Background and Justification
UNICEF Africa Services Unit requires the services of a communications and multimedia specialist to produce multimedia material on HIV and AIDS, and other regional advocacy priorities, provide communication and multimedia support during emergencies in sub-Saharan Africa, provide media outreach and other communication needs for campaigns and events including the 21st International AIDS Conference, World Aids Day etc.
Scope of Work
Emergencies
· Support ASU in coordinating communications/media response with regional and country offices
· Assist in formulating and pitching stories/messages to media
· Produce (or help produce) content and communications materials on regional emergencies and/or other priority areas, as well as for projects/campaigns such as the El Nino regional crisis etc.
· Film and/or edit 4 or more photography/multimedia/AV stories highlighting the work of UNICEF in emergencies.
· Assist in disseminating materials/content/messages to UNICEF DOC, PARMO, Natcoms, broadcasters and print publications.
· Any other emergency- and advocacy-related tasks, as requested.
HIV and AIDS
· Support ASU and HQ to produce communications materials in line with global and regional priorities around adolescents living with HIV, PMTCT etc.
· Support communications/media outreach and campaigning relating to 21st International AIDS Conference in July 2016 in Durban.
· Support in communications, event planning, media outreach and multimedia production in lead up to World Aids Day
· Media outreach, multimedia support for country offices to raise awareness around adolescents and HIV, as requested.
Communications and media outreach
· Assist the team with media outreach among international and regional press based in Johannesburg/SA about UNICEF global and regional priorities
· Produce 4 or more high-quality multimedia products (shooting and editing) on regional priorities including social protection, violence against children, child survival, and/or chronic malnutrition
· Assist in disseminating materials/content/messages to UNICEF DOC, PARMO, NatComs, broadcasters and print publications
· Maintain ASU video library and back up of multimedia files
· Maintain ASU camera and editing equipment

Payment Schedule
Payment will be made upon the satisfactory quality deliverables as scheduled as described in the previous section.
Desired competencies, technical background and experience
- Advanced University degree in Communications, Journalism, Public Relations, or equivalent/relevant professional experience combined with a university degree in a related field
- A minimum of five years’ relevant professional work experience in communication, print, broadcast media or interactive digital media
- Proven experience in professional videography, video editing, and writing
- General ability to draft ideas and concepts, clearly and concisely, in written and oral form; specific skills in writing press releases and articles/stories for traditional and electronic media
- Proven ability to research, analyse, evaluate and synthesize information
- Strong planning and organisational skills
- Solid media contacts and the knowledge of current theories and practices in communication research, and the role of mass media
- Proven ability to effectively manage relationships with media representatives, government officials and other UNICEF partners
- Proven ability to work as part of a team and have a strong understanding of UNICEF programmes
- Knowledge of computer systems, internet navigation and various office applications, specifically interactive digital media (video editing)
- Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships, both within and outside the organization
- Knowledge of French will be an asset.
Conditions
- The candidate selected will be governed by and subject to UNICEF’s General Terms and Conditions for individual contracts.
- The contractor will work from the UNICEF ASU office in Sunninghill, Johannesburg, South Africa.
- Travel to country offices is required
- Travel expenses, including DSA, will be covered in accordance with UNICEF’s rules and tariffs, by the consultant and reimbursed against actuals.
- The consultant must be legally able to work in South Africa.
- As per UNICEF DFAM policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary.

Risks
Under-utilization of key communication opportunities hampers overall UNICEF communication efforts and reduces programme effectiveness. For the purposes of this contract, such risks to be mitigated with proper supervision and clear terms of reference.
