HEAD OF COMPACT II DEVELOPMENT

The Government of Lesotho through the Lesotho Millennium Development Agency (LMDA) is looking
for highly qualified professionals with specialised skills to support the Health Facilities Maintenance
Programme and Compact II Development. Interested and highly committed individuals are invited to apply
for the following positions:
1. HEAD OF COMPACT II DEVELOPMENT
JOB SUMMARY:
The Head of Compact II Development will be
responsible for leading a core team of professional
staff at LMDA in the process of assessing economic
development challenges; identifying potential projects
that will address those challenges to promote poverty
alleviation and raise economic growth; and further
developing and designing those projects to lead to a
negotiated and signed final compact program.
KEY PERFORMANCE AREAS:
• Lead the LMDA core team responsible for
compact II development and investment
appraisal.
• Oversee and complete all compact development
processes in collaboration with MCC; in close
collaboration with other members of the
core team to integrate the technical work
and deliverables, including a detailed logical
framework for the proposed projects and for the
overall compact program
• Provide guidance to the core team, LMDA,
government offi cials and other stakeholders
on MCC’s investment criteria, processes and
procedures to ensure the development and
effective implementation of economically
viable investments to reduce poverty through
economic growth.
• Ensure the preparation of high quality, timely
materials to be presented to the LMDA CEO, GOL
and MCC.
• Provide leadership and guidance to the core
team and participate in senior level discussions
on compact II development.
• Monitor key strategy and policy issues relating
to the compact and provide the LMDA CEO (and
other senior staff , as appropriate) and senior
government officials with concise analysis of
these issues, along with considered judgments
and recommendations.
• Monitor the compact development schedule to
ensure objectives and deliverables are produced
on time and are of high quality.
Knowledge and Experience Required:
• Advanced degree in economics or equivalent
• At least ten (10) years of prior work experience
in a senior management position, preferably
including work with an international donor;
• Demonstrated ability to manage and lead
economic development projects;
• Ability to collaborate effectively with donors,
government officials at all levels, nongovernmental
and private sector stakeholders
on developing and implementing economic
development projects.
• Ability to successfully develop and implement
medium and/or large-scale (budgets of $10
million or more) international development
programs.
Competencies, skills and abilities required:
• Skills to effectively manage a multi-disciplinary
team of professionals;
• Strong analytical and critical thinking skills.
Understanding of economics, including
conducting cost-benefi t analysis;
• Deep, relevant knowledge of social, political and
economic context – both formal and informal
– in Lesotho and/or southern Africa as well as
applicable sectors;
• Excellent written and verbal communication
skills in English. Ability to present information
orally and in written form in a persuasive, clear,
and succinct manner.
