Regional Information and Communications Technology Specialist

In partnership with the Centers for Disease Control and Prevention (CDC), ICAP is conducting Population-based HIV Impact Assessments (PHIA) in up to 20 PEPFAR-supported countries. Each PHIA will define the status of the national HIV epidemic, guide global and local allocation of funding and resources based on evidence, and integrate capacity building of country stakeholders in the design, conduct, analysis, and use of PHIAs.
Reporting to the Regional PHIA Project Director, the Regional Information and Communications Technology (ICT) Specialist provides technical assistance to in-country Data Managers to support management, storage, and security of data in the host country, as well as other technical aspects of the population-based surveys, which are conducted using tablets. Supports the country-based Data Managers by ensuring secure delivery of clean, high-quality survey data collected in countries and troubleshooting possible ICT challenges during data collection.

Location: Pretoria, South Africa
Major Accountabilities
  • Attend in-country meetings on data management and security and facilitate consensus on data architecture plan
  • Collaborate with NY-based Lead SI Advisor/Data Manager to conduct testing of Open Data Kit (ODK) tablet forms
  • Provide in-person technical support on ad-hoc basis for field teams
  • Install application updates under guidance of NY-based SI Advisor and Data Manager
  • Help identify and resolve potential connection issues with mobile operators using mobile data devices
  • Help identify and resolve potential connection issues within the survey team (e.g., from tablets to a group router, from lab equipment to tablets, etc.)
  • Report all issues to Regional PHIA Project Director and NY-based SI Advisor/Data Manager to streamline common tasks and solutions
  • Conduct daily data quality control checks under NY-based SI Advisor/Data Manager’s guidance and ensure that standards set in Headquarters are implemented
  • Facilitate replacement of damaged or lost equipment and coordinate with NY-based SI Advisor/Data Manager to replace equipment
  • Control and maintain an active inventory of tablets and other ICT equipment in collaboration with in-country Data Managers
  • Troubleshoot platform-level technology issues that may arise with tablets
  • Troubleshoot basic network configuration issues for various IP-enabled lab equipment
  • Troubleshoot basic software issues for the satellite and lab databases
  • Help troubleshoot any software and connectivity issues with LDMS and Frontier server and PIMA machines and Alere server
  • Perform other related duties as directed
Education
  • Bachelor’s degree in Computer Science, Information Technology, Informatics, Engineering, or related field
Experience, Skills & Minimum Required Qualifications
  • Minimum of two (2) years of related experience managing and working directly with health informatics applications and databases from large research studies
  • Demonstrated experience conducting data quality checks and producing data collection monitoring reports
  • Basic understanding of cloud-based data storage service offerings
  • Demonstrated experience in using and troubleshooting electronic data collection tools, especially tablets
  • Demonstrated and successful experience managing large, population-based survey data
  • Demonstrated experience in resolving IP-level connection issues, IPv4 sub-netting, etc.
  • Demonstrated experience in working with mobile telecommunications technologies (GSM, 3G/4G, etc.), mainly in disconnected mode
  • Strong written and verbal communication skills
Travel Requirements
  • Requires up to approximately 35% regional travel to troubleshoot technical data collection issues (usually requiring overnight stay of up to two days)
