Head of Financial Stability Division – Ref: HFSD

The Head of Financial Stability Division is responsible for development and implementation of policies associated with the Central Bank of Lesotho’s mandate to safeguard financial stability.

Areas of Responsibility include:
• Developing and Implementing the Bank’s Macroprudential and Crisis Management and Resolution Policies
• Assessing resilience of the financial sector by conducting stress tests and using other relevant analytical tools
• Identifying and analysing potential threats to financial stability as well as Monitoring financial markets, institutions, and structures
• Assessing and recommending policy alternatives to address identified threats
• Preparing and publishing the Bank’s Financial Stability Report (FSR)

Candidate will have to:
• Formulate the Division’s goals, objectives and operational plans in line with the Bank’s Corporate Plan; coordinate and consequently monitor and report implementation of the plans and budget;
• Prepare annual performance plans and carry out annual performance appraisal for the FSD staff;
• Lead and oversee the Financial Stability Division to ensure its staffing, professional training, skills and morale are maintained at a level which efficiently achieves the Bank’s objectives;
• Prepare policy advice, research material and other information relevant to the Governor’s role as chairperson of the Financial Stability Committee (FSC);
• Promote and maintain relationships with other departments/divisions within the Bank, chief executives of regulatory authorities, financial institutions, government departments, other central banks and international organisations;
• Ensure that the Bank is appropriately represented in relevant forums both domestically and internationally;
• Review and submit periodic reports to Management in relation to implementation and effectiveness of various financial stability policies, research activities and risk management standards;
• Research and respond to emerging issues in the financial stability arena and disseminate information to appropriate audiences;
• Co-ordinate the process of systemic recovery and resolution planning;
• Perform any other duties as may be assigned by the Governor.

All candidates wishing to apply should have the above stated behavioural competences and the following qualifications and experience to be considered at least:

• Minimum requirement is a Master’s degree in any one or more of the following:
• Accounting, Economics, Finance or equivalent professional qualification and seven (7) years relevant experience in a banking environment of which three
(3) years is at senior managerial level.
