The LHDA Board is currently looking for suitably qualified and experienced individuals to serve in LHDA Sub-Committees, in the portfolios of Human Resources, Operations and Maintenance, Sustainable Development, Technical and Audit and Risk Management, for an initial period of three (3) years.  Membership may be extended for a further term.

Members of the Sub-Committees are required to assist the LHDA Board of Directors and LHDA in meeting the Treaty obligations relating to the delivery of water, generation of hydro-power and discharge of social and environmental responsibilities in an efficient, sustainable and cost effective manner.

Overview

Lesotho has the highest TB incidence rate in the world at 852 per 100, 000 and has the second-highest HIV prevalence rate of 25% among 15-49 age group. Three out of four people diagnosed with TB have HIV, and only one in two people estimated to have TB disease are diagnosed(case detection rate of 49%) a clear evidence of the need for intensified efforts to find people living with TB so that they may access lifesaving treatment.

SUMMARY: CID-LINK

In October 2011 PSI Lesotho launched the Testing and Referral Gateway for Enhanced Sustainability (TARGET) Project funded by Centre for Disease Control (CDC). This project contributed directly to Lesotho’s National Multi-Sectoral HIV Prevention Strategy, by reducing the impact of HIV and AIDS in Lesotho by deploying evidenced-based sexual and biomedical prevention programs. TARGET used innovative strategies to provide confidential, community HIV testing and counselling services (HTS). TARGET came to an end on 31 March 2017.Under the same scope of work, with emphasis on case identification, linkages to care and treatment and index testing model, PSI under new project “CID-LINK” will continue with the same mission

Under the new project “CID-LINK”, the incumbent will offer high quality HIV Testing Services (HTS) to the Lesotho public according to established counseling protocols, policies and guidelines. This position is based in the 5 PEPFAR supported districts(Leribe, Mohale`s Hoek,

Mafeteng Maseru and Berea) and reports to Senior Counselor with dotted line to HTS Coordinator.

ROLES & RESPONSIBILITIES:

Responsibilities include, but are not limited to:

Provide HIV testing and Counseling sessions as per counseling protocols and guidelines.
Provide supportive counseling to HIV positive clients
Assist clients in the selection of appropriate community support through referrals
Data entry of confidential client information
Conduct client satisfaction surveys, as requested by Senior Counselors
Take part in community ARV initiation during outreaches and at the site

Nurse Counselor

The purpose of the position is to ensure effective and efficient HTC in order to ensure that PSI fulfills its obligations in the provision of high quality HTC and clinical assessment services to children under 14 years through index tracking and testing and community based testing of children at high risk.

The placement of these positions will be determined by the scope of work at any given time and may change from district to district and supervises Nurse Cousellors selected to carry out HTC and clinical assessment for children less than 14 years.

The positions report directly to the Senior Nurse.

ROLES & RESPONSIBILITIES:

Responsibilities include, but are not limited to:

Provide supervisory support to nurse assistants through de-briefing sessions and ongoing support and advice, including the use of the counseling quality assurance tool, national guidelines and protocols
Supervise HTC and clinical activities to be performed by PSI nurse assistants within the team
Provides the package of services as determined by PSI
Conduct pre and post-test counseling sessions as per counseling protocols
Provide supportive counseling to HTC clients
Maintain staff scheduling to ensure that sufficient number of staff is on duty as per planned daily activities
Provide training assessments, on-the-job training of nurses (newly recruited, temporary, and volunteers) mentorship and ongoing technical assistance and support on HTC and clinical care to ensure efficient and consistency of practice.

Government of Lesotho Jobs - Ministry of Finance , July 2017


Background: The Government of Lesotho (GoL), through the Ministry of Finance entered into an 18 year Public Private Partnership Agreement with Tsepong (Pty) Ltd on 27th October, 2008. The Agreement was for Tsepong to design, construct, finance, equip and manage the new national referral hospital, Queen ’Mamohato Memorial Hospital (QMMH). Tsepong also renovated the existing two filter clinics, Mabote and Qoaling and re-constructed Likotsi filter clinic. The main objective of the PPP project was to improve the quality and efficiency of public health services in the country. QMMH is a 425 bed capacity hospital, comprising of 390 public beds and 35 private beds.

The PPP project represented a significant shift in the role of Government in provision of tertiary health care services: The Government has become a purchaser of tertiary health services rather than a provider. With this shift, the Government does not only need to depend on the third party performance reports, but also needs to closely monitor the performance of Tsepong in order to ensure value for money and provision of quality health care services to the nation.

Clinical Services & Quality Assurance Advisor:

The Clinical Services & Quality Assurance Advisor shall ensure that the clinical service levels specified in the PPP Agreements are accurately monitored and reported. This will involve direct clinical monitoring on behalf of the MOH and undertaking reviews of third party monitoring reports.

Further the Clinical Services & Quality Assurance Advisor Consultant will be required to mentor and develop a permanent Clinical Officer and shall set up and execute a mentorship plan with milestones and deliverables containing assessment checkpoints and key success indicators to ensure that the skills transfer takes place in an orderly, controlled and measurable process.

Duration of the Position: The term of appointment will be 1 year on a part-time basis, two weeks per month. At the end of the first year the consultant is to conduct two follow up visits over the second year for one week at a time.

