    Context
    Under the direct supervision of the Regional Director (RD) for Southern Africa in Pretoria, the successful candidate will be responsible for coordinating and implementing IOM programmes/projects in Lesotho, and for maintaining effective work relationships with the Government of Lesotho (GOL) and other partners and stakeholders.
    Core Functions / Responsibilities
    • Maintain contact with governmental authorities, donors, international organizations, nongovernmental organizations and other partners as well as the media, in order to expedite and coordinate project implementation, meet targets and advance IOM activities.
    • Support the RD and Regional Programme Coordinators in the implementation and coordination of projects as well as other operational activities in cooperation with national and international authorities. Monitor programme implementation, identify problems and propose corrective action to expedite delivery. Inform project participants about logistical arrangements and internal procedures for monitoring and reporting in terms of the immediate objectives of specific projects.
    • Ensure compliance of the Office with IOM administrative and financial regulations and established procedures. Control and manage administrative and budgetary matters and the financial resources of activities in Lesotho. Monitor the situation of resources as compared to planned and budgeted activities and recommend remedial action if necessary. Draft project revisions and project budget adjustments on the basis of changed work plans. Supervise support staff in the Office.
    • Participate in various meetings, conferences and seminars led by GOL and relevant UN working and coordination groups.
    • In collaboration with relevant authorities, identify, propose and participate in the development of new projects. Draft sections of project documents and proposals. Contribute to fund raising efforts following established and corresponding strategies and plans.
    • Ensure the application of monitoring mechanisms particularly with respect to impact and progress of projects in the country.
    • Liaise regularly with the Regional Office, as well as relevant IOM HQ Departments and Divisions there under, for progress updates and exchange of information.
    • Supervise and provide guidance to assigned and delegated project staff during project implementation and initiate the recruitment of additional staff members as required.
    • Prepare regular progress and status reports and updates, briefings and background information requested by the Regional Office and HQs, the Government of Lesotho, and other entities. Draft comments on aspects of project progress as an input to programme monitoring.
    • Perform such other duties as may be assigned.
    Required Qualifications And Experience
    Education
  • Master’s degree in Social or Political Science, International Relations, Development Studies, Law or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.
  • Experience
  • Experience in project management and project development;
  • Experience in facilitation of events and liaison with governments, UN agencies and international cooperating partners;
  • Knowledge of migration issues and context within Lesotho and in Southern Africa desirable;
  • Knowledge of the IOM Project Development and Implementation procedures is a plus;
  • Previous working experience in Africa is an advantage.
  • Languages
    Fluency in English and French is required.
