Technology Learning Advisor

The Technology Learning Adviser (TLA) Team of the Foreign and Commonwealth Office is a global network of learning experts who partner with British Embassies, High Commissions and Consulates (Posts) to promote and deliver best practice technology Learning and Development (L&D), and this team will play a significant part in our Techology Overhaul in 2017/18.
We are recruiting a full-time, permanent Technology Learning Adviser (TLA), based in either Pretoria or Cape Town, to cover the Africa Region.
Our goal is to ensure everyone in the FCO gets the most from their technology. You will help to drive a culture change in our use of information, technology and knowledge as key enablers, as we introduce new technology, including Office 365.
As our TLA for Africa you will provide Tech L&D to around 35 FCO Embassies, High Commissions and Consulates within Africa. Much of this will be by virtual delivery, but we will also want you to get out in the region to deliver some face-to-face advice and training.
  • Deliver L&D to support the Technology Overhaul programme for the Africa region, mostly by virtual means. Communicate and raise awareness of, the blended-learning Tech L&D offer.
  • Work with key stakeholders at all Posts in the Africa region on Tech Learning Needs Analysis requirements. Work in partnership with stakeholders and colleagues to ensure a suitable range of Tech L&D interactions are in place that best meet stakeholder’s needs.
  • Share and promote best practice. Work closely with the local HR Learning and Development Teams to ensure an aligned approach to all aspects of Learning and Development.
  • Monitor and report on the effectiveness of Tech L&D delivery in the Africa region.
You will have a strong background in Learning and Development, ideally supported by professional qualifications. You will be expected to work with a wide range of stakeholders, so strong communication skills, including the ability to explain technical topics using plain English and a structured approach, and the ability to engage and persuade, are essential.
A good IT working knowledge is also required, including commonly used social media tools and Microsoft products, but this role is primarily about helping others to learn how to use new knowledge and skills across a wide range of technology topics, and to change behaviour, so is not an ‘IT specialist’ role.
You will report to the Head of Technology Learning and Development Delivery, based in London. Occasional visits outside of the Africa Regions, including to the UK, for conferences/workshop will be required. We will provide upskilling in FCO-specific Technology alongwith induction and mentoring.
  • A minimum of 5 years experience in the learning and development, to include strong evidence of L&D delivery to a range of audiences together with a professional knowledge of learning and development theory and practice, including using L&D interventions to promote behavioural change.
  • Ability to work independently and within agreed delegated authority.
  • Strong technology knowledge and skills, including Microsoft office products (including Office 2016, Office 365) and familiarity with social media tools, e.g. Facebook and Twitter, and the ‘Cloud’
  • Excellent communications skills in both oral and written English. Fluency in other languages of the region would be advantageous.
