The European Central Bank (ECB) is seeking applications from leading senior professionals in academia, central banks and research institutions for the Wim Duisenberg Research Fellowship. Fellowship positions are awarded annually.
Successful candidates will be offered an assignment in the ECB’s Directorate General Research (DG/R) for a period of between two and eleven months.
DG-R contributes to the ECB’s monetary policy and its other tasks and functions by conducting economic research and providing research-based policy advice and analytical tools. In particular, DG/R conducts research in the fields of monetary economics, macroeconomics and finance, and develops, maintains and uses econometric models for forecasting and policy analysis.
The aim of the Wim Duisenberg Research Fellowship Programme, which was established in 2006, is threefold:
- promote policy-relevant research that meets the highest academic standards;
- offer research staff at the ECB the opportunity to gain exposure to, and experience in, the most recent advances in economic research;
- give prominent scholars the opportunity to gain an insight into the policy-making environment of the ECB.
Successful applicants will conduct economic research on issues of relevance to the ECB.
Qualifications and experience
Each selected candidate will hold a PhD from a leading university and have an outstanding publication record.
The programme is aimed at senior professionals from academia, central banks and research institutions. Candidates should be internationally recognised experts in their field of research who wish to take a period of leave or a sabbatical from their current place of work.
Research fellows will conduct their activities at the ECB’s premises in Frankfurt am Main and will be encouraged to interact with ECB staff members from both DG/R and other business areas. They will have access to the ECB’s library, and to the computing facilities and statistical data necessary to conduct their research successfully.
While at the ECB, research fellows will be expected to complete a research paper of a theoretical or empirical nature for presentation at internal seminars and external conferences, and for publication in the ECB’s Working Paper Series as well as a leading journal. A proposal for a research project must be presented by candidates as part of the application procedure.
Successful candidates will be offered a monthly allowance in line with the seniority of the described profile.

9. Prepares management accounts on a quarterly basis for presentation to the Finance and Audit committee.
10. Ensures continuous interaction with external Stakeholders in order to keep them informed on relevant matters pertaining to WASCO and also to resolve problems on time.
11. Monitors timely collection of debts, as part of the broad cash flow management process.
12. Harmonizes the operations and practices of finance and administration with those of other Divisions in order to improve efficiency within WASCO.
13. Participates in the WASCO policy formulation and strategic planning as a member of Senior
Management.
14. Provides leadership to the Division.
Qualifications & Experience
1. Chartered Accountant plus B-Com Degree or equivalent degree (e.g. Business Management with a strong Financial exposure)
2. A minimum of five years working experience in a similar role

Job Title: Director Finance
Reports to: Chief Executive
Key responsibilities
1. Develops and reviews financial, procurement and asset management policies and procedures in line with set standards and ensure compliance.
2. Advises the Chief Executive, the Board of Directors and other relevant Stakeholders on the management of WASCO finances and assets.
3. Coordinates the Company’s budget preparation and presents the budget estimates to the Finance and Audit Committee and the Board of Directors, annually.
4. Ensures that the statutory audit commences in
July and the Audited Financial Statements are approved by end of September, annually.
5. Periodically monitors that a comparison is made on rates offered by various banking institutions in order to facilitate selection of the best investment instruments.
6. Provides professional support and guidance to the Board, sub-committees of the Board and all divisions on financial issues.
