Job Title : Planning, Monitoring, Evaluation and
Reporting Officer,
Grade : RC 6
Responsible To: Programme Director.
Job Summary
The overall responsibility is to strengthen and improve
the quality, performance and impact of the Lesotho Red
Cross Society (LRCS) programs by providing support on
planning, reporting, monitoring and evaluation (PMER)
systems for the National Society. The PMER officer will
work closely with all departments at the LRCS to develop
coherent PMER systems aligned to the LRCS programs.
Key Responsibilities Areas
Establish planning, reporting monitoring and
evaluation structures and systems at National level;
Review, develop and adapt PMER tools provided by
Federation Zone office as appropriate to National
context;
Lead the adaption or development of specific planning,
assessment, monitoring and evaluation and reporting
tools for consistent and quality data collection,
coherent with and reinforcing NS guidelines for M&E
and reporting
Ensure PMER capacity building in planning, monitoring
and reporting to PD
Provide technical guidance to programs staff in
incorporating appropriate M&E systems into projects/
programs based on needs, donor requirements,
resources and capacities including adequate needs
assessment to inform relevant programming, the use of
project and programs log frames, and the development
of SMART indicators that are supported by clear and
concise indicator guidelines that define the indicators,
data sources, data collection methods, frequency and
audience.
Supervise regular data collection exercises and monitor
NS programs trends;
Guide baseline studies and ensure proper collection
and analyses of data;
To ensure and organize regular case studies;
Compile and write internal and external reports as per
the LRCS PMER strategy, towards improving quality and
impact of LRCS programming and services in view of
the operational alliance framework.
Contribute to continuous learning, performance and
accountability in the National Society by identifying
and sharing best practices in planning, performance
measurement and reporting.
Contribute and support related planning and
performance measurement activities of the National
Society.
Spearhead the development of M&E systems with
standard procedures and process to ensure credible,
reliable, timely and cost-effective monitoring data to
inform management decisions, strategic planning and
uphold accountability.
Routinely perform quality control checks of M&E work,
overseeing the recording and reporting of progress and
performance of the operation compared to targets.
Liaise with Government, international and local
agencies to ensure that LRCS PMER strategy is in line
with National AIDS policies; and other policies like
water and sanitation policy.
Participate in National AIDS planning and monitoring
meetings.
Education/Qualification
University Degree in Social Sciences preferably Economics
and or Statistics, Project Management or development
related discipline plus Four years in a relevant experience.
Experience, Competency and Skills
Excellent understanding and/or knowledge in result based
management, project design, and project cycle
management
Detailed knowledge of log frame-based project design,
monitoring and evaluation.
Experience in procedures and reporting requirements
of donor organizations.
Experience conducting M&E in humanitarian relief and
development sectors,
Conducting and/or supervising needs assessments and
surveys, and quantitative data analysis.
Social research methodologies, including highly developed
analytical and communication skills and the
ability to assimilate and process information for wide ranging
audiences
Microsoft Windows, Outlook, Word, Excel and Access;
SPSS and ideally one other major statistical analysis
software.
Self-motivated, with good judgment and initiative, and
the ability to work
Strong capacity to handle complex tasks independently,
multitasks and prioritizes, and meets multiple deadlines
on time.
Extremely strong time management and organizational
skills with very close attention to detail.
