The Government of Lesotho through the Lesotho Millennium Development Agency (LMDA) is looking for highly
qualified professionals with specialised skills to support the Health Facilities Maintenance Programme and
Compact II Development. Interested and highly committed individuals are invited to apply for the following
positions:
1. ECONOMIST
JOB SUMMARY:
To oversee economic growth constraints analysis; ensure incorporation of economic analysis in program design and
take the lead in assessing the underlying economic logic of potential projects intended to r raise economic growth and
alleviate poverty.
KEY PERFORMANCE AREAS:
• Overseeing and completing the economic constraints to growth analysis in collaboration with the Millennium
Challenge Corporation;
• Developing an analytical framework, gathering all required data and calculating economic rates of return (ERR) for
proposed projects;
• Communicating economic data and information both written and oral to a variety of stakeholder audiences.
• Conducting a detailed analysis of the economic characteristics of any proposed projects, including assessing in
detail the likely costs and benefits associated with each.
Knowledge and Experience Required:
• Advanced Degree in Economics;
• At least five (5) years of prior work experience in a senior economics positions, preferably including work with an
international donor;
• Demonstrated ability to analyse the economics of development projects including conducting cost-benefit
analysis and beneficiary analysis;
• Experience with statistical analysis and strong ability to use quantitative data.

2. MONITORING AND EVALUATION OFFICER
JOB SUMMARY:
The M&E Officer will be responsible for refining the compact logic to ensure there is a clear relationship between the
proposed projects and constraints to economic growth. Once projects are identified for funding, the M&E Officer will
work closely with the Compact Development Technical Team to identify performance indicators, baseline data, and
targets for the compact.
Knowledge and Experience Required:
• Advanced academic Degree in Economics, Statistics or a related field, with an emphasis on Quantitative Analysis.
• Five (5) years of prior work experience in the analysis of data or the quantitative assessment of economic
development projects, preferably for a government entity or international donor.
• Demonstrated experience with the design and implementation of surveys, as well as the design and
implementation of M&E systems.
Competencies skills and abilities required:
• Strong skills with software for statistical analysis, such as STATA or SPSS.
• Ability to work collaboratively and effectively within multidisciplinary teams and with domestic and international
experts who represent the interests of governmental and non-governmental sectors.
• Ability to communicate monitoring and evaluation concepts effectively to colleagues, stakeholders, and country
counterparts, both orally and in writing.
• Fluency in written and spoken English.
3. ASSISTANT PUBLIC OUTREACH OFFICER (APOO)
JOB SUMMARY:
The APOO will be responsible primarily for the information, communication, outreach, liaison, public relations functions
of the Public Outreach and Stakeholder Engagement Office. In carrying out this mandate the APOO will provide technical
and strategic assistance on and support in the implementation of LMDA’s public outreach and stakeholder engagement
strategies.
KEY PERFORMANCE AREAS:
• Information and Communication
• Public Relations and Outreach
• Stakeholder Engagement
• Marketing
• Preparation of reports on regular basis
Knowledge and Experience Required:
• Bachelor’s degree in Journalism, Communication, Public Relations, International Relations or Community
Outreach/Development
• At least 5 years’ experience in Journalism, Public Relations, Community Organisation, Journalism and Writing;
Competencies skills and abilities required:
• Must have highly developed skills in publishing software, layout, design, photo editing, internet and website
uploading.
• Excellent interpersonal skills;
• Ability to work under pressure.
4. ASSISTANT ECONOMIST
JOB SUMMARY:
Under the supervision of an Economist, the incumbent will support economic growth initiatives through constraints
analysis; assist in incorporating economic analysis in program design and participate in assessing the underlying
economic logic of potential projects for raising economic growth and alleviating poverty.
KEY PERFORMANCE AREAS:
• Backstop the Economist in research activities planned by the LMDA for the development of concept notes and
papers;
• Help collect data, implement surveys, and analyse findings;
• Assist in authoring research reports, and other materials as required;
Knowledge and Experience Required:
• Degree in Economics;
• At least three (3) years of prior work experience at economics level positions, preferably working with an
international donor.
Competencies skills and abilities required:
• Demonstrated ability to analyse the economics of development projects, including conducting cost-benefit
analysis and beneficiary analysis.
• Experience with statistical analysis and strong ability to use quantitative data.
• Good command of a statistical package or advanced user of Excel’s statistical capabilities.
5. PUBLIC HEALTH SPECIALIST
JOB SUMMARY
Under the Compact Development Programme, the candidate will provide leadership and direction in the planning
and development of the health project, including analysis of the health problems and constraints, the preparation of
concept notes, a concept paper, project designs, work plans, budgets and other project documents.
Knowledge and Experience Required:
• Advanced degree in Public Health or closely related field;
• At least seven (7) years of relevant experience designing, implementing, and evaluating health projects in Lesotho
or similar contexts;
• Demonstrated understanding of public health, the impacts of poor health on economic productivity and
knowledge of proven evidence-based strategies and interventions to improve health and strengthen health
systems;
• Demonstrated understanding of the policy context in health and related sectors
• Experience working with government agencies, NGOs, health providers, private sector firms, and international
development partners engaged in health;
Competencies skills and abilities required:
• Proven project operations/management skills;
• Ability to lead and work effectively in a team environment;
• Fluency in English;
• Excellent written, verbal and interpersonal communication skills;
• Experience addressing health outcomes of marginal populations, such as girls/women, ethnic minorities, and the
urban and rural poor is desirable.
• Working relationships with key government staff in relevant ministries is desirable.
6. HUMAN RESOURCES OFFICER
JOB SUMMARY:
Under the direct supervision of Head Human Resources, the candidate will provide a comprehensive, effective and
efficient human resources services throughout LMDA management and staff pro-actively supporting LMDA mandate
with well-established and HR strategic policies, procedures and best practices.
KEY PERFORMANCE AREAS:
• Human Resources administration and maintenance
• Human Resources Information System
• Recruitment and placement
• Learning and development
Knowledge and Experience required:
• Bachelor’s Degree in Human Resources Management or equivalent, plus five (5) years’ experience in the field of
Human Resources.
• Excellent knowledge of employment legislation
• Demonstrated experience in providing general HR advice
• Communicating complex and sensitive information
• Handling complex employee relations issues
• Working in multi-disciplinary environment
• Broad range of IT skills (MS Package and Outlook)
Competencies skills and abilities required:
• Team player
• Highly motivated with genuine interest in HR
• A creative and innovative thinker
• Ability to prioritise tasks and organise own time effectively
• Responsible and responsive attitude.
