Organizational Setting

The objective of the Department of Nuclear Energy is to foster the efficient and safe use of nuclear power by supporting interested Member States in improving the performance of nuclear power plants, the nuclear fuel cycle, and the management of nuclear wastes; in catalysing innovation in nuclear power and fuel cycle technologies; in developing indigenous capabilities for national energy planning; in deploying new nuclear power plants; in preserving and disseminating nuclear information and knowledge; and in advancing science and industry through improved operation of research reactors.

The Nuclear Knowledge Management Section assists Member States by developing methodology and guidance documents in nuclear knowledge management; implementing KM initiatives; facilitating sustainable education, training and information exchange in nuclear science and technology; and assisting Member States in maintaining and preserving nuclear knowledge.

Main purpose

The Knowledge Management Specialist builds on experience with knowledge management issues in the nuclear sector, with respect to the entire nuclear life-cycle, including decommissioning, radiation waste management, and environmental remediation, and supports development/implementation of Knowledge Management (KM) methods, including the development of sustainable knowledge management systems and processes to capture and manage nuclear information and resources based on Member State needs.

Role

The Knowledge Management Specialist is: (1) a technical project manager, developing and implementing knowledge management guidance, approaches and systems for managing nuclear knowledge; (2) an expert team member, providing analysis, developing information system/process requirements, solutions, and resources, and; (3) a scientific secretary, providing coordination of initiatives, meeting, workshops and communication between IAEA experts, Member State counterparts, and other external partners/stakeholders.

Partnerships

The Knowledge Management Specialist works closely with the staff of the Nuclear Knowledge Management Unit and other staff of the Department of Nuclear Energy and other Departments as needed. He/she organizes and/or participates in meetings with representatives of Member States' nuclear organizations and their staff to identify and assist with their needs and interests in nuclear knowledge management. He/she will develop strong working relationships with other units and sections to plan and lead the implement projects and initiatives in the knowledge management area.

Functions / Key Results Expected

  • Coordinate initiatives with/for Member States to enhance systems related to nuclear knowledge management, as well as their implementation and operation.
  • Lead the maintenance and update of the Knowledge Management Unit online resources/repositories and networks.
  • Develop requirements based on stakeholder involvement for the development/implementation of knowledge organizational systems and platforms.
  • Develop nuclear taxonomies and classification systems, including subject analysis and identification of metadata.
  • Lead the development of guidance and best practice documents in knowledge management.
  • Facilitate the implementation of KM guidance in Member States, as well as the formulation of rationales, priorities, objectives, outcomes and performance indicators for the subject area, and review performance.
  • Initiate, plan and conduct technical meetings for Member States to review and discuss the status and progress achieved in the area of nuclear knowledge management.
  • Undertake studies and comparative assessments of various nuclear knowledge management strategies and approaches.
  • Establish new partnerships, knowledge sharing networks, etc. with organizations in Member States with a view to promoting nuclear knowledge education, training, knowledge preservation and enhancement.
  • Develop and deliver appropriate training packages and briefings on knowledge management.

Knowledge, Skills and Abilities

  • Extensive knowledge of the nuclear field with significant experience and expertise in nuclear life-cycle, including decommissioning, waste management and environmental remediation.
  • Basic knowledge of the core business of the IAEA.
  • Analytical thinking and decision-making: Ability to analyse complex situations, grasp the critical aspects, and make timely and firm decisions based on sound judgement.
  • Openness and innovation: Ability to demonstrate openness and flexibility and to respond positively to change. Ability to identify areas for improvement and to generate new ideas to enhance efficiency and effectiveness.
  • Excellent communication skills: Report writing, editorial and presentation skills.
  • Good interpersonal skills to deal effectively with experts and national counterparts and to work in a multicultural environment with respect and sensitivity for diversity.
  • Teamwork: Ability to work collaboratively with colleagues to achieve organizational goals.
  • Proven Project Management skills and technical programme leadership experience and expertise.

Education, Experience and Language Skills

  • Advanced university (or equivalent) degree in nuclear engineering or natural science/technology.
  • Minimum seven years working experience in nuclear sector with demonstrated successful track record of efficient and effective handling of knowledge management related projects in scientific and technical environments.
  • Experience in advanced information services, in data quality evaluation and in subject classification; detailed knowledge in organizing information resources.
  • Experience in project management, including in information management and knowledge management project coordination.
  • Experience in designing, planning and implementing training courses.
  • Experience in leading multicultural and multidisciplinary teams.
  • Experience and/or knowledge of the nuclear life-cycle, including decommissioning, waste management and environmental remediation.
  • Excellent knowledge of both spoken and written English. Knowledge of another official IAEA language (Arabic, Chinese, French, Russian, or Spanish) an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $67 611 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $38 673*, dependency benefits, rental subsidyeducation grant,relocation and repatriation expenses; 6 weeks' annual vacation, home leavepension plan and health insurance.
