expertise to enter, transcribe, record, maintain data/ information in written or electronic forms.
• Basic understanding of technology such as mobile phones, tablets and computers.
• Strong interpersonal and communication (written and spoken) skills in English as well as Sesotho.
• Personable and able to build trusting relationships
• Able to elicit information without leading the interviewee
• Proven ability to obtain and maintain confi dentiality

ICT Officer, Maseru, Lesotho


In partnership with the Ministry of Health ( MOH) and the United States Centers for Disease Control and Prevention ( CDC), ICAP will provide substantial technical support for Population-based HIV Impact Assessments ( PHIA) in specific PEPFAR-supported countries. Each PHIA will define the status of the national HIV epidemic, guide allocation of resources based on evidence, and integrate capacity building of country stakeholders in the design, conduct, analysis, and use of PHIAs.
The MOH is planning to conduct a PHIA, with substantial technical support and involvement of CDC and ICAP, to estimate the population-level impact of the national HIV prevention, care and treatment programs in Lesotho. In addition to providing important programmatic information to the MOH and relevant stakeholders, this assessment of the national HIV program is of great value to HIV researchers and public health experts around the world.
Reporting to the Lesotho PHIA Project Director, the PHIA Project ICT Officer is responsible for in-country management, storage, and security of data, as well as other technical aspects of the population-based surveys conducted on tablets. Works to ensure delivery of clean, high-quality survey data and troubleshoot possible information and communications technology ( ICT) challenges during data collection.

Major Accountabilities
  • Attend in-country meetings on data management and security and facilitate consensus on data architecture plan

  • Troubleshoot platform-level technology issues that may arise with tablets under the guidance of the NY-based Data Manager and Regional ICT Specialist
  • Help identify and resolve potential connection issues with mobile operators using mobile data devices; help identify and resolve potential connection issues within the survey team (e.g., from tablets to a group router, from lab equipment to tablets, etc.); help troubleshoot database
  • Conduct daily data quality control checks under guidance of NY-based Data Manager and Regional ICT Manager
  • Provide remote technical assistance by phone or through remote access of tablets used during survey; provide in-person technical support on ad-hoc basis for field teams; provide technical assistance to MOH ICT team to obtain and maintain local copy of survey data
  • Install application updates under guidance of NY-based Data Manager and Regional ICT Specialist
  • Coordinate replacement of damaged or lost equipment; report and send damaged equipment for repair; control and maintain an active inventory of tablets and other ICT equipment
  • Troubleshoot basic network configuration issues on IP-enabled lab equipment; troubleshoot basic software issues for the satellite and lab databases; help troubleshoot any software and connectivity issues with PIMA machines and Alere server
  • Perform other related duties as directed
Education
  • Bachelor's degree in Computer Science, Information Technology, Informatics, Engineering, or related field
Experience, Skills, and Minimum Qualifications
  • Minimum two (2) years of related experience managing and working directly with health informatics applications and databases from large research studies

PURPOSE OF THE JOB
Reporting to Cluster Programme Managers in Botha Bothe, Leribe, Mohale Hoek District, the WASH Coordinator is the focal person for ALL water supply, sanitation and hygiene activities at the AP level and is responsible for supporting the AP in planning, organizing, implementing, monitoring and evaluating key WASH programmes that will lead to reduced prevalence of waterborne and water related diseases hence effectively respond to current drought situation.
MAJOR RESPONSIBILITIES
  • Build the capacity of the community through training on water, sanitation, hygiene, cross cutting and gender issues
  • Promote personal hygiene and safe environmental practices among communities and school children
  • Plan, organize and coordinate programmes for water supply at the AP level including rehabilitated water supply systems such as borehole. Facilitate the multiple uses of WASH approaches in AP such as Community Led Total Sanitation (CLTS)
  • Coordinate and check the works of Village Water and Health Committees Hygiene Promoters in the AP
  • Attend WASH quarterly review meetings and regular stakeholders meetings
  • Prepare monthly and end of project report
  • Prepare purchase request vouchers and submit for approval
Other Competencies/Attributes
  • Must be a committed Christian, able to stand above denominational diversities.
  • Attend and participate in daily devotions and weekly Chapel services.
  • Perform other duties as required.
Qualifications:  Education/Knowledge/Technical Skills and Experience
  • Educational level required: Minimum of a Diploma in Environmental Health, or Public Health, Water Engineering, Social Sciences, or first degree of any related field.
  • At least two years hands on experience in working with rural or peri-urban public health or livelihood programs, preferably related to community based rural development work.
  • Demonstrated experience in the field of Water, Sanitation and Hygiene Education and multiple uses of water.  
  • Good community participatory skills.
  • Experience in networking is necessary.
  • Experience in using Microsoft Office (Word, Access, Excel.)
  • Excellent skills in report writing.
  • Excellent communication and human relations skills.
  • Able to work with minimum supervision
Working Environment / Conditions
  • Work environment:  Office-based with frequent travel to the field (80% field work)
  • Travel:  20% Domestic travel is required.
