ABOUT THE ORGANIZATION:
The Centre for Financial Regulation and Inclusion (Cenfri) is a non-profit think-tank based in Cape Town, South Africa that operates in collaboration with universities in the region. Cenfri's mission is to support financial sector development and financial inclusion through facilitating better regulation and market provision of financial services. It conducts research, provides advice, and develops capacity building programs for regulators, market players, and other parties operating in the low-income market.
FinMark Trust (FMT) is an independent non-profit organization whose business is controlled by trustees from countries in Southern Africa. Its purpose is ‘Making financial markets work for the poor, by promoting financial inclusion and regional financial integration’. It aims to promote and support policy and institutional development towards the objective of increasing access to financial services by the un- and under-banked of southern Africa.
Background:
Cenfri and FMT are jointly establishing a new centre funded by the Bill & Melinda Gates Foundation and in partnership with The MasterCard Foundation. The centre has secured funding for five years and will seek to achieve two broad objectives. Frist, improve the quality, relevance, and comparability of indicators of financial inclusion and the data needed to design effective programs, products, and policies. Second, increase the use and quality of client centric data, research, and methodologies by financial services providers (FSP) to inform business decisions in a way that would lead to the design of a greater range of more relevant and impactful financial products and services for financially underserved individuals. This will largely include developing data solutions for the private sector to promote financial inclusion.
ABOUT THE JOB:
The Website and Portal Manager/ Architect will be responsible for procuring and managing a platform provider to develop and maintain a portal that will host large datasets, interactive research libraries and online communication platforms (e.g. Webinars, blogs etc). The incumbent will be the interface between the research work streams and the portal functionality to ensure that the portal serves the needs of the centre’s work streams and final portal users. The portal manager/architect will own the user experience and will drive portal design using robust user data analytics.
This role will be based at Finmark Trust in Johannesburg but will report to the Facility Lead in Cape Town.
Tasks and Responsibilities:
- The Website and Portal Manager/Architect will oversee the design of a central portal that will host selected financial inclusion datasets, peer reviewed data and research and best practice research methodologies. The hosted content will be made more accessible to users by carefully crafting navigational tools and content to meet the needs of researchers and financial service providers.
- This platform will serve to assist users to navigate the landscape of research, data and supporting methodologies and approaches. In addition, analytical and visualisation tools will improve accessibility of data and research. This will be achieved by partnering with a third party data hosting platform.
- The Website and Portal Manager/Architect will play a central role in the operations and activities of the centre, as he/she will be responsible for working with the platform provider to develop and continuously maintain and update the portal in terms of research, data, content and tools. This includes the quantitative and qualitative data and research sets, as well as the visualisation and analytical tools, the navigation tools, and the online blog series on innovation in client centric research. This role requires senior expertise as the content and ease of navigation is an essential component of the Hub’s activities. The Website and Portal Manager/Architect will also be responsible for the technical execution of all online engagements on a continuous basis, working with the platform provider to ensure that these are scheduled, updated and executed in a timely manner.
- The Portal Manager will be responsible for technically maintaining all online communications platforms and making sure that these serve the appropriate audiences. The portal must be adapted to host Webinars and event calendars and make subject matter available through videos on the Website.
Qualifications:
- Bachelors and Honours degree in Computer Science /BSc Information Science;
- Marketing / Communications or similar;
- 8-10 years of experience in understanding, planning and leading the delivery of Portal/Website architecture and Web Content;
- Experience in a financial services / research environment is necessary;
- Proven experience of portal and / or Web technologies and standards with the ability to understand and translate both in terms of technology and user experience;
- The following work background is preferred: HTML, database management and network systems;
- Applicants are expected to have a thorough track record in successful project management and be able to demonstrate proven experience with methodology and the use of project tools in order to deliver high profile IT systems;
- Knowledge of legislative requirements e.g. Data Protection and Freedom of Information will be required;
- Candidates must have excellent written ability and deliver high profile reports / presentations at all levels;
- The ability to understand critical issues and bring appropriate resolution to complex issues cross-industry;
- Suitable candidates must have the ability to drive complex estimates that take one or more projects into account and to effectively communicate associated risks and dependencies.
