3.RESPONSIBLE TO: Chief Executive
SUMMARY:
The Monitoring and Evaluation Officer is responsible to the Chief Executive for the efficient management and administration of LPPA’s Monitoring and Evaluation section. The M&E is responsible for all LPPA research, monitoring and evaluation activities as well as ensuring that the work of the section is carried out to a high professional standard and in accordance with the overall mission and objectives of LPPA.
MAIN DUTIES
Develops and strengthens monitoring, inspection and evaluation procedures
Monitors all project activities, expenditures and progress towards achieving the project output.
Monitors and evaluates overall progress on achievement of results
Provides feedback to the Chie Executive on general program performance.
Keeps abreast of developments in grant/program changes and progress in order to advise and recommend tools and strategies to increase program performances and results
Identifies strengths and weaknesses in existing data collection and management systems and propose solutions along with the Program Director
Performs regular field visits to ensure the quality of data collection by Programs and to verify the accuracy of reported data.
Supports the Programs to ensure that donor, partner, and Senior Management data queries are addressed in an accurate and timely manner
Assists Program in establishing log frames, M&E work plans, and targets during the drafting of donor project proposals as well as throughout project implementation
Reviews and analyzes weekly reports with the MSDC to identify the causes of potential bottlenecks in Clinical Set up and to enhance quality of reporting.
QUALIFICATION AND EXPERIENCE
A BA Degree in Social Sciences with Statistics plus three years experience in design of research and evaluation programs at a senior level.
Capacity to produce high- quality briefs and reports.
NGOs experience is an added advantage.
KNOWLEDGE, SKILLS AND ABILITIES
Possesses strong oral and written communication skills.
Works independently with little direct supervision.
Accepts responsibility and is self-motivated.
Understanding of Sexual and Reproductive Health issues.
Good communicator and listener.
Ability to design M&E tools, surveys and evaluations
Good level of proficiency in Windows Excel and quantitative analysis
Demonstrated ability to train and build capacity of others
Excellent organizational skills
Strong interpersonal skills