Qualifications and Experience:

• A Bachelor of Medicine, Bachelor of Surgery Qualification (MBChB, MBBCh or equivalent) preferably with specialty in hospital management or public health; • At least 10 years of clinical experience in general management and health system management.

 Contracts Manager Consultant:

The role of the Contract Manager Consultant requires a comprehensive understanding of concession contracts and specifi cally a detailed contractual understanding of the National Referral Hospital PPP Agreement currently in place and any other designated PPPs and or contracts in the MOH.

The Contract Manager Consultant will be required to mentor and develop a permanent Contract Manager and shall set up and execute a mentorship plan with milestones and deliverables containing assessment checkpoints and key success indicators to ensure that the skills transfer takes place in an orderly, controlled and measurable process.

Duration of the Position: This is a temporary assignment and the successful candidate will be appointed under 18 months contract.

Qualifications and Experience:

• Appropriate tertiary qualifications (Postgraduate Degree in Business or Finance) with 10 years’ relevant experience;

• Familiarity with the relevant clinical standards and an understanding of a range of medical equipment and procedures within the hospitals and other health facilities in Lesotho and any associated referrals procedures.

CARE USA is calling for applications of Technical Advisors for an anticipated USAID Bureau for Food Security project, “Advancing Women’s Empowerment." This procurement is expected to result in a five-year project in the $10-$25-million range and is expected to be released in August 2017.
Required Skills and Experiences:
· Bachelor’s degree or higher in a relevant field
· Minimum of 6 years of progressively responsible experience in the international development arena in either gender and women’s empowerment or food security, agriculture, and livelihoods

BACKGROUND
General Objective
The general objective of the SADC programme under the APSA is to complement the SADC effort in implementing its peace and security agenda and ensuring political stability through preventive, management and resolution of potential and prevailing crises and/or disputes.
Specific Objectives
The specific objectives are aligned to the budget component and SADC Corporate Plan. Accordingly, the specific objectives for the Financing Contribution Agreement are:to ensure continuous operations of the SADC Liaison Office to the African Union;
    1.    policy development and validation aimed at ensuring collaboration and coordination with the continental early warning systems as well as undertaking regional assessments.
    2.    Reinforce proper management of financial resources availed through the APSA III Support Programme and facilitate the work of the Directorate of the Organ and Planning Element of the SADC Standby Force;
    3.    Complement SADC resources earmarked for training of specialized personnel in planning and conduct of peace support operations;
    4.    Complement SADC capacity in coordinating regional and continental peace and security challenges in pursuance of the Africa’s ultimate goal of creating a development conducive environment;
    5.    Whereas SADC has provided the Directorate of the Organ and SADC Standby Force Planning Elements with basic operations equipment more is needed to ensure full operations and prosecution of SADC’s peace and security agenda. The APSA Support Programme will support the acquisition of equipment and some consumables while on missions related to preventive diplomacy and conflict/crises prevention.
It is following this background that SADC Secretariat wishes to invite suitably qualified, experienced citizens of SADC to apply for the following positions, tenable at its Headquarters in Gaborone, Botswana: 
(I)         PROJECT MANAGER

Purpose

The Project Manager is expected to perform inter alia, the following tasks:
  1. manage and coordinate all APSA III project activities and administrative matters relating to the implementation of the APSA III Programme;
  2. establish related operating and project management procedures; 
  3. prepare tender and other procurement documentation;
  4. establish robust programme monitoring and evaluation systems;
  5. drafting and preparation of formal reports and ad hoc reports as required by the Director of Organ and ICP partners;
  6. responsible for the planning of project technical activities and ensuring that all the planned technical activities are executed efficiently through timely mobilisation and utilisation of resources within the framework of the APSA support programme;
  7. will be required to work closely with other experts in the Directorate and the SADC Liaison Office to the African Union in anticipating/identifying potential problems / obstacles that may arise; and
  8. take appropriate actions to resolve these so that the programme runs as smoothly as possible and priority objectives are achieved.
(II)        FINANCE OFFICER
The specific objectives are aligned to the budget component and SADC Corporate Plan. Accordingly, the specific objectives for the Financing Contribution Agreement are:
  1. to issue annual budget guidelines, supports and coordinate the budgeting process and consolidates the annual budget with the objective of controlling the budgeting process;
  2. to issue medium term expenditure guidelines, supports and coordinates the medium term expenditure planning process and consolidates the medium term expenditure statement with the objective of controlling the process;          
  3. to produce programme annual financial statements meeting statutory reporting objectives and standards and approve audited financial statements;
  4. to review and propose changes to financial regulations and procedures, budgeting systems, process manuals with the objective of enhancing corporate governance, accountability and transparency;
  5. to review extra-budgetary submissions with the objective of enhancing budgetary control;
  6. to review general ledger accounts and subsidiary ledgers to supporting schedules, enforce compliance with monthly accounting timetable and reviews monthly trial balance and produce management accounts;
  7. to coordinate the audit of the APSA III Programme with the objective of ensuring efficient and effective audit process and oversee implementation of improvements on accounting and budgeting as stipulated in management reports;
  8. to coordinate budgetary control and ensure that adequate budgetary processes are adhered to;
  9. to manage the payroll process in accordance with contractual obligations and APSA III Programme Administration rules and procedures;
  10. to undertake corporate creditors management activities with the objective of minimizing risk of exposure.
  11. to prepare project audited financial statements prior to their submission to donors
