****BACKGROUND****
International Medical Corps, a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs, seeks candidates for the position of ****Field Coordinator**** in Chad.
Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance. International Medical Corps has been operating in Chad since 2004, primarily in the East of the country close to the Darfur border. International Medical Corps is mainly running nutritional activities in Chad where an emergency crisis is felt on the Sahel belt. International Medical Corps has also been supporting Sudanese refugee in Guereda and Iriba (East of Chad). Currently, IMC is running 4 programs in Chad: one on the East (Guereda) assisting Sudanese refugees by providing primary and secondary health care and nutritional program within 2 camps, one in Abudeia providing nutritional and primary health care assistance to residents, one in Abdi (ouaddai) providing nutritional assistance and primary health care to residents, and one in lake region (Bagasola/Bol) providing secondary health care (and surgery) and primary health care and nutritional assistance (with a small Food Security component) to residents & refugees.
****JOB SUMMARY****
Through a 10 month project funded by ECHO, International Medical Corps seek to prevent and reduce excess mortality and morbidity of vulnerable people and resident communities through health, food security, and nutrition interventions in Chad.
As part of the implementing team, a field coordinator is required to manage the program with the assistance of a second expatriate (a doctor). He will be mainly in charge of human resources management, finance follow up, grant follow up and reporting, logistic follow up, security and strategy follow up.
Language Requirement: Only Candidates who demonstrate Fluent French Speech & Writing skills will be considered!
****ESSENTIAL DUTIES AND RESPONSIBILITIES****
- Oversee program personnel and assume accountability for the timely, effective and efficient implementation of the various programs
- Oversee administrative, human resources, logistics and financial management of the field office
- Lead proposal writing and donors intermediate and final reports regarding program according to guidelines provided by SMT.
- Ensure compliance to donor rules, regulations and reporting deadlines. With support from Finance Administrative Director, provide technical leadership in managing Grants Agreements.
- Provide program cycle leadership in national staff capacity building
- Oversee accurate financial forecasting at Field Office level with a view to contributing to accurate grants pipelines, track budget expenditure with operations and programs staff to ensure appropriate spending projections, timely procurement and activity implementation
- With support of the Country Director and other members of the Senior Management Team, develop systems and procedures to ensure smooth running of field office in line with International Medical Corps' global and country-specific guidelines
- Participate as part of Country Leadership Team on issues of strategic planning, promotion of International Medical Corps' Program Framework; and other macro projects;
- Liaise with WFP, UNICEF, other UN agencies, international and national NGOs, and government departments (especially governor, prefet and MoH) present in the region to foster partnership and coordination with key International Medical Corps' stakeholders.
- Represent International Medical Corps at local and regional levels, as well as for internal and external visitors. Coordinate the visits of Donors, Stakeholders and Personnel in the field.
- Ensure positive interaction and good relations with partners in the region;
- With support from the Country Director and the Global Security Advisor, update security guidelines for International Medical Corps field office and ensure their acknowledgement and adherence;
- Develop a security network to be informed of the security/context situation in the region.
- Recruit, train and supervise national staff as necessary; participate in recruitment of international staff as required;
- Ensure that monthly technical and support functions reports are sent timely to the senior management team

****QUALIFICATIONS****

- University degree in International Affairs, Public Administration, Management, finance or administrative studies, social sciences, or Program Management is required.
- At least 4 years’ experience working overseas in a conflict-affected or post-conflict environment, or in humanitarian aids; or equivalent combination of education and experience.
- If possible a previous full mission with a medical organization.
- At least previous mission in a remote areas
- Proved knowledge in proposal writing, donors report writing, especially with ECHO and WFP.
- Proved Ability to develop a contact network to follow security and to analyses raising tensions and context environment.
- Prove ability to manage basic logistic of a program.
- Proven leadership, team-building, and management experience.
- Ability to form, to motivate, and to work in a team.
- Fluency in spoken English and French is essential to the post. Written English is essential for reporting
- Excellent writing skills.
- Excellent interpersonal, organizational, and time management skills.
- Ability to form and implement systems and procedures and ensure their adherence.
- Proven computer literacy skills.
- Ability to work under difficult working and living conditions.
- Ability and willingness to work and travel throughout the country.
