Senior Contracts Administrator
The role
To support the Procurement Manager, Procurement Lead and Project Manager with Tender, contract and order administration, inclusive of quantity surveying (if required).
Key performance areas
1. Produce Procurement Operating Plan
- Liaise with the Project Manager, Project Engineers and Planning team to obtain input into the Procurement Operating Plan
- Prepare the Procurement Operating Plan encompassing the following:
- Submit the operating plan to the Project Manager and Procurement Manager
- Develop operating plans in accordance with company policies, procedures and client specifications where required
- Develop operating plans within the allocated time frame
2. Manage the Awarding of Contracts & Enquiries
- Manage the production of enquiry documents for sub-contractors in accordance with the Procurement Operating Plan, to determine the:
- Manage the relevant role players for the input into the enquiry documents and requisitions
- Review and approve the enquiry documents and requisitions and ensure tender conditions are met
- Review and or compile and issue the tender evaluation and adjudications for approval
- Facilitate the negotiation with the sub-contractor on price, contract conditions and time
- Make recommendations on the sub-contractor to the Project Manager
- Draft or oversee the drafting of the enquiry documents
- Draft or oversee the drafting of the tender evaluation and recommendation report
- Draft or oversee the drafting of the contract document and award the contract
- Draft or oversee the drafting of letters of regret to unsuccessful tenderers
- Organise and chair the tender clarification contract kick-off meetings
3. Manage or Administer Contracts
- Organise and chair sub-contractor progress meetings
- Capture and archive contractual documentation and contractually binding correspondence
- Establish a contract activity plan to include a matrix of contract management responsibilities, a list of contract requirement actions, and a list of contract required notices in accordance with the Procurement Operating Plan
- Monitor and agree to changes on the contract
- Assess and approve payment certificates for quantities and rates
- Draw up risk mitigation plans to ensure that the terms and conditions in sub contracts match the main contract in accordance with the Procurement Operating Plan
- Review terms and conditions from main client contract and highlight notice periods, penalties, milestones dates, performance guarantees, payment terms, change management and liquidated damages
- Take minutes at Progress Meetings and distribute to the relevant role players
- Communicate contract terms and conditions to Project Team
- Assess and evaluate sub-contractors claims against the organisation and make recommendations on settlement of claims
- Assess sub-contractor progress and performance by analysing sub-contractor reports to identify problems areas and make recommendations
- Negotiate and agree to final costs to close out contract at completion of contract
- Close out contracts / orders in accordance with policies and procedures
- Administer contracts in accordance with company policies and procedures
- Administer contracts within the allocated time frames
4. Produce Reports
- Produce contract / order status reports and status of enquiry process and evaluation reports:
- Submit the reports to the Procurement Manager and Project Manager
- Archive the reports for future reference purposes
- Produce reports in accordance with policies, procedures and legal requirements
- Produce reports within the allocated time frame
5. Provide Mentorship and Coaching to Discipline Peers
- Mentor and coach subordinates on the principles of tender and contract administration
- Attend to subordinate queries
- Address areas of non-performance and alert the Procurement Manager and Project Manager
- Motivate team members and maintain a team-work environment within the Project
Your profile
- Must have grade 12 or equivalent qualifiaction
- Tertiary Qualification in Contract Law and/or Quantity Surveying
- Suitably qualified as articulated in the EE act.
- Post Graduate qualification in Contract Law
- Registered Quantity Surveyor would be advantageous
- In depth and extensive working experience in contract law and/or quantity surveying within a construction related environment
