LESOTHO CCM EXECUTIVE SECRETARY POSITION
The Global Fund to Fight AIDS, Tuberculosis and Malaria was established to dramatically increase resources to fight three of the world’s most devastating diseases, and to direct those resources to areas of greatest need. As a partnership between governments, civil society, the private sector and affected communities, the Global Fund represents an innovative approach to international health financing.
Lesotho Country Coordinating Mechanism (LCCM) was established to attract funds from the Global Fund for HIV and AIDS and Tuberculosis programmes and coordinate, monitor, evaluate and support the implementation of the Global Fund grants in Lesotho. LCCM is an overall guiding body for the use of Global Fund resources in Lesotho. The LCCM is composed of 30 members that represent the broad participation of all levels of society namely: People Living with HIV and AIDS, public and private sectors, civil society, academic and research institutions, religious/faith based organizations, multilateral and bilateral agencies and others.
Under the leadership of LCCM Chairperson, the LCCM Secretariat is in charge of the day-to-day operations of CCM, including liaising between CCM and CCM members, the Global Fund Secretariat in Geneva and the Principal Recipients, organization of CCM meetings, and sharing of CCM information with CCM, none CCM stakeholders and the public through various forums.
Job Description
Under the leadership of LCCM Chairperson or/and Vice Chair, the LCCM Executive Secretary is responsible for the overall day-to-day operations of the LCCM Secretariat;
Responsible for liaising between LCCM members or CCM technical working committees, the Global Fund Secretariat in Geneva, the Local Fund Agent (LFA) and the Principal Recipients;
Makes arrangements to convene the LCCM plenary meetings, and prepares relevant documents;
Makes arrangements to convene the national stakeholders to engage in the country dialogues for the development of the Concept Note or national proposals to the Global Fund.
Manages Documentation (meeting minutes, documents, and correspondence);
Responsible for preparation of some of the content and review of the content prepared by others for publication on the Global Fund website regarding the LCCM and the Global Fund projects;
Carry out other functions as specified in the LCCM Secretariat Terms of Reference or as determined by the LCCM Chairperson
Liaises with the organisations of the People living with HIV and AIDS, public and private sectors, government, academic institutions, bilateral and multilateral agencies, civil society and religious fraternity.
Issue public announcements of calls for proposals.
Convene and facilitate the Constituency engagement meetings in order to keep the relevant stakeholders informed about the LCCM issues.
Carries out other functions as determined by the LCCM, or LCCM Chair and Vice-Chair.
Recruitment Qualification
Bachelor’s degree in social science and/or public health orientation desirable
At least three years in a senior management position in Government, Private Sector or Civil Society
At least five-year experience in programme management development
Computer skills essential – experience in the use of Word, Excel, E-mail and Internet
Experience in process management, stakeholder management, networking and organization of policy level meetings
Knowledge and skills
Ability to supervise and train others including staff and organizational stakeholders
Proven ability to communicate and interact with high-level officials from the government, local and international NGOs, the private sector and development partners.
Exceptional communication; writing and editing abilities
High degree of organization and initiative
Demonstrated experience in management, finance and leadership in the operation of programs preferably in the health sector
Good understanding of knowledge of the public health, public policy or social aspects of AIDS and TB will be preferred.
Superior presentation and facilitation skills
Ability to develop effective partnerships with multiple constituencies
Experience in basic financial management
Self-motivated without need for daily oversight
Ability to work under pressure and tight deadlines
Sound understanding of performance based funding
Treat others with respect, and develop effective networks
