Overview:
The VMMC Technical Advisor is responsible for ensuring the technical integrity of a USAID-funded VMMC/EIMC (Voluntary Medical Male Circumcision and Early Infant Male Circumcision) program implemented by Jhpiego in Lesotho. S/he will provide technical leadership in development of annual workplans and budgets to ensure program design is in line with program and Ministry of Health (MoH) strategies. S/he will coordinate very closely with program and technical staff to ensure excellence in technical implementation at targeted sites and during outreach services. Leads cross-cutting approaches, such as quality assurance and improvement and conducting operations research as needed. Supervises other technical specialists and reports to the Chief of Party/Country Director.
Responsibilities:
• Support and strengthen the capacity of the Lesotho
MoH to scale up VMMC services, including working
hand-in-hand with the MoH VMMC team in program
development, implementation and monitoring
• Maintain excellent relationship between the
Government of Lesotho, USAID, and other PEPFAR
partners, ensuring smooth implementation of
VMMC/EIMC program activities, consistent with the
VMMC Operational Plan
• Participate and take a leadership role in the national
VMMC Technical Working Group
• Provide technical leadership and oversight for the
implementation of Jhpiego’s VMMC program
• Ensure scale-up of facility-based VMMC/EIMC
services in selected hospitals and facilities, through
site assessments, training of service providers, and
ongoing Quality Assurance support
• Assists with the follow-through of site-level
performance improvement plans, where necessary
• Work closely with a wide range of partners
to ensure appropriate demand creation and
communication efforts are in place to support the
VMMC/EIMC program
• Oversee and participate in supportive supervision
visits and Quality Assurance activities for service
providers and sites
• Ensure the training of sufficient numbers of service
providers in order to scale up VMMC/EIMC services
• Ensure quality program implementation, including
ensuring all program components are functioning
(appropriate guidelines, supplies and materials,
training programs, staff and consultants, etc.)
• Lead the technical team, including supervision of
VMMC program staff
• Support and guide monitoring, evaluation and
research activities related to VMMC
• Write and edit donor reports, workplans, strategic
plans and other program-related documents in a
timely manner and provide prompt feedback to
donor requests for information
• Analyze data and ensure quality program
monitoring and evaluation, as well as analysis of
lessons learned
• Work effectively with the public, private and
NGO sectors, including representing Jhpiego in
professional circles through meetings, conferences,
and presentations
• Serve as liaison with district health management
teams (DHMTs) including district medical officers
(DMOs)
• Serve as a member of the Jhpiego/Lesotho senior
management team, and perform other duties as
assigned to ensure the sound functioning of the
VMMC program
Required Qualifications:
• Medical Doctor required; MPH or advanced degree
preferred
• Experience with a male circumcision program
desirable.
• Extensive programming and technical expertise in
HIV programs in the East and Southern Africa region.
• At least 5 years’ experience managing health
programs at a regional or national level, including
planning, designing, budgeting, supervising,
evaluating and documenting results.
• Excellent interpersonal and supervisory skills,
inspiring teamwork and motivating staff and
partners to achieve results.
• Excellent written and oral English skills.
• Demonstrated ability to work in fast-paced
environment, independently and deal with
pressure.
• Computer skills (word processing, PowerPoint);
statistical package knowledge desirable.
• Ability and willingness to travel around Lesotho up
to 30% of time.
