Job Description
Under the general supervision of the Returning Officer, the Voting Station Manager shall perform the following duties:
1. Supervise all activities connected with the voting station on voting day and during counting.
2. Oversees the balloting and counting of votes (ensuring adherence to procedures laid down by the Electoral Act and final Accuracy and confidentiality of the count)
3. Ensure that staff and voting station environment are managed effectively and efficiently.
4. Ascertain that election materials are in place at the voting station at least two (2) days before voting.
5. Ensure that electoral material roll back is properly done.
6. Perform any other duties assigned by the Returning Officer, which are related to electoral activities.
Job Specification
• First preference will be given to applicants who have registered in the constituency.

Main Purpose

The Commercial/Contracts Manager will play an important role in monitoring, driving, optimising and reporting the commercial and contractual performance of our projects and in the coaching and mentoring of new project managers on sound contract and cost management. Main Purpose

The Regional Consolidation Manager will be an integral member of the regional finance team reporting directly to the Regional Finance Officer based in Johannesburg and in close connexion with Consolidation Manager based in Geneva. The position will be responsible for the regional consolidation, preparation of external financial statements and various other monthly responsibilities.

Key Responsibilities

• Consolidating multiple entities in Oracle consolidation module, including all respective steps. 
• Month end close including analytical reviews, running and analysing cross-check reports etc. 
• Handling issues involving multiple currencies. 
• IC reconciliations process including strong understanding of the IC transactions types, system process, coordination and reports. 
• Review subsidiaries financials and flows.

Objectives

The Treasurer of the African Development Bank Group oversees the following critical functions: mobilize funds from capital markets for the Bank’s activities; develop investment strategies and manage the liquidity of the Bank Group; manage the banking relationships and effect payments authorized; and develop new financial products and provide related services in support of the Bank Group’s operational activities. Duties and responsibilities

Under the general direction of the Vice President - Finance, plans, directs, coordinates and supervises the work of the Treasury Department. Key activities are summarised below:
  1. Leadership and Supervisory Role: Provide strategic leadership and vision on all departmental activities.
  2. Financial Policies and Operating Framework: Review and implement all policies that pertain to borrowing and investment activities, and foreign exchange and interest risk management. Makes appropriate policy recommendation to the Asset-Liability Management Committee of the Bank (ALCO).
  3. Oversee the activities pertaining to the Bank’s borrowings in capital markets.
  4. Supervise the implementation of liability management activities.

Selection Criteria

  • At least a Master's degree in Finance, Economics Business Administration or related quantitative discipline
  • Preferably a minimum of ten (10) years of professional experience in international capital markets and fixed income products with at least 5 years at managerial level/leading a team, and knowledge of financial working of MDBs will be an advantage.
  • Ability to produce well-structured, actionable business documents and reports in English and/or French
  • Excellent communication and presentation skills in French and/or English, with working knowledge of the other language. English language skills should allow candidate to effectively interact with international investors

We are building a Programme Officer (Cash & Voucher) Talent Pool that will be comprised of highly competent professionals who can play a key role in helping achieve zero hunger. Strategic Purpose of the Function
Cash and vouchers are modalities that allow beneficiaries to gain access to food items in the marketplace. These transfers can either be conditional (impose requirements on beneficiaries, such as participation in work, training or school attendance), or unconditional (meaning there are no demands for use but the assumption is that the cash/vouchers will be used for food purchases). After four years of piloting cash and voucher (C&V) transfers at the country–office level, the Cash-for-Change initiative was started early in 2011 to enable WFP to integrate food, cash and voucher transfers into its food-assistance toolbox so that appropriate combinations can be provided to address particular beneficiary needs.
Job Purpose
Depending on the size and the needs of the office or unit and in line with the Cash and Voucher Corporate Business Model, the Programme Officers (Cash & Voucher) are responsible for the overall cash and voucher programme management, which includes design, implementation and monitoring of programmes and activities. They assess the need for food assistance in emergency and refugee/displaced person situations and draw up plans for timely arrival of either food or cash and vouchers in coordination with government and other donors. They operate with minimal supervision, and provide guidance to junior staff to ensure that operation and project objectives are achieved.
Key Accountabilities
· Design and manage the implementation and monitoring of cash and voucher projects, with cash component as well as emergency cash/voucher relief transfers in response to emergency response, food security and nutrition crisis, in line with the new Cash and Voucher corporate business model.
· Coordinate and manage technical implementation and evaluation components of the Government funded projects (trust fund) “Cash assistance to most vulnerable households” to compare different transfer modalities: cash-for-work vs. food-for-work, and unconditional/conditional cash and food transfers.
· Coordinate the implementation of mandatory sectorial assessments, cost-effectiveness and risk analysis prior to a cash or voucher intervention, prepare concept papers, and other preliminary work that will guide the eventual choice of best transfer modality for operations, ensuring compliance with WFP corporate policy and strategic objectives.
· Liaise with different units (Logistics, Procurement, ICT, Finance, VAM), to ensure coordinated preparation and implementation of cash or voucher based projects.
· Coordinate regular collection of market prices and closely monitor effects on local and regional markets in the respective areas of operation.
· Participate in the design of disaster risk reduction activities, develop partnerships with NGOs, Government and donors.
· Develop the performance framework and identify key monitoring and evaluation indicators in collaboration with WFP’s vulnerability assessment monitoring unit. Participate in the design of the monitoring systems and coordinate its’ establishment and implementation.
· Draft and share Standard Operating Procedures for the implementation of the Cash and Vouchers Programmes for prospective staff members and cooperating partners;
· Provide technical support, training and guidance to WFP programme staff and cooperating partners.
· Liaise with Finance unit to ensure the partner’s payments are processed in time and work in identifying areas of improvement for the cash and vouchers payment process.
· As required, identify opportunities to link the Cash and Voucher distribution modalities and create synergies with other programme initiatives.

