Proposal Objective:
Social Impact is pursuing the upcoming five-year approximately $10-25 million Monitoring, Evaluation, Learning and Knowledge Management Indefinite Delivery Indefinite Quantity (IDIQ) Contract for USAID/Southern Africa. The goal of this mechanism is to create a central platform for procurement of support services that will strengthen, support and facilitate USAID’s Monitoring and Evaluation; Collaborating, Learning and Adapting; and Knowledge Management practices and approaches within USAID Missions and in USAID activities across Southern Africa. The platform will provide technical support as follows:
  • Monitoring Services
  • Evaluation and Assessment Services
  • Collaborating, Learning and Adapting Services
  • Knowledge Management Services
Position Description:
Social Impact is seeking a full-time Lead Learning Expert to propose on our team and provide technical support to the eventual Monitoring, Evaluation, Learning and Knowledge Management Indefinite Delivery Indefinite Quantity (IDIQ) Contract. This position will be based in South Africa on a full-time basis throughout the five-year duration of the contract. The anticipated start date is September 30, 2017.

Responsibilities:
The Lead Learning Expert will be responsible for providing leadership to the following expected services:
  • Strategic communications, including producing publications and organizing public events with partners and other stakeholders.
  • Learning for adapting functions and tasks, including facilitating regular meetings, compiling lessons learned, sharing relevant information to USAID and other stakeholders, and documenting processes.
  • Stakeholder engagement, including facilitating workshops and stakeholder buy-in activities.
  • Business process re-engineering, including assisting in negotiating change management around monitoring, evaluation and learning related issues.
  • Facilitation, including facilitating processes and workshops; facilitating learning, collaboration and coordination among implementing partners and other collaborators with the greatest impact on results; producing reflections on the implications of new learning; developing product plans for adapting programs accordingly; establishing a network of key stakeholders and organize periodic, appropriate opportunities for USAID to interact with them based on strategy implementation and evidence-based experience.
  • Analyses and assessments, including conducting other analyses and assessments; creating contextual design and diagnostic assessments and baselines; creating thematic literature reviews, feasibility studies and evidence gap maps; identifying gaps through research and experiential knowledge sharing, systematic reviews and rapid evidence assessments; reviewing primary and secondary data analysis to inform project design including scenario planning, sectoral and cross cutting assessments and situation assessments; and utilizing quantitative and qualitative methods.
  • Internal change management for collaborating, learning and adapting, including assisting core USAID leadership staff to communicate a consistent message and develop appropriate incentives to advance learning and organizational development; conducting analyses of organizational culture and time management studies to illuminate opportunities for making advances in collaborating, learning and adapting and provide a baseline for tracking organizational learning and change; proposing agendas for and facilitate sectoral portfolio reviews to identity areas of need, common learning needs, etc.; and documenting and disseminate collaborating, learning and adapting in action examples of best practices and success stories.
  • Collaborating, learning and adapting in Country Development Cooperation Strategy and Regional Development Cooperation Strategy implementation, including developing learning agendas based on key strategy documents to identify key questions and critical knowledge gaps that need to be addressed (this will inform distinct levels of program, project, and activity design, indicator choices, target setting, and potential future adjustments in implementation); consulting with implementing partners and other USAID stakeholders to better understand design, causal pathways, and implementation conditions underlying promising program results; serving as facilitator and assist with knowledge capture and sharing between USAID staff, implementing partner staff and other stakeholders; and establishing and facilitating advisory council to provide informed advice and constructive suggestions to USAID technical specialists on program performance and development context.
  • Coordination and collaboration, including exploring and establishing working relations with well-known, reputable organizational research and consulting entities for collaboration and sharing of organizational management, learning and performance knowledge (researched and tacit), effectively creating learning program partnerships.
  • Ensure that short- and long-term learning team members recruited under this contract are of a high caliber and possess the required technical expertise.
Qualifications:
  • Undergraduate degree or higher in field related to organizational learning or development assistance such as public, business or development administration; knowledge management; political science; economics or development studies.
  • Minimum of seven years of demonstrated experience in strategic planning, project design, learning and knowledge management, including experience in applying learning to improve development programs and systems change for adaptive management of development organizations or agencies.
  • Previous work experience in Southern Africa region.
  • Fluency in written and oral English required.
