Introduction
The Lesotho Ministry of Health (MOH) is implementing a Maternal and Newborn Health (MNH)
Performance-Based Financing (PBF) project financed by the World Bank in the amount of US$20
million. The overall project development objective is to improve the utilization and quality of
maternal and newborn health services in selected districts in Lesotho. The project was approved
by the Board on April 11, 2013 and became effective on February 14, 2014. The project is currently
piloted in Leribe and Quthing and will be gradually scaled up to four more districts.
The MOH has formed a Performance Based Financing (PBF) unit at the central level to provide
leadership to the development and implementation of PBF in the health sector and support a
gradual expansion of PBF to other districts. The unit collaborates intensively with a Performance
Purchasing Technical Assistance (PPTA) firm, which supports the unit’s task execution and
strengthens the unit’s capacity to assume full responsibility in due time.
General Responsibilities
The PBF Operations Advisor will work as the technical focal point, providing management support,
technical oversight and coordination. She/he will work closely with the PBF Unit team members,
the PPTA, the District Health Management Team and the Hospital Managers/Matrons and other
relevant stakeholders to ensure the effective implementation of PBF and effective solutions on
issues arising during implementation period.
Specific Responsibilities
· Facilitate and monitor the coordination of the project scale up in the remaining districts of the
country.
· Monitor PBF program expenditures and performance to identify significant under or overspending
and adjust budget ceilings and/or amend as needed.
· Facilitate regular professional and institutional development amongst implementers by
identifying training needs and institutional inadequacies as informed through regular
monitoring and supervision visits;
· Conduct an annual comprehensive review of the overall PBF Program and provide
recommendations for improvement to the PBF Unit;
· Annually, work with the PPTA Team and District implementers to review PBF performance; revise
indicators, payments, and PBF implementation model, district verification procedures in time
for contract renewal; Initiate and coordinate the convening of the project’s national steering
committees on a regular basis;
· In collaboration with the PPTA and the PBF Unit M&E officer, monitor the results framework, and
provide evidence to inform national health policy, donors and other implementers regarding
expansion/modifications to PBF program;
· In collaboration with the PPTA, support development and monitoring of the business plans and
performance agreement at district and health facility levels;
· Provide support to the PBF Unit to effectively implement the management of contracts at
district and health facility levels;
· Support the development of quarterly PBF Unit reports and key deliverables;
Education/experience requirements
· At a minimum, the PBF Operations Advisor should hold a Bachelor’s Degree in Economics, Health
Economics or Public Health;
· She/he should have more than 10 years of experience in leading and managing implementation
of large health programs in Lesotho;
· Experience in high level negotiations and policy dialogue
· Knowledge of PBF design and implementation;
· Experience in working with Health Development Partners.
Skills and Competences
· Demonstrated strong analytical (institutional), organizational, leadership, and problem solving
skills;
· Experience as technical lead in similar assignments;
· Strong knowledge and understanding of the health sector context in Lesotho;
· Familiar with M&E systems;
· Ability to lead teams, motivate staff and work independently; Excellent communication,
facilitation and report-writing skills
· Experience in partnership building
· Experience with managing donor-funded projects;
· High levels of proficiency in Microsoft Word, Excel, PowerPoint, and Internet applications;
· Ability to work under pressure and meet strict deadlines.