Qualification Requirements
Education:

This job combines two separate but inter-related functions: monitoring and evaluation (M&E). In WFP M&E involves the collection and analysis of indicator achievement data in relation to outputs, outcomes, processes and cross-cutting concerns such as gender and protection. At the country office level, monitoring is a managerial function encompassing the collection and review of project level information to know how an operation is proceeding and what aspects of it, if any, require adjustment. This job in WFP is also responsible for the conduct of project level ‘Reviews’ and decentralized evaluations, which entail a more in-depth assessment than is expected during on-going monitoring. The key objective of monitoring and project reviews is to provide quality evidence on achievement of results in order to inform operational decision making and quality reporting. Evaluation provides periodic, independent evidence of results and analysis of the factors influencing them in order to improve performance and for accountability.
Job Purpose
· P2 level: Monitoring & Evaluation Officers at the P2 level are part of a team where senior support is readily available and supervise a small number of junior staff to ensure that activities and project objectives are achieved in full. They support monitoring and evaluation activities within a country of field office, ensuring that WFP programmes generate quality evidence on the outcomes and effects of WFP’s food assistance activities on the lives of beneficiaries with which to inform operational decision making and strategic reorientation.
· P3 level: Monitoring & Evaluation Officers at the P3 level are found in an environment where the complexity of food assistance programmes is high (e.g. greater security risks, wider range of programmes, higher levels of partnership working) and are often required to lead and motivate a team. Shipping Officer - World Food Programme (WFP)


The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. The mission of WFP is to end global hunger. We are building a Shipping Officer Talent Pool that will be comprised of highly competent professionals who can play a key role in helping achieve zero hunger. All applicants will go through a comprehensive selection and assessment process to demonstrate their technical and organisational capabilities and the potential to grow and work across different field locations. Successful applicants will remain in the Talent Pool for 12 months, and can be considered for short or long-term international professional employment opportunities at entry and mid-management levels (P2, P3 and P4), in Country Offices, Regional Bureaux and Headquarters.
Strategic Purpose of the Function
The WFP Ocean Transportation Service provides timely and cost-efficient ocean transportation services to WFP Country Offices to meet programme needs. The Shipping Service is responsible for managing transportation by liner or charter vessel. Working with a network of freight forwarders, ship brokers and ships agents, WFP in 2013 moved cargo from 60 load ports to 75 discharge ports across five continents, shipping two million metric tonnes in support of emergencies and on-going programmes.
Job Purpose
· P2 level: Shipping Officers at the P2 level operate with a high degree of independence, to ensure effective shipping operations and are heavily involved in day–to-day activities and analytical work. They contribute to daily planning and coordination of WFP shipping operations including monitoring of services provided by contracted external organizations to ensure cost-effective operations and that set objectives are achieved in full.
· P3 level: Shipping Officers at the P3 level operate in a specific area of shipping, have wide responsibilities and make significant contributions to ensure effective shipping operations. They provide guidance to junior staff and support their learning and development needs. They plan and coordinate WFP shipping operations including the activities and services of external contracted organizations to ensure the provision of cost-effective shipping services and that set objectives are achieved in full.
Qualification Requirements
Education:
· Advanced University degree in Transport Economics, Supply Chain, Shipping, Logistics or other relevant field, or First University degree with relevant logistics qualifications or two additional years of logistics experience in port, freight forwarding and shipping operations from the minimum experience requirement stated below.
Experience:
· P2 level: At least three years of postgraduate progressively responsible professional experience in the relevant field.
· P3 level: At least five years of postgraduate progressively responsible professional experience in the relevant field.
Functional Capabilities*(scope of capabilities will vary by grade level)*:
· Supply Chain Management and Optimization for Shipping - Identifies opportunities for improved coordination and appropriately engages with upstream and/or downstream actors to solve bottlenecks. Demonstrates an understanding of industry Supply Chain best practices to establish a continuous process of optimization and improvement.
· Planning, Project & Resource Management - Demonstrates the ability to design and manage the full lifecycle of project management, including planning, engaging with partners and key stakeholders, budgeting, strategically allocating material and human resources, implementation and reporting.
· Information Management & Reporting - Ability to proactively identify gaps in information and findings, analyse and evaluate information, develop statistics, and translate into information management products to facilitate decision making and demonstrate performance.
· Shipping Market Analysis, Contracting & Operational Execution - Utilizes market research and analysis to negotiate and conclude large contractual agreements with third parties; manages implementation with commercial actors in a way that mitigates risk, incentivizes optimal performance, ensures close coordination with other actors and achieves defined goals.
· Shipping Performance Monitoring & Quality Control - Develops and enforces standards within own region/ transportation modality that ensure all shipping processes are carried out in accordance with quality standards and minimize losses.
· Specialized Technical Knowledge in Shipping - Demonstrates ability to contribute to advancements in the field of sea-based supply chain management and on-time delivery of shipments to beneficiary regions through effective utilization of WFP’s extensive network of ports, vessels, and service partners.

· Experience in commercial or government transportation sectors.
· Experience in determining with Country Office and other Supply Chain actors best shipping modality/timing and liaising with agents and suppliers to ensure cargo readiness.
· Experience in managing network of freight forwarding and charter protecting agents at load and discharge ports.
· Experience in managing the discharging operations for chartered vessels and the contracting of stevedoring services.
· Experience in negotiating and concluding ocean transportation contractual arrangements with commercial shipping lines and ship owners.
· Experience in supervising professional/national staff.
